This is an unusual requirement. We do a lot of government work and have been allowed to submit documentation for our installer to be qualified as a competent person. Will this suffice?
If it has to be a NICET Level II, is that for Sprinkler design?
As stated during the Pre-Bid Visit, during any Fire Alarm, Fire Suppression Work is being conducted a NICET Level ll must be on site.All fire protection installation work shall be supervised by a NICET Level II or higher certified individual.
NICET Level II certified supervisor shall be on-site any time work is on-going. This can be found in Section 211313-2/1.6B

Is the sprinkler subcontractor responsible for this or GC? The Government contract will be with the General Contractor, therfore the General Contractor will be responsible for all Work

Does the PE or NICET Level III or higher perform the hydrostatic test?
The Contractor and the NICET Level ll is responsible for all testing. The Contracting Officer Represetative must be present at all testing as a witness. See Divisions 02 through 49 Sections for specific test and inspection requirements.

Is schedule 10 black pipe allowed? See Specification Section 211313 3.15 Piping Schedule

Is grooved end BFP’s acceptable? End Connections are specified as to be Flanged, however Grooved ends on the BFP's is acceptable. See Specifications 211313-6 2.4/5

This section addresses alarm valves. Is the intent to install this?
With the installation of the BFP there will be 3 check valves that will have to be accounted for with pressure loss
See Riser detail on FP002 for riser requirments, Alarm check valve would not be required.

Is this to be included in our price or can we provide capped openings for future flushing connections?
Capped openings for future flushing connections would be acceptable.

Which is preferred? Electric Alarm Bell is indicated to be used in the Riser Detail on FP002 and on E100 on the fire alarm plans
9 3.2 Does this section apply to this project? Since hose stations are not being installed this does not apply.

Would you provide a manufacturer name for these products? Selected Contractor will need to meet Specification Requirements and submit to Contracting Officer for Approval.

Is C-900 pipe allowed? All Pipe should be DIP C-900 is not allowed
13 2.2C If DIP, is slip joint acceptable? No all pipe should be Restrained Joint.

Since we are cutting the water main to install a cap and valve would it not be acceptable to install a mechanical joint tee and valve for the fire service?
Installation of a mechanical joint tee and valve for the fire service is acceptable. Cap should still be installed

Code requires 200 psi minimum. Not sure what the static pressure is onsite
The hydrostatic testing of all the system piping will be at 200psi regardless of onsite static pressure. The contractor will need to do new flow tests since the last ones are over 12 months old.
After the constrcution is completed the contractor should perform a flow and pressure test to verify flow and pressure.

Will other trades provide drawings in CAD for us to use in the coordination drawings?
The Genaral Contractor who has the contract with the Federal Government will be responsible for coordination with trades
17 Will the Sprinkler Design need to be submitted to The State of Kentucky for review and permit?
No- This project is on Federal Property
