2. Post the following questions and answers

Question #1: Will there be available power to install all the DGA monitors on-site, or is this expected to be done by DGA Mfg. subcontractor?

Answer #1: 120 and 240 will be available on site.

Question #2: Will these be mounted on a pedestal stand, panel mounted to transformer, or a nearby wall? Please send dwgs. of the transformer/pad locations in order to see what tooling/parts will be needed for each installation and needed construction

Answer #2: Design of mounting Brackets and/or

Pedestal Stands has not occurred. Once the purchase order is awarded, and the Government know the specific mounting, access, and maintenance requirements of the DGA monitors then the Government will send the specifications to the contractor.

The newer transformers (procured in the last ~10 years) predominantly have a DGA monitor mounting plate attached to their shell. For the ones that do have a mounting plate the Government will design an appropriate mounting adapter, if required, and have them fabricated.

For the Transformers that do not have an installed mounting plate the Government will determine if mounting will be accomplished via mounting a bracket to the shell of the transformer or by mounting to an "A-Frame" type pedestal. In either case the Government will design the required mounting plate or pedestal and have them fabricated. Mount type preference will be given to minimize the length of the sample line from the transformer to the DGA monitor while meeting all appropriate access and maintenance requirements for the DGA monitors that will be procured.

Installation of the appropriate mounting plate or pedestal will be performed by GCPO personnel in preparation for contractor installation and commissioning of the first five DGA monitors.

140R1720Q0033/0001 delivery of the first awarded delivery order.

Because of the Install/Commissioning training this will have to be in person and only on the first 5 units.

Question #4: We can do the Install and commissioning training on-site but note this will delay the total I&C of the monitors due to the additional time to train USBR personnel. This will generally limit a class size to 6 persons to train on-site. Will this be a problem?

Answer #4: This will not be a problem. We have decreased the requirement to only 5 personnel.

Question #5: We can only allow 5 persons at our factory classroom site for the maintenance and certification classes due to social distancing /

Covid issues. Will this be a problem?

Answer #5: This will be a problem, our spec states onsite at GCPO. Note: We have decreased the requirement to only 5 personnel.

Question #6: In order for factory to train / certify 20 people on-site @ USBR, this will require 5-6 monitors running on helium and cal gas in a properly sized training classroom. Only

2 are available to rent from the factory, so USBR will need to come up with the other 3 - 4 DGA units.

Answer #6: Any training aid must be included (in the spec). If the monitors running on helium and cal gas are required for training, then that is a training aid and must be included in the training price. We have decreased the requirement to only

5 personnel.

3. All other terms and conditions remain the same.
