About this file

This document contains Questions and Answers related to a federal contract opportunity for the design and installation of a fire suppression system at Housing Quarters #51 at Mount Rushmore National Monument. Key details include:

The existing building has a water supply point of connection, but the contractor is responsible for proposing and providing the final fire sprinkler plan. An NFPA 13R fire suppression system is required, not NFPA 13D as initially stated. The system is not monitored, but a horn strobe is considered beneficial by the park and one is sufficient. The period of performance is anticipated to be 90 calendar days starting in early October 2024, with the building to be vacated prior to work beginning. Parking and lay-down space are available on site. The government is exempt from taxes for this project.

Questions and Answers

1. Is there an existing water supply or sprinkler system in the building, if so is demo involved? If not, is trenching and underground required and will that be provided by you?

• There is a water supply POC in the utility room, however it is the responsibility of the contractor to propose and provide a final fire sprinkler plan.

2. With the existing water supply, has the government performed flow/performance calculations?

• No

If not, will a FPE submittal /review be required from our side?

• YES, See, Div1 specifications Item 1, 1.2, item 1

3. Is this expected to be CPVC or Schedule 4?

• Please read the Div 1. Specifications 1.2, #1-3

• NOTE: There is a typo in the first sentence #2, correction:

The system shall be constructed to provide water supply and a NFPA 13D complete automatic sprinkler system for a typical 1700 square foot single story, 3 bedrooms, 1.5 bath ranch style residential home. As defined herein.

• The NFPA fire suppression standard for this structure should be NFPA 13R. (see PART 2 of the Statement of Work)

4. Is there a fire alarm or mass note in place? Typically, these systems are required to be monitored.

Will it connect to existing? Or what type of notification are you looking for (radio, phone, cellular, etc.?)

• This system is not a monitored.

5. Period of Performance?

• The final performance period start date is contingent of issuance of Notice to Proceed.

The Notice to Proceed will be issued with a period of performance that is all inclusive of supply lead times, material deliveries, decommissioning, installation, anticipated average weather days for location, final commissioning, and acceptance of completed work.

6. Will residence be vacated?

• Yes

7. Is this project tax exempt?

• Quoted price must include all materials/labor/work/taxes to complete work outlined in the Specifications. As a federal entity, the National Park Service is exempt from all Federal taxes, and most state, local, and city taxes.

8. Are restrooms available for contractor use?

• No, Contractor is responsible for a temporary facility.

9. Assuming we will be able to park in the driveway, can you confirm parking?

• Parking is available along street and in driveway.

a. Can we also use this are as a lay-down/storage yard?

• Yes, please see Division 1 section 3.3.

10. Please confirm building will be emptied (including belongings) prior to start of work?

a. When is the anticipated date of this? SOW solicitation listed beginning in August 2024.

i. Is there a completion by date?

• The Government anticipates that work will be completed in 90 calendar days with work beginning in early October 2024.

11. SOW does not list nor specifically call out a horn strobe. It was mentioned at the site walk one needs to be installed.

a. House across the street had previous similar work done and horn strobe was installed outside of house.

i. Can you please confirm if a horn strobe is required? If so, how many?

• It is the contractor’s responsibility to design and submit a shop drawing to be reviewed by the AHJ. Because the system is not monitored, although not required as a part of NFPA 13R, the park does consider a horn strobe beneficial as an alert that the system has been activated. One horn strobe is sufficient.
