Solicitation no. 140P8318Q0076, Amendment no. 001 – Attachment 7, Site Visit Notes
Construct ABA Access at Hoh and Mora Campgrounds, OLYM
A pre-quote site visit occurred as-scheduled on Tuesday, July 17, 2018. The site visit started at the Hoh Campground, and then finished at the Mora Campground.
Attendees:
Phaedra Fuller, Contracting Officer, Olympic National Park
Caleb Wagner, Buildings & Utilities Supervisor, Olympic National Park
JMG Constructors, Poulsbo, WA
Saybr Contractors, Tacoma, WA
YOY Inc (Doing business as: Verdis), Coeur d Alene, ID
Clarification that this solicitation is set-aside as 100% total Woman/Women-Owned Small
Business Set-Aside (WOSB).
The following questions were asked during and shortly after both the Hoh and Mora campground site walks.
Question #1
We have contacted the local suppliers and have found that 5/8” minus crushed rock is not locally available. In order to reduce cost of trucking from Port Angeles area we would request that the
7/8” minus crushed rock be allowed to be supplied to the project. Is this substitution acceptable?
Answer #1
Only 5/8" minus crushed rock shall be used when the surface of the compacted crushed rock is exposed, such as in the camp site areas. 7/8" minus can be used as base under asphalt and concrete paving.
Question #2
What will be the location for staging and storing of materials and equipment at the Hoh and
Mora?
Answer #2
The Hoh will be at the maintenance storage area located off the Hoh Road approximately 2 miles to the west of the campground. The storage area at Mora will be at the maintenance yard storage yard approximately ¼ mile west of the campground.
Question #3
During construction operations and within our work area, can equipment be left onsite?
Answer #3
Yes. Equipment should be secured. The park accepts no responsibility for any potential damage.
The maintenance storage yards are a more secluded location if there are concerns about visitor interaction.
Question #4
During the site visit at campsite 38 (Hoh), on sheet 16, the drawings specify installation of 17 bollards. There are currently 10 bollards in place at the campsite. Is the intent to remove all 10 and install 17 new bollards?
Answer #4
Existing bollards located in same location as new bollards shall be removed and stored in the staging area with other materials. The Park will store these for future use as needed.
Question #5
While reviewing the drawings on sheet 22, campsite 70 & 72 (Hoh), I noticed that it specifies
“picnic tables and fire grates by others.’’ This is in contrast to Sites #1 (#4) and #38, sheet 16, and also Site #42, sheet 19, which indicate removal and movement of fire grates and picnic tables to an adjacent location by the Contractor. Do the Owners plan on moving these items?
Answer #5
The contractor is to remove the picnic tables and set them aside nearby outside the work zone.
The contractor shall reset the picnic tables on locations shown on the drawings. The contractor shall remove the fire grates and store them in the staging area. The Park will provide new fire grates and the contractor shall set them in place at locations shown on the drawings.
Question #6
During the site visit at the Mora comfort station, I noticed that the bulletin board is located approximately six feet farther away from the existing path than indicated on sheets 12, 13, and
14 of the drawings. How would you like to resolve this?
Answer #6
To adjust for this discrepancy, the layout shown on sheet 13 is amended to preserve the existing concrete pad at the bulletin board. The area of new concrete called out for at the bulletin board then allows for extending the new concrete paving on the path to connect to the existing concrete pad. The total area of new concrete paving will remain the same.
Question #7
During the site visit, we noted a lot of traffic going in and out of the Hoh Campground. There were approximately 62 cars lined up to enter the campground on a weekday. We realize that the traffic going in and out will probably be less after Labor Day. When delivering concrete at the
Hoh Campground, how do we get priority access for our concrete truck so that it does not time
Answer #7
Lines at the entrance station are common in the afternoon during peak season, but unlikely prior to 10am. Efforts should be made to have deliveries made as early as possible.
Question #8 Do we know where the trash receptacles would need to be temporarily relocated to.
Answer #8
Trash receptacles located in areas to receive new concrete paving, such shall be removed and set outside the work zone and reset per in the location shown on the drawings or determined by the
CO/COR. See Sheets 2 and 3.
Question #9
Will there be closures of the Hoh Road in September?
Answer #9
The Hoh Road will be closed from September 5 through September 26.
Question #10
Can contractor start project before Labor Day?
Answer #10
Yes
Question #11
Do the drawings make it clear that the contractor is to coordinate with the Park so Park crews can tie the buried utility lines from the comfort stations to and through the foundation wall and the slab in the family restrooms?
Answer #11
Yes, see sheet 3 note 6.
Question #12
Can the location of the fire grate and picnic table be adjusted to avoid tree roots at the Hoh
Campground Loop C Site 72?
Answer #12
Some minor adjustments might be necessary to avoid tree roots while maintaining minimum 4' clearance adjacent to picnic table and fire grate and tent site. COR will work with contractor to make these layout adjustments.
Question #13
There is confusion about the Site #4 and Site # Hoh Campground A Loop
Answer #13
Sheet #1 of the drawings should be referenced for the actual location of each site even though the numbering is not up to date in the drawings.
Question #14
How does the contractor allow for the fact that the water stations will be reconstructed by the
Park at a higher elevation to fit with the higher elevation of the adjacent finished concrete paving surface after the end of the contract?
Answer #14
After the end of the contract, Park crews will remove the water stations and reconstruct them at a higher elevation to match the adjacent new concrete pavement surface. The contractor shall establish the edge of the new adjacent concrete paving such that setting forms is possible, which will result in about a 2” space between the edge of the new concrete paving and the water station.
Question #15
What is the contractor to do what when a concrete truck arrives at the Hoh and there are long lines of cars backed up at the entrance station and or campground.
Answer #15
Lines at the entrance station are common in the afternoon during peak season, but unlikely prior to 10am. Efforts should be made to have deliveries made as early as possible.
Question #16
While going through the documents today, we noticed in the specs, Section 32 13 13 Part 2.6
Wheel Stops and Part 2.7 Detectable Warnings are listed. If these items are to be included in the bid, where are they located?
Answer #16 These statements should not have been included in the documents and should be ignored.
