The key details are: The FDOT Bank and Shore (10"-24") and FDOT Ditch Lining (4"-12") materials are confirmed to meet the project's riprap and surge stone requirements. The estimated Notice to Proceed date is potentially late April or mid-May. Night work is permitted if the work area is properly illuminated. The contractor is not liable for damage to a dilapidated wooden structure overhanging the project area. The contractor can store a 20' boat at the NPS St. Mary's dock, but cannot use the St. Mary's Boat Ramp. 3. What is the estimated date of NTP?
Potentially late April, Mid-May.
4. In order to remain efficient while working around tidal restrictions, would night work be permitted if the project limits are properly illuminated with light plants?
The contractor is authorized to work at night so long as the integrity of the contractor’s work is not compromised.
5. There is a dilapidated wooden structure that overhangs the top of bank within the project limits. Please confirm Contractor will not be liable for any damage to this structure.
Contractor is not liable.
6. Will Contractor be allowed to load barges with equipment and/or material at the St. Mary's Boat Ramp?
The National Park Service does not own or operate the Saint Mary’s Boat Ramp and does not have the authority to authorize or deny the use of the Saint Mary’s Boat Ramp.
7. Please confirm that it will be allowable at no cost to Contractor to keep a boat, approximately 20' in length, at NPS' St. Mary's Dockage.
Contractor is only permitted to store vessel at NPS dock at Plum Orchard, no other NPS dock space is available.
8. If ground protection is used, will it be permissible to track equipment from shoreline to the designated laydown area?
Yes, the ground protection must be adequate for the equipment being transported, any damage to the area will be the responsibility of the contractor.
9. Although not mentioned in the SOW, at the site walk it was stated that all work needed to be done from the shoreline, during low tide. In 2023, a long-reach excavator was stuck in the soft shoreline for several weeks on the south end of Cumberland Island that required a crane to remove. This resulted in a significant monetary loss for the contractor and a environmental concern for the NPS. Will the use of the upper bank be reconsidered if the banks are returned to existing condition upon completion?
Ensure that much of the work will be performed via river barge with loading ramp which will require tidal elevations to be below the area where stone and fill are required. It is the responsibility of the contractor to ensure work to be accomplished on any given day be completed in the dry; and stabilized with riprap prior to future high water tidal event. Contractor will evaluate site conditions and use appropriate judgement of site conditions when planning work along the shoreline and ensure tidal conditions will support the planned operations.
Access via upper bank area is not allow according to the permit due to the potential impacts to cultural resources in that area.
