Solicitation 140P5122Q0018, Amendment 0001, Questions and Answers

1)Can you please clarify the extent of field survey. Since there are ~52,000 acres, will we be using aerial photography to identify potential areas of review or will pedestrian survey be expected for the entire wooded areas as well? We are trying to determine what type of access is available to the potential resources (i.e. roads, hiking trails, etc.)

Answer: The whole of the park is the subject of the survey, but there are several different possible technical approaches to cover a large area, including the use of remote sensing, historic map interpretation, and study of Park records. A phased and targeted approach is essential in this circumstance, but the technical approach is up to the bidder and would factor into the selection process.

2)On the last paragraph under the statement of work, the last statement on page 4 – “Archaeological features may need additional evaluation that could include subsurface testing.” As part of this scope of work, will you clarify if subsurface testing is required for this scope or just the recommendation of additional subsurface evaluation?

Answer: Just the recommendation of additional subsurface evaluation if needed to assess the significance of an aboveground feature or features.

3)In the 1990 HRS – Map 2 – Historic Residence Sites – are all of these sites required to be surveyed in this scope of work for field work and reporting? How many of these sites are listed on the provided CRIS production database list? There appear to be a large number of residences that would be very hard to access based on aerial photography.

Answer: The historic residence sites are the location of homesteads formerly occupied in the park. These are considered archeological resources and are not within the scope of the Historic Resource Study. Appendix E provides a list of those resources that could be included in the study, and does not include any of the historic residence sites that were in Map 2 of the 1990 HRS. However, the contractor should account for the removal of the homesteads in the Historic Contexts and consider their absence in the National Register of Historic Places eligibility assessments of remaining features, as appropriate.
