TRANSFORMER AND SWITCHBOARDS
Yosemite National Park Amd 0001 - Questions and Answers
The following are questions and answers received during the RFQ:
1. Will there be a site visit?
a. Answer: We will not be conducting site visits since this is a supply item.
2. Who is the incumbent for the current contract related to this solicitation?
a. Answer: There is not an incumbent since this is a supply item.
3. What is the contract number for the ongoing services?
a. Answer: There isn’t a contract number since this is a supply item.
4. What is the total value of the current contract?
a. Answer: There is not a current contract since this is a one-time purchase for a supply.
5. Please confirm the intended delivery date/timeline for the required equipment.
a. Answer: All equipment must be received at the delivery address no later than next year, October 1, 2025.
6. The solicitation mentions Buy American requirements. It also seems to allow exceptions for trade agreements. Could you please confirm if transformers and switchboards manufactured outside of the Untied States but compliant with USMCA or other trade agreements will meet Buy American requirements for this RFQ? If so, what documentation would need to be submitted to demonstrate compliance?
a. Answer: No, as this is a small business set-aside, it is restricted to domestic end products, as the trade agreements are not applicable to small business set-asides. The procedures set forth in solicitation clause 52.225-1 and provision 52.212-3(f) would apply.
7. If we propose an “approved equal” product for either the transformer or switchboards, could you clarify the process for gaining pre-approval or ensuring the proposed products meet the solicitation requirements?
a. Answer: All offered equipment will be evaluated for technical capability after the close of the solicitation; no pre-approved evaluations will be conducted. It is the responsibility of the offeror to ensure that proposed products meet the solicitation requirements.
8. Will the government accept substitutions if they meet equivalent technical specifications?
a. Answer: Equivalent products will be accepted; however, they must meet the government’s required technical specifications.
9. Is the receiving site equipped with a loading dock suitable for large shipments, such as the transformer and switchboards?
a. Answer: All equipment will be delivered in a storage yard whereas a loading dock is not available.
10. Will Yosemite NP personnel have equipment available to assist with the unloading (e.g., forklift, crane), or will the vendor need to make arrangements for offloading the equipment?
a. Answer: The Contractor will be solely responsible for off-loading equipment and must provide 48-hours advance notice of delivery to ensure the appropriate personnel are available and on-site. Delivery information has been added to the Section 26 12 19 – Distribution Transformers and Section 26 24 13 – Switchboards, under 1.4.
11. Regarding Section 2.2., B, #4 and Section 2.2., C, #12, the NEMA taps (14,400V, 13,800V, 13,200V, 12,540V) typically correspond with a primary voltage transfer of 13.7kV. Can you verify if the primary voltage should be 12kV or 13.2kV?
a. Answer: Primary Voltage to the site from PG&E is 12.47kV, three phase. 12,470v.
12. The taps are generally ordered from highest to lowest. Can you please review and verify?
14,400V, 13,800V, 13,200V, 12,470V, 12,540V.
a. Answer: As stated in question #12, the taps are not in order. “14,400V, 13,800V, 13,200V, 12,470V, 12,540V.” This should instead read “14,400V, 13,800V, 13,200V, 12,540V, 12,470V.” See question #11 for actual nominal voltage rating.
13. We request a single line drawing to get a quote started.
a. Answer: One line diagram is in Section 26 24 13 – Switchboards, Appendix A, pg.5.
14. Coordination Study Responsibility: Can the government confirm that the coordination study for the switchboards and transformer will be handled by others after installation, and that the awarded contractor's responsibility is limited to the supply and delivery of the specified equipment?
a. Answer: Yes, awarded contractor’s responsibility is limited to the supply and delivery of the specified equipment.
15. Shop Drawings and Submittals: Can the government confirm that detailed shop drawings and technical submittals for the transformer and switchboards are not required at the time of bid submission, and they are to be provided after contract award and equipment ordering? Please note that the switchboard manufacturer requires a firm order and partial payment to produce submittals.
a. Answer: Shop drawing and technical submittals are required after award. NPS will issue an award, which is considered a firm commitment. The submittal of a 40% payment request upon approval of shop drawings and technical submittals is allowable.
