About this file
This document is an Amendment 006 to a Request for Information (RFI) for the SARA HVAC Controls contract, Solicitation Number 140P4324Q0025. The RFI discusses the facility's requirement to shut down all HVAC equipment when the fire alarm is triggered, including furnaces, air handlers, and exhaust fans. The existing fire alarm system is a non-addressable Honeywell panel, and some of the fire alarm components have been decommissioned or the cabling has been cut, making it potentially unusable. The government response indicates that the HVAC shutdown by the fire alarm system was not required by code for this project, and that using the future building management system (BMS) to shut down fans would be acceptable. The contract opportunity is for SARA HVAC Controls, issued by the Department of the Interior National Park Service Northeast Region.

SARA HVAC Controls, 140P4324Q0025
Amendment 006
RFI# (18)
18. Our understanding is the facility would like to shut down all HVAC equipment when a fire alarm is triggered. This includes the furnaces, air handlers and exhaust fans.
• The existing fire alarm system is a non-addressable Honeywell panel. We were unable to locate documentation.
• We noted that some of the existing fire alarm components have been decommissioned and we noted that some fire alarm cabling had been cut so it may not be reusable.
There was a discussion about having the (future) building management system shut down the HVAC equipment.
Is this allowed or does it violate NFPA codes?
Government Response: The HVAC shutdown by the fire alarm system was not required for this project by code. Therefore, using the future BMS to shut down fans (or not) would be perfectly acceptable.
