Pine Island Housing Roof Replacement Everglades National Park

PIMS NO: 318683

August 1, 2024

1. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Superintendent must be a separate individual, SSHO and QC may be the same individual.

2. (If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

Some housing units may be occupied, and the number of residents depends on the season. There are no phasing requirements, however, please provide entrance protection for occupied housing units. We give residents a minimum of 3 days prior notice before work starts on their units. Contractor shall provide schedule with this notice in mind and the Park will communicate with the residents.

3. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Contracting Officer will decide after reviewing lead times.

4. Please provide bidding quantities for deteriorated underlayment (roofing).

Underlayment (Ice and water shield or Peel-n-Stick) is to be replaced. Please see Specs

SECTION 011000 – WORK COVERED BY CONTRACT DOCUMENTS

5. Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.

There are no active warranties on existing roofs. Existing roof systems are TPO, manufacturer unknown.

6. Please provide the site visit attendee sign in sheet.

A copy of the sign-in sheet will not be provided.

7. Please provide the approved material for roof 141 replacement.

Please provide your proposal for a roof covering. We understand there will be no NOA.

8. Are we required to replace the siding on roof 108? If so, please provide bidding quantities.

Yes, for the siding located over the roof. Please provide a unit cost.

9. What does the “historic status” contributing and non contributing mean? Does it affect the way the work will need to be done?

The housing units are in a historic district. Some housing units contribute to the historic landscape, and some do not. This does not affect your work, all work in the specs has been approved.

10. How does the “historic carport” status of 123 affect the scope of work?

The historic carport has a flat roof; therefore, traffic coating will be used for this portion of the roof as opposed to Standing Seam Metal Roof. (SECTION 071800 - TRAFFIC COATINGS in the SPECS)

11. Can you confirm material of existing soffit on all structures?

Unit # Soffit Fascia 108 Wood Wood with metal covering 110 Wood Wood/ carport is metal from previous repair 112 Wood Wood 123 Wood Wood 157 Wood Wood with metal covering

* Contractor to field verify and confirm all materials prior to ordering.

12. Is there a certain color that the facia and soffit need to be painted, all the same?

Color match existing.

13. What if more than 25% of decking or fascia need to be replaced? Do you want to proceed for that as well or handle as a change order?

Please include a unit cost in your proposal.

14. Are there any specifications on the gutters and downspouts other than 4-inch 20 gauge?

Proceed with 4-inch 20 gauge, with concrete splash block.

15. In the specs, it calls for 20-gauge seamless gutter to be installed. In the materials section it calls for 18-gauge material for the hanging gutters and 20 gauge for the downspouts. Is that how the NPS wants to proceed or just fabricate gutters and downspouts out of 20 gauge?

Proceed with 4-inch 20 gauge, with concrete splash block.

16. Building 110 appears to have visible rafter damage on portions of the exposed soffit.

Based on the condition of some of these roofs, we anticipate encountering quite a few rotten or damaged rafters that will need repair, which was not included in the specifications.

Please include a unit cost in your proposal.

17. Building 141 appears to have insulated roofing panels currently installed. The new metal panels will not be able to go over this existing roof. Since this roof does not have existing sheathing or battens installed under the existing roof, how would the NPS want to proceed with replacing this roof specifically?

Please provide your proposal for a roof covering. We understand there will be no NOA.

18. For L.2 SECTION II- Past Performance, do we need to complete a PPQ if the past project has a CPARS evaluation available?

Yes, a PPQ is still required.

19. In our past experience with NPS, some projects have tax exemptions for buying materials while others do not. Will NPS be providing the winning contractor a Florida Sales Tax Exemption Letter?

No tax exemptions will be given, please take that into account for your cost estimates.
