CONTINUITY OF OPERATIONS PLAN SOFTWARE, DEVELOPMENT, AND SUPPORT

Questions and Answers

The following are questions and answers received during the RFQ:

1. Can companies from outside USA apply for this?

a. Answer: This solicitation is 100% set-aside for small business concerns in accordance with FAR 19.502-2. Pursuant to FAR 19.301-1(a), to be eligible for award as a small business concern identified in 19.000(a)(3), an offeror is required to represent in good faith that it is a small business at the time of its written representation. An offeror may represent that it is a small business concern in connection with this solicitation if it meets the definition of a small business concern applicable to the solicitation and has not been determined by the Small Business Administration to be other than a small business. Contracting Officers do not pre-certify prospective offerors as eligible or not eligible.

2. Do we need to come over there for meetings?

a. Answer: Meetings may be remote or in-person.

3. Can we perform the tasks outside USA?

a. Answer: Federal officials must be able to access the cloud-based or agency hosted software or training, development, and support web sites through a United States government-operated network. The federal government sometimes blocks access to foreign and domestic servers for security reasons. We know of no broad prohibition on labor conducted overseas or in other nations as long as all work complies with federal regulations.

4. Can we submit the proposals via email?

a. Answer: Yes. All quotes must be submitted by email to lisa_henson@nps.gov, as indicated on page 2 of the Combined Synopsis Solicitation attachment.

5. Will there be an industry day for this solicitation?

a. Answer: We will not be having an industry day for this requirement.

6. How many machines?

a. Answer: No machines are necessary. Software must have annual access for 4 to 6 active simultaneous users.

7. How much data?

a. Answer: Same amount of data that would be required by a small rural city.

8. How long will that data be retained?

a. Answer: The data will be used moving forward from year to year depending on Management needs.
