About this file

This document is an amendment to a solicitation for weed control and restoration services on Bureau of Reclamation properties along the Yakima River in Washington state. The amendment provides answers to five questions from prospective offerors. It clarifies that any species not observed in the initial invasive species survey can be included in subsequent annual reports. It also confirms that offerors are responsible for determining locations of biological and mowing controls based on historic use and shifts in invasive species populations. Regarding the restoration plan, the amendment states that offerors can propose locally native plant species in a non-monoculture manner tailored to site conditions, without a pre-approved species list. It also notes that some biological control agents may be available free from local agencies or Washington State University, and that offerors should price any additional agents needed. Finally, it clarifies that the preference for green products in the solicitation refers to items on the BioPreferred list, but that other listed herbicides are still acceptable, and that the 25% biobased content requirement applies to individual products, not the total herbicides proposed.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

The purpose of this amendment is to answer questions.

Question #1: For the initial invasive species survey report (D.2.1), the solicitation asks for it within 30 days of award, but some of the species don't emerge until late May, so could you provide any clarification on that requirement?

Answer #1: Any difference in the initial invasive species survey report and species that emerge later in the year would be covered in the following annual report.

Question #2: Does the Bureau have locations identified where they want to use biological controls/mowing controls or is that something the contractor is responsible to determine? I

140R1722Q0008/0002 noticed you have acreage quantities for each of these but it wasn't clear if the locations for them were already identified or not. If not, what is the bureau's parameters for making these decisions?

Answer #2: The acreages identified are based on historic use of biological and mowing controls.

As populations of invasive species shift through successful control or when new populations unfortunately arise, it will be the contractor¿s responsibility to adapt their management accordingly. As such, it will be the contractor's responsibility to determine the locations of biological and mowing controls.

Question #3: For the restoration plan, does the bureau have a list of acceptable plant species to choose from or is this completely open ended? It seems the cost of the plant materials could vary drastically.

Answer #3: We do not have a list of plant species; however, the species selected must be locally native to Eastern Washington that provide habitat and biological benefit, planted in a non-monoculture manner. Each of the properties should have a plant list tailored to specifically to it, as there are differences to each property.

The species in different areas on the properties will vary based on soil moisture, soil pH, amount of sun/shade, and other site condition factors.

Please factor in appropriate species for wetlands, riparian areas, upland areas, etc.

Question #4: Are the biological control agents provided for free or does the cost for them need included in our bids?

Answer #4: As noted in the PWS, some biological control agents may be free through the local county agencies and from WSU. Please refer to

Integrated Weed Control Project (wsu.edu) for a list of free biological controls through WSU. It is the contractor's responsibility to confirm with the local agencies or WSU if the biological control agents are currently available. Cost for additional biological control agents not available for free should be included in the quote.

Question #5: Could you provide more clarity on how D.3.2.2 applies to our choices of herbicides?

Answer #5: Where possible, the contractor shall utilize green products. This includes

BioPreferred products listed in the catalog under

Grounds Maintenance -> Pest Control -> Weed

Control: BioPreferred|Catalog . The other herbicides described in the [D.3.2. Chemical

Control: Herbicides and Pesticides] and [D.9.9.

Approved Herbicides per Yakima Project O&M

Biological Assessment - April 2015] are still acceptable products. Additionally, to clarify the meaning of [25% Minimum Biobased Content] as described in D.3.2.2., that does not mean that

25% of the herbicides proposed on the properties must be biobased. It simply explains that 25% of the herbicide would need to be comprised of

[biobased] chemicals to qualify as a BioPreferred product.

All other terms and conditions remain the same.
