HSTR - Historic Resource Study 36660 - 140P6022Q0026 Questions and Answers
· Would NPS consider extending the timeline? Based on our experience successfully completing similar projects, this project will require 24 months if a final/second draft is included, or 19 months with only a single draft and a final report. Even if NPS radically compressed review times, a 12-month timeline does not seem feasible, and in our experience, compressed review times seldom lead to ideal project outcomes.
If the proposer demonstrates that a performance schedule longer than 12 months is prudent and necessary, NPS will extend the schedule.
· Neither the 1985 HRS nor the 2001 HRS includes a comparable "evaluation" section. Could the park provide a sample document that illustrates the vision for this section?
No. The Scope of Work clearly outlines what this special topic HRS needs to include.
· Will the evaluation of park resources include all properties within the NHS boundaries, or just selected resources most closely associated with Truman in his retirement years? If selected resources, which ones?
Resources within the NHS have already been identified. Truman’s interaction with those resources during his “Elder Statesman” years needs to be documented.
· Will oral histories used for prior HRS be available for this project? If so, in what format?
Oral histories for the park are all available through the park’s website. All of them have been transcribed.
· Will additional oral histories be required within the scope?
No. The Scope does not provide for additional oral histories.
· Would NPS consider electronic copies for drafts, or are hard copies required?
Both are required.
· If chapters are submitted on a rolling basis, can NPS commit to reviewing them on a rolling basis, provided that the total review time is at least 45 days (e. g. 8 chapters at 7 calendar days each = 56 days, or more than the 45 days required herein)?
There will be no chapter by chapter review.
· What is the timeframe for NPS review of the final draft? Note that the schedule in Section IV.C of this SOW does not include a final draft.
45 days.
· Can NPS confirm that 100 separately bound hard copies of the final deliverable are required?
Yes.
· Please clarify if the 300-400 page estimate for the total length assumes single-spaced or double-spaced text.
Single-spaced text and page numbers account for illustrations, appendices, bibliography, and index.
· Please confirm that an electronic deliverable is appropriate for the outline and bibliography.
Yes.
· Please confirm that all NPS comments will be delivered to the contractor electronically.
Yes. Comments are always delivered electronically.
· Given the aggressive timeline for this project, can NPS commit to reviewing the outline and bibliography in 15 days?
Yes.
· Section IV.B.3 (pg. 11 of SOW) noted the need for a final/second draft, but a final draft is not included in this project schedule. Please clarify this inconsistency. If delivery of a final/second draft is required, can the total project timeline be extended?
The final draft (for approval) is the same as the second draft.
· Will NPS consider revising the timeframe for recent projects to allow inclusion of projects completed within the last five (5) years?
The requirement is for 3 years but it is up to the contractor to submit projects accomplished that are similar to the Scope of Work beyond 3 years.
· Will NPS provide any copies of memoirs, or should that be factored into bidders’ budgets?
No. Memoirs are available at libraries across the country.
· Will NPS recommend or provide contacts with Truman’s grandchildren to be interviewed about family life?
No. There are no interviews connected with the Scope of Work.
· Estimated length is 300 to 400 pages with at least eight chapters. How many images should be included in the study?
The document should be well illustrated; a minimum of 20 per chapter.
· Based on IV.B.2., of the SOW “Within 60 days of NPS acceptance of the final draft (indicated by the three required signatures specified above), the contractor will prepare and incorporate an Index into the Historic Resource Study and furnish 100 separately bound copies of the report as well as a CD-ROM containing the final document in WORD (latest format). The CD-ROM will be used to upload the Historic Resource Study to the National Park Service’s website. The camera-ready final document used for publication will also be submitted at the same time to NPS.” (p. 11) The schedule as described only includes 45 days between draft form and polished. Can you confirm?
The actual time will probably be less than 45 days.
