About this file
This document is a Questions and Answers (Q&A) amendment for Solicitation Number 140P5325Q0014, providing clarifications about a National Park Service contract to replace a septic system. The Q&A confirms this is a new requirement, a Request for Quotes (RFQ) using the Lowest Price Technically Acceptable method, and seeks evidence of experience and past performance. The third question addresses tank specifications, with the government indicating flexibility for alternative tank materials, specifically allowing a plastic tank from a state-approved manufacturer, provided it meets North Carolina code and has specific design requirements such as baffles, compartments, and horizontal orientation.

140P5325Q0014 - Amendment 1
Questions and Answers
1. Question: Is this a brand new contract OR if there is (was) an incumbent performing these services?
Answer: This is a new requirement
2. Question: Could you please confirm what type of solicitation this is? (Request for Quotes (RFQ), Request for Proposals (RFP), etc. Is this being solicited under FAR 13 (SAP), or FAR 15, or other?
Answer: This is a Request for Quotes, Lowest Price Technically Acceptable. We are requesting evidence of experience and past performance.
3. Question: Plans spec for a 1000 gallon precast concrete tank. Due to logistics and lack of precast suppliers in eastern NC, a precast concrete tank will be more expensive. Will the owner of the project allow a substitute such as Infiltrator IM-1060 poly tank.
Answer: A plastic tank would be acceptable. The tank would have to be from a State approved manufacturer, made for septic, and have the baffle to make the compartments, have the lids/risers. We would want a horizontal tank rather than cylinder, and anchoring may be required, although some tanks have a built-in foot around the bottom. If they submit the product data and it meets NC Code, it would be ok for that location.
