140R1021Q0009 CRPP VFD Motor Rebuild - Questions

1. Will there be a site visit to see the work location for pulling and installing the motors?

No, there isn’t time for a site visit. There is adequate room for a crane and lowboy semi to get into the Columbia River pumping plant for the two larger motors. The cold springs plant has plenty of room for a crane and a large truck with trailer but can be difficult for a lowboy to get over a set of RR Tracks at the entrance of Cold Springs.

2. Can you provide the dimensions and weights for the two 250hp motors?

H=27in X W=30in X L=48in Weight = Aprox 2,800 lbs

3. What is the address of the Cold Spring Pumping plant?

Cold Springs Pumping Plant 80377 Tabor Road, Hermiston Or 97838 Lat 45.862951 Lon -119.177883

Columbia River Pumping Plant Hwy. 730 near Sandpoint Park Lat 45.922865 Lon -119.122338

4. Regarding bearing oil on the two 2500hp motors, it will need to be drained prior to shipping upon removal of the motors. Will BOR dispose of this oil or is that the responsibility of the motor repair shop? Will BOR provide spill containment/cleanup materials?

The repair shop is responsible for draining and disposing of the oil, Most shops keep the oil to reuse when preforming the initial testing of the motor as required by the SOW.

5. When are proposals due?

6. Can we get the full nameplate off of these motors in order to be able to provide the best solution?

Provided for motors #2 at Columbia River, the #3 is the same exact motor (Data Plate Missing).

Photo provided for Cold Springs #6 which was rewound as a Inverter Duty motor. Data plate for #4: Louis Allis was ordered as a Inverter duty, 250 HP, 480vac, 3 phase, 870 RPM, Frame 5009S

7. Do you require standard reconditioning or are there any major repairs that are known or suspected to be required?

See SOW.

140R1021Q0009 CRPP VFD Motor Rebuild - Questions

8. In the SOW, the Cold Springs motor #6 has a requirement to “furnish and install new bearings (6316-J-C3) and isolate them.” What is meant by “isolate them?” Does this mean a hybrid bearing or a coating on the shaft?

Isolating the bearings is required for VFD applications. Different type of bearing than a standard bearing. Both motors are currently VFD rated motors.

9. To clarify further, the #6 motor requires to “isolate” bearings but the other Clear Springs motor #4 does not. Is this correct, the #4 motor does not have the requirement to “isolate” the bearings?

#4 already has isolated bearings and vendor should replace with like kind and keep isolated.

10. Is it possible to extend the Period of Performance?

Yes for all motors EXCEPT for one motor from Cold Springs. We would need one of the two motors returned as soon as possible so we can provide water for our customer.

ADDITIONAL INFORMATION FOR ALL VENDORS:

CRPP- SyncRite Plus Controller PN: 840-D711G02

Return trip will NOT be required due to extension of PoP, Alignment and trim balance can be done with installation of all motors.

Requirement for Bearings for Columbia River reads “USA made” should be SKF or equivalent.

PoP for #4 at Cold springs will be 45 days from award date.

PoP for all other motors will be 70 days from award date.

Work to include rebuilding and testing of the motors, Transportation of the motors to and from repair facility, reinstallation/alignment/trim balancing as well as crane service for lifting.

All work shall be completed and re-installed on motor #4 from Cold Springs within 45 days from award. Motor #6 from Cold Spring and #2 & #6 from Columbia River Pumping Plant will be completed and re-installed within 70 days from contract award date. The contractor shall be responsible for all labor, materials and supplies to rebuild and test the motor, motor lifting, and pickup and delivery.

Reclamation realizes that without dismantling the motors prior to complete diagnoses, a complete scope of work will not be available. We are asking for a firm fixed price for the tasks listed within this Statement of Work. Any additional work (that was found necessary during inspection) that is NOT in the Statement of Work will further be determined necessary prior to any parts being ordered or labor provided. If additional work is required a price shall be negotiated with Reclamation and the vendor.

Known Condition at Time of Last Operation for Columbia River motors:

Motor #3 has a issue causing motor to shake.

Motor #2(Spare) had been experiencing bearing noise when it was last in use 4+ years ago.

Known Condition at Time of Last Operation for Cold Springs motors:

Motor #4 started making bearing noise during last month of operating season.

Motor #6 has a short and would not run.

Scope of Work for Columbia River 2500hp 4160v motors:

Vendor is responsible for Disconnecting and reconnecting motors (Electrical Disconnect/reconnect will be performed by Reclamation personnel) Motor #2 is currently setting on our spare motor base. Transporting motors from the pumping plant location and deliver back to plant. Providing crane service to lift motors when picking up and resetting motors. When motor #2/spare returns, vendor will install onto pump #2 and reconnect (Reclamation will remove current motor from pump base #2). Alignment at the time of motor set is required for motor #2 and #3, and Trim balance on both motors.

Perform pre-disassembly testing to include full voltage test runs with vibration signatures, and test all Resistance Thermal Detectors (RTDs).
