About this file

This document is a Statement of Work (SOW) for the replacement of a failed 20kW air-cooled propane backup generator at the Cow Creek Ranger Station in Death Valley National Park. The goal is to replace the generator with a 25-30kW liquid-cooled propane generator that will meet the building's power needs and be compatible with the existing automatic transfer switch.

The SOW outlines the project tasks, which include removing the existing equipment, restoring the facility, recycling or disposing of old equipment, and connecting the new generator to the transfer switch. The generator must be programmed for automatic exercise, meet emissions and efficiency requirements, and be a natural color to complement the surroundings. The contractor must be a licensed electrician, and product submittals, project schedules, and other documents are required. The work must be completed by September 30, 2024, and the contractor must comply with various laws, regulations, and policies, including providing a one-year warranty on parts and labor.

Statement of Work:

Replace Emergency Generator at Death Valley

National Park

National Park Service

Death Valley National Park

Inyo County, California

1. Background

a. Project Goal: The goal of this project is to replace a failed 205kW Air Cooled back-up generator in a ranger station at Death Valley National Park that will provide for mission readiness in all conditions. Replace with 25kW-30kW LIQUID Cooled generator to handle needed building load. Replacement generator shall be compatible with existing transfer switch.

b. Location: Death Valley National Park is approximately 3.4 million acres in Eastern

California and Southern Nevada. Furnace Creek, where the Park headquarters is, is on

California Highway 190 (CA-190), about 120 miles west of Las Vegas, Nevada and 300

Miles northeast of Los Angeles, California. The project includes work at Cow Creek, 3 miles west of Furnace Creek on CA-190.

c. Issues: Death Valley National Park is the hottest place on Earth. In July, the hottest month ever recorded, Death Valley had 9 consecutive days over 125°F, multiple thunderstorms, and a more-than-three-day power outage. Extreme weather events caused numerous mechanical and electrical system failures in June and July of 2024. This project will replace a back-up generator that failed and is beyond its useful life and/or damaged beyond repair.

d. Objective: Replace a damaged 20 kW back-up generator at facility CC321, the Cow Creek

Ranger Station, in Death Valley National Park. This will require ancillary electrical and plumbing work to connect the generator to a transfer switch and 500-gallon propane tank. Old equipment shall be removed and disposed or recycled at appropriately licensed facilities.

e. Hazardous Materials: Work is not expected to impact asbestos containing materials. A good faith survey of asbestos containing materials was performed in the facility and no asbestos was found. Owing to the age of the facility, it is unlikely to have lead-based or lead-containing paint or other hazardous materials. The Contractor shall use industry best practices to minimize employee and tenant exposure to hazardous materials.

f. Emissions and Efficiency: The generator shall meet all applicable regulations, including standards set by the USEPA and California Air Resources Board. Products should meet the spirit of the USEPA ENERGY STAR or General Services Administration target to meet US

Green Building Council’s Leadership in Energy and Environmental Design Gold level.

g. The resulting purchase order will be a service contract that includes labor standard involving construction (FAR 22.4) – Electrical installation hours shall be paid to State licensed electrician at current Davis Bacon Wage Determination Rate. Certified payroll on form wh347 shall be submitted weekly for all construction related hours.

2. Project Tasks

a. The Contractor shall perform the following tasks.

i. Remove existing equipment to be replaced, including any existing mounting hardware, appurtenances, and associated components.

ii. Cap junction boxes, piping, conduit, or similar when abandoned in place according to appropriate laws, codes, best practices, or similar.

iii. Restore exterior siding/roofing and interior walls/ceilings of facilities where equipment is removed, installed, or replaced with equipment of different size, which shall include filling holes in walls and finishes, repairing damaged finishes to include texturing, painting, or similar, to create a uniform finish in, around, and adjacent to the work.

iv. Ensure all penetrations are adequately sealed to prevent loss of conditioned air and infiltration of outside pests, air, and debris.

v. Recycle or dispose of removed equipment, material, and construction debris at an appropriately permitted facility outside the Park according to applicable laws.

Provide the approximate tonnage of waste disposed and material recycled.

vi. All installation shall be in accordance with manufacturer specifications. Any installation work that may create a power outage shall be scheduled 2-business days in advance with the COR and be approved by the Chief Ranger. Requesting a power outage does not guarantee approval of the proposed time.

vii. The generator shall be connected to the existing automatic transfer switch.

Inspect and service the automatic transfer switch. If the automatic transfer switch, or other electrical connection or appurtenance necessary for back-up power, has failed, provide a parts list, scope of work, and quote via a request for information to repair or replace the switch. The parts list and scope of work shall be the intellectual property of the Government. The Government may modify this contract to conduct necessary repairs, or, at its sole discretion, the

Government may use the parts list and scope of work to conduct the work through another means.

viii. Upon installation, the generators shall be set for proper phase rotation and tested for proper operation. The generator shall run for 8 hours continuously, free from failure/interruptions or the testing must be reperformed. The contractor shall schedule the delivery and setup so that the COR may attend and observe the test operation.

ix. The generator shall be programmed to perform automatic exercise, or similar, according to the manufacturer’s recommendations.

x. Where concrete footings are inadequate, install precast concrete pads in place per manufacturer’s recommended dimensions. Adjustable stands or other mounts may be substituted for concrete footings where acceptable by code and manufacturer’s recommendations. Stands shall have sun and rain protection where it will not interfere with the operation of the equipment. Location of pads, stands, and equipment when not replaced in-kind shall be defined by the contractor and approved by the COR prior to installation.

xi. The generators shall be a natural color which compliments the surroundings

(beige/brown).

xii. Provide training to include user interface controls and common troubleshooting.
