Rehabilitate Parking Area, Ruby Beach (PMIS 256352) Olympic NP Attachment F: Site visit notes and initial clarifications

Pre-Proposal Site Visit for Solicitation #140P8322R0001

February 14, 2022

Mr. Brad Metler, Contracting Officer’s Representative, thanked the group for their interest in the project and for attending the site visit. After introducing Ms. Lisa Turecek, Chief of Facility Maintenance, and Mr. Jack Galloway, Landscape Architect, Mr. Metler stated:

• Nothing said today changes the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFP and posted at SAM.gov.

• Send proposals and supporting documents, etc. to Mike Beatty’s email address (at the bottom of the announcement at SAM and in Section G.4 of the solicitation).

The group then toured the area with brief orienting and introductory remarks from COR Metler.

The following clarifications are provided.

1. Please clarify layout protocol and which bid item layout work is included.

a. Site layout is not tied to survey points shown on drawings or staked in field.

Survey control points noted on Sheets 3, 4, and 5 are not necessary or relevant to site layout.

b. Vertical Control for entire project is referenced from the northwest vault toilet corner (benchmark 88.61) which will also be staked by NPS.

c. In Areas #1 and #2, NPS will provide layout staking at 25-foot intervals from station 1+50 to station 8+37 for the left edge of the asphalt paved road and parking cross section, which includes the concrete curb and gutter on the right side. These stakes will provide layout control. Offset staking shall be by contractor. See sheets 13, 14, and 17.

d. In Area #3, NPS will provide staking for control points A thru G, which will control the layout. Offset staking shall be by contractor in addition to all other layout staking needed for layout of all site elements shown on the drawings, such as the concrete curb and gutter, concrete planting islands, all concrete paved areas, edge of asphalt paving, drainage structures and traffic markings. See sheets 5, 20, and 21.

e. NPS Designer will be on site for all critical layout work and shall approve contractor layout.

f. Layout work is/shall be included in Line Item 1 (Site Preparation).

2. Can you clarify design requirements for the bulletin board footings on Sheet 12?

a. Sheet 12 is revised as follows: , Rehabilitate Parking Area, Ruby Beach (PMIS 256352) Olympic NP Attachment F: Site visit notes and initial clarifications

i. Delete “ Note: reset bulletin board on concrete footings with brackets or sleeves for 2 support columns. Contractor shall submit drawings stamped by a Washington State Engineer”.

ii. Add “Reset existing bulletin board on new concrete footings. Existing bulletin board shall be reinstalled with minimum eave clearance of 6’8”, after removal of the two outside sister posts. 8”x8” posts shall be set on brackets/standoffs with connectors to withstand local wind loads.

Submittal of brackets and fasteners required.”

3. What vegetation in planting islands will remain?

a. None. Remove all vegetation and associated roots from all planting islands.

4. Can you clarify the WSDOT design specification for the concrete paved traffic areas only

(not the sidewalk and pedestrian overlook areas)?

a. Paved concrete traffic areas (ADA parking areas and connecting walkway across parking lot) shall be 6” depth, 4000 PSI air-entrained mix, with welded-wire-fence reinforcement at midpoint of 6” cross section.

5. What is the asphalt joint transition at Sta 1+70?

a. This transition shall be a sealed, saw-cut butt joint (WSDOT specification).

6. Will there be any additional red-painted curb?

a. NPS wishes to add approximately 750 LF of DOT red paint to the face and top of the curb and gutter beginning at Sta 1+50 and ending at the beginning of the parallel parking area in Area #3 (end of “no parking” cross hatch in Area #3).

7. When are proposals due?

a. March 7, 2022, 3pm PST.

b. New deadline to submit additional questions is February 28, 2022 1pm PST.
