QUESTIONS:

1. Will park boat be available to haul piping and equipment to work site and unload 3500 lbs. Mini excavator on Dry Tortugas dock? Or do we need to bring work barge? Park cargo ship will be available to haul equipment and supplies that are packaged so that total weight per crane lift does not exceed 1800 pounds. Items shall be packed on pallet so that crane lift straps can be utilized for lifts to rear cargo deck of ship. Cargo deck is all weather. Transportation will be on a regularly scheduled trip which normally departs mainland on Tuesday mornings 0830. Loading day is the day before on Monday starting no later than 1200. Equipment to load cargo greater than 1800 pounds must be arranged by the vendor at own cost from sources on the mainland.

Equipment greater than 1800 pounds can be unloaded by vendor manually via 10,000 pound capacity ramps located on Garden Key dock.

2. Will archeologists be available and will they let us continue to dig if they find artifacts or will they shut down digging until they determine? Archeologists may be available at the job site to inspect excavations. Inspections are not meant to be disruptive. If work stoppage occurs Contracting Officer will be notified of delay. Most of the job site is in already disturbed soils.

3. What is the period of performance? 75 or 180 days?

90 days

4. What is max number of workers that you can provide lodging for? 4 individuals that as of this response will be housed in individual locations to provide social distancing to meet COVID 19 recommendations.

5. Will you require oil spill boom inside moat work area? Turbidity screen for no greater than approx. 4 ft depth to contain the immediate work area.

6. Will we need to dig out sand to remove and replace piping? Yes. Will turbidity and sand be an issue in the moat while digging? Yes. Turbidity screen required for that section of the pipe replacement. See above.

7. We will probably need to bring down 40’ x 12’ boat, will we be allowed to dock boat on Government slip and will a 12’ beam fit in slip? Yes, a vessel with 12 foot beam can fit into specific visitor finger piers and that dock will be held for vendor use.

8. Due to peak hurricane season would you consider performing work after Nov. 30, 2020? Not likely.

9. Is the crocodile still in the moat and if so will we be required to have a dedicated crocodile watch? No crocodiles are known to inhabit park waters as of this response. No dedicated crocodile watcher required.

10. Can the Government provide housing for more than 4 contractors in Government housing on Garden Key? No. At this time, and due to social distancing restrictions in place in national park housing throughout the country due to COVID-19, 4 beds will be provided for this project.

11. Is there access to unload equipment / supplies from company boats? Is there overnight anchoring?

The Garden Key main government dock, a public dock, is available for unloading before 10a and after 3p. A commercial ferry is on station between 1030a and 245p. 6 small boat finger pier docks are available first come first served sunrise to sunset and are next to the main dock. Slips can be held for contractor use with 24 hr notice of arrival.

Small center console-type boats can anchor overnight next to the small finger piers unattended. 2 anchors are required in this area. A larger anchoring zone, that is, anywhere within 1 nautical mile of Garden Key, is an anchoring option also. Someone must be on the vessel if it is anticipated the ship will be unattended for more than 4 hours.
