QUESTIONS AND ANSWERS

QUES 1: Is there asbestos in the building that will need to be abated?

ANS 1: The hazardous materials report entitled LIMITED ASBESTOS SURVEY should have been included in the specifications (See Attached). Further, Specification Section 02 82 00 ASBESTOS ABATEMENT AND RELATED WORK discusses the removal of asbestos containing materials. (Reference Section 02 41 00, 1.7 Field Conditions, Para C)

QUES 2: Who is responsible for removal of the debris left by the previous contractor?

ANS 2: I assume the contractor is referring to the materials for the fire suppression system and any other materials on site. If they are not materials that are intended to be used by the contractor but are assumed to be of use, they shall remain on site and shall be stored in a space in the building that is not receiving work in this project. All other waste materials shall be removed by the contractor.

QUES 3: Is there a certified location or locations where the contractors should get the fill dirt from?

ANS 3: There is currently no location that the park specifies as being certified. Specification section 39 92 20 section 2.1 discusses the requirements. "Topsoil should be salvaged to the maximum extent possible/ if imported all topsoil shall be weed free." Sills Excavating is the local vendor FODO purchases loads of sifted topsoil from for the National Cemetery. Please note: Whoever the contractor intends to use is subject to NPS inspection and approval before being brought into the park.

QUES 4: Is the contractor required to provide a certified inspection/warranty on the roof? If so, what happens if the roof leaks 6 months after?

ANS 4: Yes, the contractor is required to provide a Material Warranty and a system warranty as listed in section 1.8 of specification section 07 54 23. If the roofing leak is a result of the criteria in that section (copied below for ease) the roofing manufacturer would be responsible for covering the leak.

WARRANTY

A. Material Warranty: Provide membrane manufacturer's warranty agreeing to replace material that shows manufacturing defects within 10 years after installation.

B. System Warranty: Provide manufacturer's system warranty agreeing to repair or replace roofing that leaks or is damaged due to wind or other natural causes.

1. Warranty Term: 25 years.

2. For repair and replacement include costs of both material and labor in warranty.

3. Include accidental punctures according to the manufacturer's standard warranty terms

QUES 5: Whose responsible for maintenance of the construction site; such as silt fencing, etc?

ANS 5: Contract specifications 01 50 00 1.5 states that "Portable fencing already on site may be used by the Contractor. Damaged fencing will be repaired or replaced by the Contractor at no charge to the Owner (NPS)." Additionally, 3.4E Site Enclosure Fence states "Before construction operations begin, furnish and install chain link fencing in a manner that will prevent people and animals from easily entering site except by entrance gates.

So, the contractor is welcome to utilize the orange fencing, however this does not remove the responsibility of the contractor to install a chain link fence around the job site. Further in the specifications, it is made relatively clear that this chain link fencing cannot be installed into the ground but must rest on top of the ground. (no poles or pipes driven into the ground)

QUES 6: At the pre-bid it was discussed that the contractor would not be responsible for maintaining the existing orange fence and silt fencing, but new silt fencing is called out on Sheet ClA, please clarify what we are to provide?

ANS 6: Specification section 21 25 00 discusses the requirements of the erosion and sediment control:

The work includes:

1. Providing and maintaining all temporary erosion and sedimentation control measures shown on the Drawings and required by the Contracting Officer (CO) during the life of the Contract to control soil erosion and water pollution.

2. The installation and maintenance of additional silt fence, berms, ditches, sedimentation basins, construction exits, fiber mats, catch basin filters, straw, netting, gravel, trenches, mulches, grasses, slope drains, and other approved erosion control devices or methods, needed to protect any areas on or off site in accordance with the Storm Water Pollution Prevention Plan (SWPPP) to be developed by the Contractor which is required by the EPA or its' locally designated agency.

QUES 7: On Sheet Sl.lA Notes 11 & 14 state that we are to hire a licensed TN registered engineer for design purposes and then install their design. Are we to include the price of the engineer in the proposal? How will the costs for their design be accounted for since the design has not occurred, and we have no clue what to price?

ANS 7: It is assumed that you would provide the specifications and drawings to an engineering firm and have them provide you with an estimate of time and materials to have this work completed.
