4. APPLICATION:
. Traffic Paint shall be applied at a minimum wet film thickness of 15 mils before beads or at a rate of 107 square feet per gallon.
. Traffic stripes and pavement markings shall be applied only on dry surfaces and only during periods of favorable weather. Painting shall not be performed when the atmospheric temperature is below 50 degree F when using waterborne paint; when freshly painted surfaces may become damaged by rain, fog, or condensation; nor when it can be anticipated that the atmospheric temperature will drop below 50 degree F temperatures during the drying period.
. On existing surfacing, pavement markings and traffic stripes shall be applied in one coat.
. Each coat of paint for any traffic stripe, including glass beads where required, shall be applied in one pass of the striping machine, regardless of the number, widths and patterns of individual stripes involved.
. Paint shall be applied in one coat shall be applied at an approximate rate of one gallon per 107 square feet.
Equipment used must be capable of applying stripes for a minimum of one mile before resupplying paint into paint reservoir.
. The exact rate of paint to be applied will be determined by the Contractor. The volume of paint applied shall be measured by stabbing the paint tank with a calibrated rod. At the option of the Contractor, if the striping machine is provided with paint gages, the volume of paint may be determined by using the gages.
. Unless otherwise directed by the CO, glass beads shall be uniformly incorporated in all coats of paint concurrently with the application of the paint, except that glass beads shall not be applied to black paint. Beads shall be embedded in the coat of traffic paint being applied to a depth of one-half their diameters.
. Glass beads shall be applied at an approximate rate of 5 pounds per gallon of paint. The exact rate will be determined by the Engineer. The amount of glass beads applied shall be measured by stabbing the glass bead tank with a calibrated rod.
5. APPLICATION EQUIPMENT
. Mechanical means shall be used to paint traffic stripes and pavement markings and to apply the glass beads for traffic stripes.
. Equipment used in the application of traffic stripes and pavement markings shall produce stripes and pavement markings of uniform quality that conform to the specified requirements.
. Auxiliary equipment for unloading and loading of materials used for suitable surface preparation equipment, forklifts, brooms, rollers, traffic control equipment, hand tools and any other support and safety equipment shall be provided by the contractor as necessary to perform the work and provide traffic control services.
. Stencils and hand spray equipment shall be used to paint pavement markings.
. The striping machine shall be capable of accurately superimposing succeeding coats of traffic paint upon the first coat and upon existing stripes at a speed of at least 5 miles per hour.
. The striping machine shall consist of a double-axle rubber-tired vehicle that is maneuverable to the extent that straight lines can be followed and normal curves can be made in true arcs. It shall be capable of applying traffic paints and glass beads at the rates specified. The striping machine shall be equipped with the following: (a) a pointer or sighting device not less than 5 feet long and extending from the front of the machine; (b) a pointer or sighting device extending from the side of the machine to gauge the distance from the centerline for painting shoulder stripes; (c) a positive acting cutoff device to prevent depositing paint in gaps of broken stripes; (d) shields or an adjustable air curtain for line control; (e) pressure regulators and gages (if pneumatically operated) that are in full view of the operator; (f) a paint strainer in the paint supply line; (g) a paint storage tank with a mechanical agitator that operates continuously during painting operations;
(h) a glass bead dispenser located behind the paint applicator nozzle and which is controlled simultaneously with the paint applicator nozzle; and (i) calibrated rods for measuring the volumes of paint and glass beads in the paint and glass bead tanks.
6. TRAFFIC CONTROL:
The contractor shall install and maintain temporary traffic control devices adjacent to and within the project as required by the MUTCD. Install and maintain traffic control devices as follows:
A. Furnish and install traffic control devices before the start of construction operations.
B. Install only those traffic control devices needed for each stage or phase.
C. Relocate temporary traffic control devices as necessary.
D. Remove devices that no longer apply to the existing conditions.
E. Immediately replace any device that is lost, stolen, destroyed, or inoperative.
F. Keep temporary traffic control devices clean.
G. Furnish and maintain traffic control devices that meet the “acceptable” standard described in Quality Standards for Work Zone Traffic Control Devices published by ATSSA. Amend the ATSSA standards as follows:
(1) Repair or remove and replace “marginal” devices within 48 hours; and
(2) Repair or remove and replace “unacceptable” devices immediately.
H. Remove all temporary traffic control devices upon contract completion or when approved.
I. Furnish temporary traffic control devices that meet the NCHRP Report 350, Recommended Procedures for the Safety Performance Evaluation of Highway

6. MEASUREMENT
A. Government estimate is approximate distances.
B. The Contractor shall develop estimates as a result of the site visit.
C. Payment will be made on actual quantities delivered.
. Painting traffic stripes will be measured by the linear foot along the line of the traffic stripes, without deductions for gaps in broken traffic stripes. A double traffic stripe, consisting of two 4-inch wide yellow stripes separated by a 4-inch wide space, will be measured as one traffic stripe. Painted pavement markings will be measured by the square foot for the actual area painted.
7. PAYMENT
. Payment will be made on a lump sum basis for actual materials and labor costs.
Payments and invoices (to include a vendor’s copy of the invoice as a PDF attachment) will be submitted through the Internet Payment Platform (IPP) at this address: https://www.ipp.gov
8. CONTRACTOR FURNISHED ITEMS: All materials shall be Contractor furnished from outside the Park.
A. Hauling Materials on Public Roads: Load restrictions on Park roads are identical to the State load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on Park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve the
Contractor of liability for damage, which may result from moving of equipment. The Contractor shall notify the COR of the intent to mobilize any oversize, over length or over width loads (includes vehicles, trailers, equipment or supplies and materials) at least forty eight hours in advance prior to arrival at the park boundary of such loads to arrange for the escort of such loads into the Park.
TRAVEL RESTRICTIONS IN THE PARK
Note: Any Contractor vehicles exceeding these restrictions must have a pilot vehicle.
The pilot vehicle must have a sign on the front indicating “Oversized load Follows”.
The Contractor must notify the COR of the intent to utilize a pilot vehicle 48 hours prior to entering the Park. All costs for pilot vehicles will be borne by the Contractor.
A double-axle line striper is required. These roadways are narrow and turns cannot be safely negotiated by triple-axle vehicles. The restrictions are necessary to insure work can be accomplished to existing striping patterns and to reduce damage to
Government and personal property.
