SUMMARY OF WORK
SECTION 01 11 00 SUMMARY OF WORK
1.1 EXISTING CONDITIONS
The Main Lift Station now in use at Boulder Beach was constructed in 2002 by HFE Process, Inc., Tulsa, OK1. The corrosive environment together with operating conditions within the wet well have caused deterioration of components that dictate the need to replace the lift station. This lift station is a critical component to pumping raw sewage generated from all Boulder Beach facilities, including NPS facilities and housing, concessioner commercial facilities and employee housing, to the existing wastewater treatment lagoons.
The existing Main Lift Station is located north of the Boulder Beach Campground and east of Boulder Beach Access Road, at latitude 36.043505 N, longitude 114.807169 W (WGS 1984). Below is a Location Map of the existing and proposed facilities in a regional context, as well as a Vicinity Map of the site relative to existing roads.
In addition to the Main Lift Station at this site, there is also a redundant lift station, which is shown relationally to the Main Lift Station on the project’s drawings. The redundant lift station is not currently in use and will be removed to allow construction of the new lift station.
1 HFE Process, Inc. 7925 E. 40th Street, Tulsa, OK 74145 (918) 663-9083. Job No. HY000713.
01 11 00 - 2
The existing wet well, electronic controls and alarms of the Main Lift Station are deteriorating and some of the valves are inoperable; the frequency of failures in motors, pumps and the vacuum system has shortened to the point where major repairs are required. Due to the "Mission Critical" nature of this lift station and the increase in downtime for repairs, the lift station will be replaced by a new lift station with appropriate piping, valves, and electronic controls.
1.2 GENERAL PROJECT STATEMENT
A. The project requires selective demolition of existing sewerage collection system components including the redundant lift station, piping, valves, electrical cabinets, conduits, and conductor cables, miscellaneous site concrete all as needed to construct a new field-erected wastewater pump station that is configured as an 8-foot diameter wet well with semi-permanent submersible, non-clog sewer pumps, motors and all requisite appurtenances to have a complete and operational sewage lift station. The work includes construction of a new valve vault with piping and valves, new flow meter vault with magnetic flow meter, new electric control panels, new jib crane with hoist, construction of some new gravity sewer collection system piping and valves. Upon successfully commissioning the new lift station, the work requires that the existing Main Lift Station and other site piping and valves be demolished and taken out of service permanently. Some components, at the direction of the Contracting Officer, shall be salvaged and suitably stored at the project site. All other components to be demolished must be removed from the site and disposed of at a suitable location.
B. A site visit will be scheduled for a pre-bid visit with the interested respondents.
C. Approval for construction and operation of the new lift station shall be obtained (if needed) from the State of Nevada Division of Environmental Protection prior to start of construction.
D. Permit for dust control shall be coordinated with and obtained from the Clark County Division of Air Quality. Sign shall be posted on the job site. A copy of the Permit shall be forwarded to the COR.
E. Water for compaction and dust control may be drawn from Lake Mead. Contractor shall set up their own pump system to draw the water. Any gas-powered pumps, or generators shall have secondary containment from oil or gasoline spillage into the lake. A totalizer flow meter shall be installed on the pumps or tanks to record the amount of water used. The water totals shall be reported to the NPS monthly and for the project total amount used. The location of the pumping equipment shall be approved by the COR. The location of the facilities shall minimize the disturbance of the Park-visiting public.
F. Alternatively, non-potable water for construction activities will be available within the park and access will be provided by the Utility Service Branch. Contractor will be provided instructions on billing/reimbursement procedure.
a. The cost per thousand gallons of water used will be provided at current/present rate and has potential to increase annually. The current rate (March 2024) is $17.20 per 1,000 gallons.
b. The connection will be metered and billed, with hydrant meter being provided.
Contractor to provide air gap on the fill line to the tank, or a reduced pressure principle backflow assembly (double check valve) will be required. The backflow unit shall have been tested by a certified backflow prevention assembly tester in the last year (per NAC 445A.6569) and a copy of the certification must be provided. AWWA California-
01 11 00 - 3
Nevada Section maintains a list of certified Backflow Prevention Assembly Testers in California and Nevada: Backflow (ca-nv-awwa.org).
c. Only an approved spanner wrench shall be used to operate any fire hydrant. Any other type of wrench is strictly forbidden. Hydrants must be opened and closed slowly with an approved fire hydrant wrench. The Contractor shall be responsible for any damage to a fire hydrant caused by the Contractor’s personnel operating the hydrant, and shall be responsible for the cost of all repairs.
d. When filling any/all water trucks from a park fire hydrant, the Contractor shall ensure there is an air gap between the hose attached to the hydrant and the tank on the water truck. The air gap separation can be achieved by a metallic pipe permanently installed on the water transporting vehicle which will serve as the fill line or an air gap between the end of the fill line from the hydrant and the water transporting vehicle.
e. If the Contractor chooses not to use an air gap, then a reduced pressure principle backflow assembly shall be required. The backflow unit shall be tested by a Licensed Tester and provided at the Contractors expense.

Equipment that is moved from the job site, but remains within the original developed area, need not be re-washed prior to returning to the job site. It is also known that there are areas inside the Park that have non-native plants and weed
01 11 00 - 12 species infestation. Therefore, before equipment can be moved from one developed area to another, it must be washed at the location identified on the Site Plan (see attached site plan and mileage table) to ensure weeds are not spread from one developed area to another.
2. The Contractor shall clean all equipment prior to the equipment entering Lake Mead National Recreation Area. It is recommended that cleaning be accomplished by hot water, pressure washing, using water only. All equipment surfaces shall be cleaned, with special emphasis given to the undercarriage. This includes, but is not limited to: wheel wells, bumpers, radiator grills, springs, shock absorbers, wire harnesses, skid plates, oil pans, axles, frame ledges, buckets, tracks, belly pans, etc. Cleaning shall also include all dirt and debris inside the cab, or operator area. A Shop-Vac or commercial car wash vacuum system may be used for operator compartments, provided the method used effectively removes all visible debris. Equipment cleaning is for the purpose of removing any seed and soil accumulations to prevent the potential spread of non-native plant and weed species from outside the park to locations inside the park. Cleaning shall be performed in a manner that will reasonably remove all visible soil, plant, and other foreign material.
All equipment that requires washing shall be inspected by government personnel, or contractors/partners assigned to this duty, to ensure compliance.
3. Equipment that requires washing is generally defined as track or rubber-tired machinery intended for use primarily off-road. Examples include backhoes, loaders, earthmovers, graders, rollers, bulldozers, water trucks, etc; or four wheel drive or passenger vehicles that are driven in off road areas. Equipment may also be stationary, such as a material screening plant, conex storage containers, or a mobile office (mobile offices may be cleaned in the same manner as operator compartments as outlined in paragraph 2). The equipment is generally under the direct control of the contractor or sub-contractors, is likely to remain on the construction site for an extended period of time, and may contain adhered soil and seed from other project sites.
4. Equipment/Vehicles that do not require washing are defined as those normally used for highway driving only, and travel primarily on paved surfaces and well maintained service roads and parking areas (this includes approved staging areas). Examples include semi-tractor trailers, dump trucks, concrete trucks, pickup trucks, fuel trucks, service trucks, etc.
These delivery and passenger vehicles are generally not under the direct control of the contractor, have no earth-moving function, and do not remain on the project site. These vehicles have a low probability of carrying adhered soil and seed from other projects.
However, every vehicle and piece of equipment is subject to rejection from entering the park if there are obvious signs (covered in mud, plant material adhered to it, etc.) that it could be transporting non-native species into the Park.
I. Post Equipment Washing Inspections:
1. All equipment subject to inspection will be inspected by government, or other authorized personnel prior to leaving the paved surface or designated washing area identified on the Site Plan. Equipment determined to be free of soil or mud based on visual examination by government personnel will be cleared to enter the project area, or proceed to other areas of the park as appropriate. The Contractor shall arrange for needed inspections by contacting the NPS inspection office no less than 5 working days prior to the inspection.
Such contact shall provide sufficient time to accommodate scheduling and travel to the site. Equipment not passing initial inspection must be rewashed outside the park at no additional expense to the government.
