About this file

This document contains questions and answers regarding solicitation number 140P5422R0012 to replace lighting along Paseo del Morro. The solicitation is to demolish and replace all concrete light fixture bases and pedestals, as well as replace wiring between breaker panels and lights. Offerors should assume all concrete bases and foundations will be replaced. Foundations may be handled on a case-by-case basis with separate line items for each in the schedule of values. Approximately 2,000 linear feet of wiring needs replacement to power all three types of lights that are currently without power. Attachment B contains the same plans and drawings as an earlier project in 2021 to replace post-mounted lights. The contractor will be responsible for maintaining a dumpster, storage area, and portable toilets in an area next to El Polvorin.

Solicitation 140P5422R0012 Amendment 002‐ Attachment 005‐ Q & A

(06‐09‐2022)

1. What size of wiring we should consider for the lighting circuits?

Wire size shall be calculated by the contractor using Specifications in the SOW and NEC. SOW calls for Marine Grade Tinned Copper Wire. At a minimum, the LED models, manufacturers recommendations and installation instructions, 240V source, distance between breaker panel and light, and voltage drop, should be used to calculate an estimated wire size.

2. We were told that we should demolish everything at the base, I noticed that in most of the bases the foundations were in good shape. Can we leave the foundations that are in good shape as they are and just work with the concrete base?

Offeror shall assume that all concrete bases including foundations will be replaced. Foundations may be handled on a case‐by‐case basis, contractors Schedule of Values shall have separate line items for foundations, base, and top part of concrete in‐case unforeseen site conditions occur. A determination will be made on how to proceed with each concrete box. No, replace the entire pedestal light concrete fixture including the few with functional concrete bases.

3. Per the SOW (Pag.10), the 2,000 LF from Additive Line Item #8, is the distance between the breaker panel and last light without power, however, per the response to question No. 5 of the amendment, it indicates that those 2,000 LF should also refer to the other area (the one from the previous project of late 2021). Please, clarify the area considered for those 2,000LF of additive line item #8.

The 2000LF of lights needing wire replacement is an approximation, additive line item #8 includes replacing wire for all three types of lights without power. As a worse case scenario assume there is 2000LF between the MDPs breaker panels to the Dry Type transformers and from the Dry Type Transformers to the last light (all three types) without power. The exact distance and number of lights needing wire replacement shall be identified during the project execution. Government does not expect more than 2000LF of wires to be replaced.

4. Per the answer to Question No. 1 of the amendment, we respectfully ask if you have or do we have a designated area for portable toilets, storage, and the placement of a dumpster?

There isn’t an official staging area yet. Exact locations will be discussed in further detail once the contract is awarded but for now the thought is next to El Polvorin to have a dumpster and storage area. Portable toilets are allowed in the paseo area, exact location has not been determined yet either. Contractor will be responsible for all maintenance and security of the portable toilets, equipment storage, and the dumpster.

5. Per the answer to Question No. 5 of the amendment, you are announcing an earlier project for BEGA Model 22263K4 Post Mounted Lights in late 2021; we respectfully ask if you have the plans or drawings for that referenced project? The drawing is for reference since we do not know the existing distribution system and can study the system and find possible damages.

Attachment B for this SOW are the same plans and drawings included for the Post Mounted Lights project in late 2021. The collected survey data from that project and notes are attached.
