Dock & Shed Rehab – APIS Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response 1.

Can you verify if square timbers will be allowed in lieu of the round timbers shown for Crib Sections #1 - #10?

Square timbers are an acceptable alternative for Crib Sections #1-#10 as long as they meet the dimensional requirements in the specifications, so project elevation is unaltered.

2.

Per the Solicitation on page 42, “Offerors shall complete the attached Past Performance Questionnaires (preferably a minimum of 3 and/or a maximum of 5) that provide information on the performance quality of work on similar projects as outlined in the Statement of Work.” Is it allowable to use a Teaming Partner’s/Major Subcontractor’s past performance, or does only the Offeror’s past performance suffice?

We will need the past performance of the prime, providing past performance for a sub does not necessarily mean that the sub will be utilized once award is made. Our determination and ratings will be applied to the prime’s info provided for the projects they utilize for their past performance questionnaires.

The sub’s experience and capability can be addressed in the technical questionnaire, as the prime contractor sees fit, and chooses to provide this information in their responses to the questions outlined in this document.

It is apparent housing is going to be a critical issue to perform the work in this area of the country. Most lodging options are already booked for the season. Will the government reconsider allowing temporary housing on Park property?

Temporary Housing is not permitted on Government property.

4.

What do we do with the dredged sand from the project?

Place it on shore at a place designated by TOR (town of Russell) as they typically take/use it for the municipality. It is the contractor’s responsibility to work this out with TOR and ultimately to properly manage dredged material.

5.

Who will be bracing up the Herring Shed before moving back on the dock, is that the contractor’s responsibility?

Yes, that is the contractor’s responsibility.

6.

Is the 120-day completion date a hard date?

Contractors are to perform the work within the time outlined in the project specifications and solicitation documents.

7.

Is the notice to proceed date specified?

The NTP will be issued once award is executed and all items required to be submitted by the contractor are received in the specified timeframes.

8.

What is the width of the LSB Marina entrance?

Approximately 58’- it is the contractor’s responsibility to field verify this.

9.

What is the depth of the LSB Marina entrance?

Generally 4-7’, but that varies greatly as it’s a dynamic sand environment. It is the contractor’s responsibility to field verify this.

10.

Will there be access to LSB Marina for materials/equipment loading and safe harbor?

Access to the NPS side of the marina will be permitted for safe harbor and must be requested through the COR. Access to the TOR side to mobilize equipment/materials will need to be approved through the TOR and may come with associated docking fees.

Historically contractors have been granted permission to mobilize for park projects at the TOR side of the marina through the TOR board and will require site cleanup after project is complete. It is the contractor’s responsibility to procure access to the TOR side of the Little Sand Bay Marina through the Town of Russel board.

11.

What permits are required?

NPS has procured permits through the Army Corps of Engineers and the Wisconsin Dept. of Natural resources to complete this work.

12.

All proposal submission requirements are outlined in Sec L of the solicitation.

Please see pages #40-43 which contains the submission instructions and must be adhered to in order to be considered and forwarded on for technical evaluation.

13.

Was the organized site visit mandatory (and did it commence yesterday, 3/23, or was it rescheduled?)

Site Visits are not mandatory, but highly encouraged for contractors to attend, so that they understand the requirement and any intricacies involved in the project by attending the site in which work is to be performed.

The site visit was conducted on 23 March, as set forth in the solicitation documents.

14.

What is the proposed start time for this project?

The start date has not been established, as the project closes in mid-April. Once closed, it will go through the source selection process and the start time/date is currently anticipated for end of April / early May.
