STATEMENT OF WORK
Replacement of Carpet Floor Covering
Kabetogama Lake Visitor Center
I. GENERAL
A.
DESCRIPTION OF WORK/SCOPE AND PERIOD OF PERFORMANCE:
The Contractor shall furnish all labor, equipment, tools, materials, supervision, and other items and services necessary for the removal and disposal of existing carpet, padding/underlayment/adhesive materials in addition to surface preparation, leveling and installation of new carpet tile (approximately 2,800-square feet) in the Kabetogama Lake Visitor Center located at 9940 Cedar Lane Kabetogama Minnesota 56669-8056. The Contractor will review all locations noting limited access points, conditions for removal of former carpet materials and installation of new carpet tiles utilizing proper leveling and/or adhesive requirements for varying locations. All work is be completed within 60 days of notice of award.
B.
SITE VISIT: Visiting the site is highly encouraged to verify square foot estimate, ensure proper sizing, type of materials being removed/replaced and to visually inspect existing conditions prior to submitting a quote. The Contracting Officer (CO) or designee will make arrangements for site visits.
C.
SUBMITTALS: Submit sample of carpet, stair covering, adhesive/leveling materials and specifications necessary for proper installation of product specified below. Submit schedule with time and dates being coordinated with users of the facility and the public. All disposal manifests, Safety Data Sheets (SDS), safety briefing documentation, Lock-out/Tag-out forms, warranty, maintenance/cleaning and technical information will be submitted upon project completion.
D.
BRAND NAMES: References in specifications to any brand name product materials shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor shall submit informational data and component equivalent information if the Contractor proposes products other than specified. The CO reserves the right to reject or accept any or all of the proposed changes based on completeness, clarity and other requirements of the specifications.
E.
CONDITIONS AND REQUIREMENTS: The removal and installation process must be accomplished by a firm which has been certified and/or approved by the manufacturer and comply with the manufacturer’s installation recommendations and specifications. All work will conform to all applicable codes and regulations.
All work will be performed and completed in a professional manner. Unless otherwise specified, all materials shall be new, unused, and undamaged. Materials shall be the current and standard design of manufacturer. Adhesive/leveling materials utilized to install new carpet tiles will conform and comply with the manufacturer’s installation recommendations and specifications. All testing requirements (floor moisture content, ambient relative humidity, etc.) and associated expenses to determine suitability of adhesive/leveling materials are the responsibility of the Contractor. Replacement carpet tiles will be free from wool content. All products utilized in the project will be free from Volatile Organic Compounds (VOC’s) and conform to the Living Building/Product Challenge(s).
F.
FURNISHINGS: Although performance of a “lift” is a common trade practice, all amenities in existing carpeted areas will be moved as some furnishings will not be placed in their original location. This will include, but not limited to: tables, chairs, boxes, desks, trashcans, hall trees, file cabinets, map cases, safes, bookcases, cubicle walls, copy machines, computer/electronic/media equipment, exhibits, displays, etc. Some items may be secured to wall and/or floor surfaces, heavy, large and cumbersome requiring specialized equipment and/or personnel; and will be identified at any site visits. All associated moving/relocation expenses for the project are the responsibility of the Contractor. Some installation areas require removal of baseboards and will also be identified at any site visits.
G.
STANDARD WORK DAY/WEEK: Work shall be scheduled, coordinated and accomplished between the hours of 7:00-am and 5:00-pm, local time; Monday through Thursday excluding Federal Legal Holidays. Government staff will unlock and lock the visitor center at the beginning and end of each scheduled work shift. All work scheduled for the day shall be completed unless there is previous authorization by the COR. Any request(s) to provide services outside of aforementioned timeframes must be approved by COR and will require Contractor to submit a written request at least 3-work days prior to the proposed performance of work. Contractor to state the proposed performance of work, day/days, time/amount of work, and reason why permission should be granted to perform work during non-standard hours.
H.
PARK AND SAFETY REGULATIONS: The Contractor will comply with National Park Service Director’s Order-50b (available online) in addition to all applicable federal, state, county and local codes, rules, regulations and requirements. The Contractor will brief all contract personnel on a daily basis and will maintain documentation of briefings. SDS will be maintained on-site for all chemical products utilized during the performance of contract. The Contractor will adhere to all park policies and procedures regarding Force Protection/Anti- Terrorism Standards. This includes but is not limited to securing vehicles, tools and materials as well as access to facilities with keys, door codes, etc. Under no circumstances will contract personnel be allowed to escort unauthorized personnel without written notification from the COR. Some installation areas contain in-floor electrical boxes/receptacles and/or media connections and subject to Lock-out/Tag-out protocol. Coordination to de-energize power supplies will be with the COR in advance, and performed only by Park maintenance personnel.
II. WORK COORDINATION
GENERAL: The project work dates will be negotiable and will be set and agreed to by the contractor and park service when delivery dates for all products, services and equipment items are known. The contractor shall coordinate all work schedules with the COR prior to the start of the work. Notify the COR 5-days prior to moving onto the work-site to commence work. Contractor must provide notification the day you move back to the work-site after an interruption of work of two or more work days. Before initiating any work, the contractor shall meet with the COR and agree on: a sequence of procedures; a means of access to premises and buildings; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of egress; communications; the location of partitions and barriers; eating spaces, and restroom for contractor’s employees; any other incidentals to the project.
• Interruption of Work: When work begins this project will be the priority of the contractor. Delays due to other project schedules will not acceptable. If it becomes necessary to interrupt work activities, the Contractor shall request written permission from the CO, or designated representative(s), at least 3-working days in advance.
• Temporary construction: Any temporary contractor-installed personnel control devices, intended to prevent interruption of normal work activity, are subject to approval of the COR.
B.
OCCUPANCY: Park staff and guests will continue to occupy the building and carry on normal activity. Contractor shall protect the occupied areas from dust, dirt and debris by a method reviewed by the COR.
C.
REPAIRS: After work has been completed, any contractor-caused damages to finished surfaces, of the area in which work has been accomplished, shall be properly repaired, replaced, silicone/caulk sealed and painted to preexisting condition to the complete satisfaction of the COR.
D.
DISPOSITION OF REMOVED GOVERNMENT PROPERTY: All materials to be removed by the Contractor at regular intervals and disposed off-site in conformance with applicable federal, state, county and local pollution regulations.
Recycling of debris is encouraged and at the discretion of the Contractor. Fees, permits and expense for disposed and recycled materials shall be the responsibility the Contractor. Disposition manifests are required.
E.
FINAL CLEANUP: Upon completion of the project, all dust and debris will be removed from the areas adjacent to the work site, walls, window treatments, etc.
and left in an acceptable condition approved by the COR.
III. PRODUCTS
CARPET: The carpet shall meet or exceed those as manufactured by Milliken or equivalent industry standards and shall be Tufted construction, free from blemishes, streaks, poorly dyed areas and other physical manufacturing defects.
Lay carpet with pile inclination in same direction. Fit neatly into breaks and recesses, against bases, around pipes and penetration, under saddles and thresholds, and around permanent equipment. Where edges are exposed, cut to form invisible, non-raveling joints. Carpet shall meet the following specification requirements or approved equal:
Carpet:
• Warranty against edge ravel so that the rows of carpet won't "zipper" if one loop catches on a chair peg, etc.
• Reuse existing base boards in all areas of new carpet installation. If damaged during removal process, replacement in-kind is required without additional cost to Government.
Gray Rubber Tread and Riser: Must accommodate current nose profile.
IV. MEASUREMENT AND PAYMENT
CARPET: Payment will be included in contract Lump-Sum Price. All warranty material will be turned over to the COR prior to Contractor submission of final invoice. Manufacturer warranty to commence the date of final acceptance.
