About this file

This document contains questions and answers related to a federal solicitation for sidewalk replacement work at Lassen Volcanic National Park. The solicitation seeks a contractor to remove and replace segments of existing sidewalk at two locations, providing all supervision, labor, materials and equipment. Services include mobilization, demolition and removal of existing sidewalk, installation of new sidewalk, construction of an ADA compliant ramp, and optional items for sidewalk melting cables and an electrical system. The work must be performed according to local, state and federal laws, with all necessary permits obtained. A site visit has been scheduled for contractors; the acquisition is a total small business set-aside estimated between $100,000 to $250,000. The NAICS code is 237310 with a $39.5 million size standard.

140P8421Q0109‐ Sidewalk Replacement Attachment 07‐ Questions and Answers

Questions and Answers

Q1) Sheet E‐1 is the Electrical Site Plan. There, it references sheet C‐5 however; sheet C‐5 does not exist.

A1) On Sheet E‐1, references to sheet C‐5 are incorrect and should have referenced Sheet E‐2.

Q2) Sheet 1 is the cover sheet, map, and index of drawings. Under the index of drawings C‐4 is the record drawings; however, if shows C‐4 as the electrical site plan and electrical details. Sheet E‐1 is the electrical site plan and sheet E‐2 are the electrical details.

A2) On the cover sheet, several pages on the index were mislabeled. Sheets E‐1 and E‐2 were not included, and incorrectly listed as C‐4.

Q3) Sheet E‐1 of the drawings indicates placing underground conduits using trenchless technology

Section 26 05 20‐3.1.1 “Excavation and Backfill: According to the PG&E standards.” We are not excavating we are using the trenchless method. Please provide a specification.

A3) We are requiring trenchless construction as shown so as to not disturb existing areas. Trenchless construction shall utilize Horizontal Direction Drilling (HDD) per the attached specification.

Q4) Sheet E‐1 of the drawings indicates placing underground conduits using trenchless technology;

however, the size of the new conduit is not shown.

A4) The conduit sizing of the proposed electrical line(s) has not been determined and is not shown in the plans. Per the plan, the snow melt system may be designed based on several proprietary manufactured products running on various voltages. Depending on the system chosen, the size, number, and configuration of the conduit(s) may vary. For example, higher voltage systems will require less conduit space than lower voltage systems. It shall be the responsibility of the electrical engineer to properly size the conduit(s) per NEC. However, based on the anticipated requirements, the trenchless conduit will likely be 3‐4 inches in diameter and/or a combination of several smaller conduits with approximately the same wire capacity.

Q5) Sheet E‐1 of the drawings directs us to coordinate and arrange with utility provider. Please provide contact information on the Lassen National Park’s Utility provider.

A5) PG&E is the utility provider. We do not anticipate the need for the contractor to coordinate with the utility prior to bidding.

Q6) Sheet E‐2 of the drawings show the electrical detail. Please provide panel schedules for all three ( 3 ) panels ( breaker, relay, and control panels ).

A6) Per the plan, the final electrical design will be completed by a licensed engineer. The specific panel schedules cannot be determined at this time because we are allowing various proprietary products, which in turn may result in varied panel schedules. However, enough information has been provided to allow for sizing of major components, which should allow for enough information for bidding purposes.

Q7) Sheet E‐2 of the drawings show the electrical detail. Please provide specifications for the new transformer from 12KV to 480/277V.

140P8421Q0109‐ Sidewalk Replacement Attachment 07‐ Questions and Answers

A7) The electrical transformer shall meet the requirements of the electrical service provider. Typically the electrical service provider will provide (and ultimately own) the transformer. For bidding purposes, the contractor shall not include the cost of the transformer and metering equipment. For bidding purposes, the contractor shall only include installation costs and coordination costs. It is understood that the equipment on the utility side of the system may vary. If there are incurred costs from the utility provider NPS will pay those costs directly.

Q8) Sheet E‐2 of the drawings show the electrical detail. Please provide specifications for the 200A 480V service as far as metering cabinet.

A8) Same answer as number 7.

Q9) Confirm with the electrical design team that using a 150 KVA transformer at 480 V you can get 180 amps ?

A9) We provided the transformer kva (total power output) and it’s up to the contractor to select an actual product based on the system they propose. For example, it could be a 240 V system, or a 480 V system. In the end though, the kva is the same regardless of voltage, and so is the cost. This was done to allow for contractors to select from a variety of proprietary melt systems.

Q10) Sheet E‐2. Under design parameter 5 it states, “all wiring and conduit shall be sized according NEC.

Shop drawings shall be approved by a Licensed Electrical Engineer”. Is the Licensed Electrical Engineer the responsibility of the Contractor?

A10) Yes, the licensed electrical is the responsibility of the contractor.
