About this file

This is Amendment 0001 to solicitation 140R1725Q0030 issued by the Bureau of Reclamation's Pacific Northwest Region Grand Coulee Acquisition Group. The amendment addresses two questions regarding crane requirements for rental services at the Grand Coulee Power Office (GCPO) NWPP Tailrace.

The amendment clarifies that rental cranes will not need to traverse public roads during the rental period, so the rough terrain requirement remains. For the second question about crane specifications, GCPO will review submitted crane specifications based on two primary considerations: 1) Adequate rope length for placement of stoplogs with boom tip elevation 50' above the NWPP Tailrace to full placement position 150' below, and 2) Adequate winch torque to lift loads from storage, rotate 14 degrees, and place stoplogs with ~6" clearance. The period of performance is February 24, 2025 to June 23, 2025. Technical evaluation will consider delivery timeline and whether both cranes are the same make and model.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

The purpose of this amendment is to answer two questions.

Question 1. Contractor was informed that there is no Rough Terrain Crane that is legal to drive on a highway. Will there be an amendment published removing that bullet point (the fourth underneath REQUIREMENTS)?

Answer 1: The location of need for crane employment is at multiple locations of the GCPO

NWPP Tailrace. GCPO anticipates no need for the rental crane(s) to traverse public roads during the rental period. There is no need to remove bullet point.

Question 2. Also, only newer model 130-ton cranes have the spec listed in the thirteenth

140R1725Q0030/0001 bullet point...Is it alright if the cranes are older and do not match that spec/have that particular winch?

Answer 2: GCPO will review the specifications of any specific crane submitted for adequacy in ability to perform the required lift(s)

The two primary considerations for the tandem lift are:

A. Adequate rope length for placement of the load (Stoplogs) with the boom Tip elevation 50' above the NWPP Tailrace to full placement position of the stoplogs on draft tube exits 150' below the NWPP tailrace elevation.

B. Adequate winch torque of the crane to lift the load from a storage rack 1' below the tailrace elevation to above the elevation of the tailrace, rotate 14 degrees, and place the stoplog in the draft tube rails for lowering it

150' into the in-service position. At the point in the lift sequence for the crane to rotate the stoplog and traverse the load from storage rack to employment rails, the bottom of the load

(stoplog) needs ~6" of clearance above the tailrace deck and the bulk of the rope on the crane will be on the winch. Thus, the outermost wrap winch torque must be adequate to wind the rope and lift the load.

All other term and conditions remain the same.

The technically evaluation will include evaluating on how soon the cranes can be delivered and if both cranes are the same make and model.

Period of Performance: 02/24/2025 to 06/23/2025
