Statement of Work
SOIL AND MATERIAL HAULING
Yosemite National Park
1. BACKGROUND AND OBJECTIVES
1.1. The National Park Service (NPS), Yosemite National Park, is ecologically restoring the footprint of the former Rocky Point Wastewater Treatment Plant that was abandoned in the 1930’s at the toe of Lower Brother in Yosemite Valley, California. The following requirements are necessary for the restoration project.
1.2. Requirement A: 250 cubic yards (CY) of soil must be loaded and hauled from the Rocky Point restoration site to the Upper River staging area in Yosemite Valley, California.
1.3. Requirement B: 20 cubic yards (CY) of materials, consisting of clay pipe and concrete pieces, must be loaded and hauled from a stockpile at the Rocky Point restoration site to the NPS warehouse in El Portal, California.
1.4. The Base Bid quantity is the base project requirement. Options are included should additional work be necessary to complete project requirements.
2. REQUIREMENT A
2.1. Base bid: Load and haul 250 CY of soil.
2.2. Option A-1: Load and haul up to 120 CY of soil.
2.2.1. The Contractor will be responsible for loading, hauling, and delivering soil from the
Rocky Point restoration site, immediately west of Camp 4 and south of Lower Brother in Yosemite Valley, to the Upper River Staging Area in Yosemite Valley, a round trip of approximately 6.8 miles (see attached “Map A”). The NPS staff will leave the soil in a windrow with an adjacent packed earth driveway at the site for loading and hauling.
2.2.2. The restoration site will be accessible by single bed dump trucks ideally 12-14 CY size to minimize additional disturbance. The site will also be accessible by loaders. The Contractor will either have to back into the site and pull out once loaded, or pull into the site and once loaded, turn around and exit. The material is a loamy sand with occasional small gravel.
2.2.3. To enter the restoration site from Northside Drive, there is a small dip. The NPS will build a small temporary soil ramp to improve access for contractor trucks. The Contractor will be responsible for removing and hauling away any fill used for the ramp and match the adjacent existing grade.
2.2.4. If stopping and loading within the road is necessary, the contractor must temporarily block the southern of the two lanes while loading trucks and will need to provide traffic control so that oncoming traffic can safely pass by in the northernmost lane.

2.2.5. The Contractor shall consult with the Contracting Officer’s Representative (COR) on where to dump and pile soil at the Upper River staging area delivery site. The Contractor will be responsible for building up pile(s) with a loader as needed to maintain the pile(s) in the designated area.
3. REQUIREMENT B
3.1. Base bid: Load and haul 20 CY of materials (clay pipe and concrete pieces).
3.2. Option B-1: Load and haul up to additional 20 CY of materials (clay pipe and concrete pieces).
3.2.1. The Contractor will be responsible for loading, hauling, and delivering clay pipe and concrete pieces from a stockpile next to Northside Drive at the Rocky Point restoration site, immediately west of Camp 4 and south of Lower Brother in Yosemite Valley, to the NPS warehouse in El Portal; a round trip of approximately 34 miles (see attached “Map B”).
3.2.2. The contractor must temporarily block the southern of the two lanes while loading trucks and will need to provide traffic control so that oncoming traffic can safely pass by in the northernmost lane.
3.2.3. The Contractor shall consult with the COR on where to dump the pipe and concrete pieces at the disposal site.
4. REQUIREMENTS A & B
4.1. Contractor shall provide all equipment and crew to carry out the requirement, adhering to California Department of Transportation (Caltrans) requirements and regulations, and Department of Labor (DOL) Service Contract Act wage rates.
4.2. The NPS anticipates that one truck and one loader will be sufficient to perform all work. It is the responsibility of the contractor to decide the sufficient amount of equipment to perform the requirement successfully.
4.3. For all hauling associated with this contract, tandem dump trucks shall not be used. The restoration site will be accessible by single bed dump truck, ideally 12-14 CY in size. There are no restrictions on:
the size of the dump truck, provided it can make the turns on the Yosemite Valley traffic circulation system.
the type of loader used; and/or the number of vehicles being used.
4.4. Government will provide space near the delivery site for transfers, if used.

5. PERIOD OF PERFORMANCE
5.1. Work may be conducted between 6:00 a.m.to 6:00 p.m., any day of the week.
5.2. The period of performance for both requirements is from August 12, 2024, to September 13, 2024. The NPS COR will confirm the initiation of the hauling with the Contractor.
6. PAYMENT
6.1. Payment for both requirements shall be paid by the cubic yard as measured by truck bed capacity and number of truck loads.
7. QUALITY ASSURANCE
7.1. All specifications will be verified by the NPS at the time of delivery prior to acceptance. The contractor shall provide all necessary documentation to show specification compliance to the
NPS.
8. ADDITIONAL INFORMATION
8.1. Protection from Exotic Plant Species:
8.1.1. Measures shall be taken to prevent the introduction of exotic species in the project area and staging areas. All equipment must enter the Park free of dirt, dust, mud, seeds, or other potential contaminants. Equipment exhibiting any dirt or other material attached to frame, tires, wheels, or other parts shall be thoroughly cleaned by the Contractor before entering the Park.
8.1.2. A physical inspection of the vehicles will be performed by a NPS representative and the
Contractor before delivery. Equipment that does not pass inspection will be turned around to the nearest cleaning facility outside the park. The Contractor shall notify the NPS point of contact (to be determined) at least two workdays (not including weekends or holidays) prior to bringing equipment into the park. Equipment found to have entered the park with potential contaminants shall be removed from the park at the direction of the Contracting Officer ant at the Contractor’s sole expense.
8.2. Road Conditions and Restrictions:
8.2.1. Visit www.nps.gov/yose to obtain the latest status and locations for road construction activities, estimated dates of construction, and estimated delays. Additionally, there exists a 45-foot length restriction and one-way controlled traffic for all vehicles 20 miles east of Mariposa on Hwy 140; see Caltrans website http://www.dot.ca.gov/ for further details.
There are height, weight, length and width restrictions for commercial deliveries in and through the park; please verify current road conditions prior to hauling. These delays must be considered part of the existing conditions within the park and will not be cause for any additional compensation as a result of this or related road conditions and restrictions.
