QUESTIONS RECEIVED DURING QUESTION AND ANSWER PERIOD:

A. Can you clarify what this means. Does this mean that a server on site is preferred to a hosted/cloud solution? If server on site is preferred, will NPS provide a secure closet for this server along with ISP?

-No Cloud storage means the NPS will not allow the use of cloud storage on or off the network. NPS IS PROHIBITED FROM USE Of CLOUD STORAGE

B. Will NPS provide a separate ISP for purposes of this project (ie. Credit card processing, etc.) or is NPS requiring the system operate on cellular (as our credit card processing is PCI

Level 1 Certified P2PE there is no critical data being passed thru or stored in the PARCS

Software? If cellular will NPS be providing the cellular service. Cellular credit card processing is historically much slower and can impact your traffic flow.

-Cellular communication is preferred; however, private ISP is possible. If cellular service is used we would provide the service.

C. QR Scanner is only referenced for the exit station. Can you advise the functionality for the

QR Scanner at exit and what it will be used for as it may or may not be necessary based upon your theory of operations. If only for validations can we accomplish the same functionality without a QR

Scanner for value -engineering purposes to NPS?

-QR scanner's purpose is to validate parking tickets, so if that can be accomplished through other means that is acceptable. The validation capability would need to be present in our VC in the event of needed visitor assistance.

D. Specification references encrypted magnetic card reader- as there is a mandate for EMV (Chip

Payments) due to the liability shift, is NPS willing to accept the liability of offering mag-stripe only credit card processing or is EMV

(Chip) a requirement to eliminate this liability shift?

-EMV (Chip Payment) is preferred

E. In regards to credit card readers, is P2PE required to insure a PCI Certified Solution?

-Yes, A P2PE (Point to Point Encryption) validated solution is our preferred validation method.

F. For Visitors Center, is a cashier station required to accept and control cash payments?

-No, our visitor center has capability of taking cash payments

G. At the Visitors Center, will NPS also be accepting credit card payments? If so, will a separate cellular connection be supplied by NPS

140P6221Q0016/0002 for this credit card processing or is NPS requesting the approved vendor to supply the ISP

-Yes, we will accept credit card payments in the visitor center. No separate cellular connection will be necessary

H. Typically a PARCS Solution would have communication cabling connecting all devices

(entry, exit and cashier station) back to a server stored on site. At the server location, the customer (NPS) would provide an ISP for communications purposes (credit card processing, data, etc.). Is this an acceptable setup and will

NSP provide a separate ISP for the PARCS Solution to function properly and to not be on the NSP

Network?

-This is acceptable and NPS would provide an ISP

I. Intercoms - as the facility will be automated is there any need for intercoms at entry or exit

(for the customer to communicate). If so would a telephone dialer or IP Based Intercom be preferred?

-Yes, we need intercom ability to communicate with visitor. Either telephone dialer or IP based intercom would be acceptable.

J. Access Controls - are RFID card readers required or desired for any permit parkers (RFID is only stated as a requirement for the entry device on the specifications). If RFID is required, is there a specific credential format required and will the PARCS Software be managing the access control or will NPS be providing a valid vend signal to the barrier gates?

-RFID would be preferred access control with

PARCS software managing. Unsure as to credential format?

K. Is there a central server room or network closet in either the Visitor Center or the Stuve

House where all communications shall be terminated, or does the NPS prefer all communications are done through cellular communications? If cellular, does the NPS have a preferred carrier of choice for the area.

-We prefer cellular communication with Verizon.

If ISP were used the NPS would setup a central location for termination.

L. Is there a central location within the Visitor

Center that will be used for monitoring of the

PARCS system, if so how many workstations will be needed? Assumption is that this equipment will be located in the Visitor Center and not the Stuve

House.

-What equipment is involved in monitoring?

Camera? If video camera, NPS would set this up separately.

M. Does the NPS have any need for intercom communications from the lanes to a central location, e.g. Visitor Center?

-Yes, intercom communication is required in our visitor center

N. Are there any internet connections or availability for internet connections for the

PARCS from the lanes to the Visitor Center?

-Yes

O. Are we expected to offer new cards or are we expected to read cards already in circulation? If new, how many should be supplied? If we are to read current cards, who is the manufacturer and what is the technology type?

-RFID cards would be "New." It is anticipated that a quantity of 50, ¿New,¿ RFID cards would be needed. If smart cards (PIV) are used additional coordination with NPS would be required. It anticipated no more than 50 ¿New¿ RFID cards would be needed

P. Where in the Stuve house is the communications network to be joined with the lane equipment?

-Basement Northwest corner, network cabinet location.

Q. Communications is mentioned as present in the

Stuve house yet was not pointed out during the site visit nor visibly apparent. If it does exist within the Stuve House, is it connected to the

Visitor Center?

-Not Currently connected to VC but capable.

R. Is this requirement due to a lack of hardwired network communications through an ISP?

-Cellular is preferred but NPS can get ISP to gate arm location.

S. Can we provide a cloud solution that is not connected to the NPS network?

-No

T. The ability to collect cash is required.

Please confirm bidder is to supply the ability to collect cash in the Visitor Center. If yes, please confirm that the bidder is to supply associated hardware such as a attended cashier terminal workstation, barcode reader, and cash drawer.

-We have the ability to collect cash payments in our visitor center; however we do need a way to validate parking ticket if presented in the visitor center so we know how much to charge.

U. What does participation in government energy conservation programs entail with regards to this project? Please describe requirements.

-The requirement is for equipment to be Energy

Star compliant.

Consistent with guidance from the Centers for

Disease Control and Prevention (CDC), the Safer

Federal Workforce Task Force, and the Federal

Protective Service COVID-19 Guidance Update, Interior is establishing specific safety protocols for fully vaccinated people and other than fully vaccinated people entering our buildings and other facilities.
