The amendment provides responses to contractor questions, clarifying that a small staging area will be allowed on site, lead abatement is not required, windows will not be removed but cracked panes will be repaired in place, storm windows and gutters/downspouts are included in the scope of work, and no topsoil or seeding will be needed. QUESTION 2: Given the age of the structure, please advise if there is presence of lead paint.

Additionally, please advise if lead paint renovation methods may be used instead of lead remediation.

ANSWER 2: This is not a "lead" project, it is not the intent of the project for the contractor to go down to bare wood. Any underlying lead paint will not be disturbed or exposed from beneath the current layers of latex paint. A light sanding/preparation of the trim and clapboards for proper paint adhesion is the desired outcome.

QUESTION 3: Refer to section 5.2, Work Hours:

Regarding the safety of visitors, please advise if the WEIR house will be open to the public during the construction duration.

ANSWER 3: Yes, the house will need to be accessible to staff (Mon-Fri) and visitors

(Wed-Fri) and on weekends when contract work is not occurring.

QUESTION 4: Refer to section 2.0, Scope of work:

Are the gutters and downspouts to be painted as a part of the scope of work.

ANSWER 4: Yes, if they are currently painted, they are included in this contract.

QUESTION 5: During the site visit on 6/30/2023, it was noted that there are cracked non-functional windows. If cracked glass is to be restored, the windows would have to be removed and the openings would have to be boarded with plywood. Please advise if glass pane replacement is part of the scope of work.

ANSWER 5: The windows will not be removed from the building, cracked windowpanes will be accessed on a case-by-case bases.

QUESTION 6: Please confirm that storm windows are to be repaired and painted as a part of the scope of work.

ANSWER 6: Storm windows will be painted, and minor repairs will be accessed on a case-by-case bases.

QUESTION 7: It was noted during the site visit on 6/30/23 that the storm windows will be removed in late July. To restore the double hung windows, the storm windows would have to be removed.

Please advise if the storm windows are to be reinstalled after the restoration of the double hung windows.

ANSWER 7: Double hung windows will be cleaned and painted; storm windows may need to be temporarily removed in order to access the double hung windows. Depending on when contract work begins, some storm windows on the second and third floors could already be removed.

QUESTION 8: In case of any disturbance, please provide a specification on topsoil and seed.

ANSWER 8: There shouldn't be any ground disturbance that would require the need for topsoil and seed.

QUESTION 9: Refer to the Solicitation, page 43 of 46: Please confirm that a technical narrative or project schedule is not required for the technical proposal.

ANSWER: At the bottom of page 43 of 46 and the top of 44 of 46 clearly states:

The narrative will address how the past experiences relate to this Statement of Work, in terms of historic building, complexities, size, similar scop and magnitude.

To be determined to be technically acceptable, the Offeror is required to show at a minimum three projects, completed within the past 5 years of technical experience for same or similar work as stated in this project's statement of work.

Contractors shall provide evidence of comparable past work of similar projects and contracts.

NOTE: Listing completed projects does not address this criterion. A narrative that articulates past experience and description of successful completion of deliveries should be discussed.

NOTE: NPS reserves the right to confirm past performance experience submitted by the Offeror.

C. There are no changes to the Solicitation.
