About this file

This document appears to be an amendment to a Request for Information (RFI) for the SARA HVAC Controls contract opportunity with the Department of the Interior National Park Service Northeast Region. The RFI provides responses to questions 9-17 from potential vendors regarding the contract requirements.

Key details include:

  • Work must be completed during normal business hours (Monday-Friday, 7am-4pm)
  • Alternative options for running communications bus, such as wiremold, may be used if ceilings are not accessible
  • There is an entry point from the back office area to access the attic
  • The warranty will only cover work completed by the contractor
  • The user interface touchscreen is to be located in the back offices
  • Three training sessions are agreeable - one for initial system startup and one each for seasonal changes
  • A flash drive backup of control software is acceptable, but must meet specific NPS IT requirements
  • Damper replacement is only required if the existing damper is not functional; a singular fire alarm panel that can shut off air moving equipment is located in an office closet and needs to be connected to the HVAC system.

SARA HVAC Controls, 140P4324Q0025

Amendment 005

RFI#’s (9 - 17)

9. Can work be done during the normal business hours (M-F 7am-4pm)?

Government Answer: Yes, work must be completed during normal business hours.

10. Most of the ceilings are not accessible. Can wiremold be used to run our communications bus?

Government Answer: If there is an area that cannot be reach by the attic then the park is open to other alternative options.

11. Is this a chase from the 1st floor to the attic? We were unable to locate it during the site visit.

Government Answer: Yes, there is entry in the back-office area.

12. For warranty, how is substantial completion determined?

Government Answer: The warranty required will only be for work completed by the contractor. See Amendment 0004, RFI# 8

13. Where is the user interface touchscreen to be located?

Government Answer: The SOW indicates the back offices.

14. 8 hours of training are specified. We recommend 3 training sessions at the site. One initial system startup and one each change of season. Is that agreeable?

Government Answer: This is agreeable.

15. Can we provide a flash drive in lieu of a DVD backup of control software. (Scope of Work | Section

3.7.A)

Government Answer: Flash drive is acceptable to the park, but I know the NPS (National Park

Service) WASO (Washington Acquisition Support Office) IT has specific requirements for flash drive requirements.

16. Points list questions:

1. Section C: Clarification request. Is the damper to be replaced or just the existing actuator. If damper replacement, please provide damper specification information.

Government Answer: If the damper is still operational then all that would be required is the actuator replacement. If it is not functional then we are unaware of the damper specifications.

17. They were not able to locate a central fire alarm panel at the site. We have called the site but have not heard back from anyone.

From the sequence of operation:

Seq. of Operations 1.6

1.6

b. Fire alarm shuts off all air moving equipment.

Is there a singular fire alarm panel at the site that can perform the sequence above?

-If there is not a singular fire alarm panel, please advise on how the air moving equipment will be shut down and what codes would need to be satisfied?

Government Answer: There is a central panel in an office closet. It is not currently connected to the furnace. NPS would like it to be connected. See attached pictures for more reference, IMG_01 – 07, seven (7) pictures in total.
