About this file

This document contains site visit notes and questions and answers for a federal solicitation to replace water and sewer systems at Whiskeytown National Recreation Area in California. The National Park Service is seeking to award a firm-fixed price contract for removal and replacement of potable water distribution systems and sanitary sewer collection systems throughout Oak Bottom Marina. The project range is estimated between $1 million to $5 million. Approved substitutions include using precast products and standards from the City of Redding, allowing flanged connections for hydrants and valves, and permitting either poly or copper piping for air release valves. Bidders must RSVP for an in-person site visit on June 30, 2022 and direct any questions to the contracting officer by the solicitation response date.

SOLICITATION NO. 140P8422R0007

REPLACE OAK BOTTOM WATER DISTRIBUTION SYSTEMS &

SEWER COLLECTION SYSTEM

WHISKEYTOWN NATIONAL RECREATION AREA

SITE VISIT – JUNE 30, 2022

SITE VISIT SUMMARY:

A site visit was conducted on Thursday, June 30, 2022, at 11:00 a.m. Pacific Daylight Time.

Participants met outside the Oak Bottom Camp Store/NPS Fire Station.

QUESTIONS AND ANSWERS RECEIVED TO DATE:

Q1: Your attention is directed to section 03 40 00 -1.4 A. 4. “Certificates.” Cook Concrete Products is the Northern California’s precast concrete supplier and they are not NPCA certified plant. Consider removing this requirement.

A1: Specification 034000 calls for the precast supplier to be NPCA certified. This requirement is removed to allow for use of local precast suppliers.

Q2: Your attention is directed to sheet C – 6. Elevations for manhole 4-4 is given however, there are 2 additional manholes ( MH 4-2 and MH 4-3 ). Please provide elevations.

A2: Due to a drafting glitch, the information for Manholes 4-2 and 4-3 on sheet C-6 were not displaying correctly. Information on the manholes is attached, as follows:

Q3: Your attention is directed to sheet D – 3. The manhole detail is designed with a 27 inch inside diameter cone. Cook Concrete Products the Northern California supplier for precast products does not supply 27 inch cones. The standard is 24 inch. In addition, you call out flexible pipe connectors and 12" minimum riser over the pipe entry which are not available in Northern California. I attached the City of Redding standard. Please consider using this standard.

A3: Manholes meeting the City of Redding standards with 24” cones and castings will be allowed.

Q4: Your attention is directed to sheet G-3 . It is our intent to provide temporary/portable toilet and hand wash facilities while placing water as shown on sheets C1 ( partial ) from the watermain coming down from the tank towards C4. C4 heading towards the marina on the road.

C6 and C7. Our intent is to complete the new watermain after the existing is taken offline. Once, the new watermain is put into use there, we will remove the existing water system. Fire water is still available on sheet C5. The temporary/portable toilet and hand wash station will service the marina and the trailer. We will place the amount temporary/portable facilities as needed.

A4: This is more of a description of sequencing and scheduling rather than an RFI. The sequencing as described is acceptable. There are likely many others. The intent per the specifications is to maintain utility service to all facilities throughout construction. Obviously, minor interruptions in service are anticipated as connections are made. The use of temporary facilities are also acceptable for public restrooms.

Q5: Your attention is directed to detail 6 on sheet D-2. There is direction to provide 4-3/4 “ Dia.

Rods threaded at ends ( inc nuts ) equally spaced around the pipe between all mechanical joint fittings ( tee, valve, bend ). Please consider eliminating this requirement and use the City of Redding standard 421.

A5: The intent for hydrants is that all joints are fully restrained. Use of mechanical restraints (such as Mega-Lugs) will be allowed, as will installation according to City of Redding Standard Detail 421.

Q6: Your attention is directed to detail 2 on sheet D-1. There it shows a adjustable valve box detail. Please consider eliminating this requirement and use the City of Redding standard. The standard is to use a G-5 box.

A6: The plans call for adjustable cast-iron valve boxes. An acceptable alternate would be valve boxes as allowed by the City of Redding (G5 valve box).

Q7: In our pre-bid meeting on June 30, 2022, it was discussed that the City of Redding standards would be used in lieu of details shown on the drawings. Please confirm this requirement.

A7: Product substitutions based on City of Redding Standards will generally be allowed, and will explicitly be allowed for items stated prior to bid. Those items include sanitary manholes and castings, precast products, hydrant installations, and water valve boxes. Items that will not be allowed to change include the variation of water and sewer main pipe (HDPE for water and PVC for sanitary), and the configuration of the water air release valve.

Q8: The Fire Hydrant specified, Mueller A-411, has a 2 or 3” inlet and has a 2 1/8” diameter main valve. From the detail, 6/D2, it appears you are looking for a hydrant with a 6” inlet and probably a 5 ¼” main valve opening (MVO). I have attached a copy of a submittal sheet for a M&H 129 Hydrant with a 5 ¼” MVO and an M&H Post Hydrant with a 2 ¼” MVO. Are you looking for a full size fire hydrant or a Post Hydrant and will the M&H models attached be acceptable?

A8: The detail in the plans should be considered a “typical” detail. We want post-hydrants. The M&H post hydrant would be acceptable.

Q9: Note 4 on the detail for the water service, 9/D2, says the meter is not applicable for this project. Is this just the meter or is it also the meter pit and meter setter?

A9: The meter, meter pit, and setter are not required. Water for the park is metered elsewhere.

Q10: I would like to get approval for some Ford Meter box water service brass and curb valve boxes for this project in place of the Mueller brand on the detail and in the specification. The information on the Pack Joint couplings would also work for the sub-service tee.

A10: Approved.

Q11: The specifications call for MJ connections to valves and hydrants (spec 33 11 00, 2.1, C, 12). Would a flange connection at these locations also be acceptable?

A11: After further consideration, flanged connections for the hydrants and valves would be acceptable as the numbers are limited. Flanged connections at hydrants are typical. The NPS prefers MJ connections, or fused HDPE adapters, be used for stand-alone underground valves, however flanged connections will be allowed to give contractors maximum flexibility on products.

Q12: The detail for the Air Release Vacuum Valve, 12/D3, calls for 2” PE pipe. Do you want polypipe or Type K copper like the rest of the service piping?

A12: We envisioned poly since it’s 2”, but either would be acceptable.
