AMENDMENT 2

PERFORM SURFACE REPAIRS ON MULTI USE PATH TRAIL
GATEWAY NATIONAL RECREATION AREA – PMIS #256574
1. Q: Reference is made to Instructions for the submission of offers page 45, Factor 4 – Past performance, please confirm that no submission is required as stated on top of page 46.
A: There is no submission required for past performance.
2. Q: Will the Government provide staging areas during construction? Where?
A: Yes. The staging area will be in the south maintenance area near the Nike Missile Site. This is a fenced and locked area. Construction contractor shall provide a lock to lock the NPS lock on gate.
3. Q: Reference is made to contract option 1 scope of work on sheet C8, does the scope of work include paint markings?
A: The area included in the contract option on sheet C8 does not include a yellow center line. There is one white stripe on this newly paved area that is included among the noted 5 white stripes at the intersection near lot J noted on sheet C7.
4. Q: Could you provide specifications for the paint markings?
A: The type and location of paint markings are shown on sheet C7. The paint shall be waterborne traffic marking paint. It shall be designed for adhesion to concrete and asphalt surfaces. Paint shall be applied to dry surface. Allow 30 days for asphalt slurry seal and asphalt concrete to cure prior to applying traffic paint.
5. Q: Reference is made to construction sequence requirements, is there a limit in the work area the contractor can take at a time?
A: Asphalt repair, arborist work, and crack sealing work on the MUP shall take place one section at a time before opening that section and closing the next section for work. Asphaltic slurry seal work shall take place two sections at a time before opening that section and closing the next set of two sections for work. The sections of work are described using the letters depicting the sections on the drawing sheets as A, B, C, D, E, F, G, H, I, J, K, L, and M, but they are listed in the following table of work sections. Contractor may choose to work in the order of sections that it finds most logical.

6. Q: Reference is made to drawing C1, North Side, where its shows a patch location within the Contract Option 1 area. Please confirm the base bid includes patch repair work in this area.
A: The base bid does include a patch repair in this work area.
7. Q: Reference is made to section 4, stipulations, does the Government anticipates any nesting activities affecting the work area in order to schedule work accordingly?
A: Do not intentionally disturb wildlife nesting, breeding, or other activities. If exterior project work will be implemented during period of March 15 to September 1, park Natural Resource Stewardship Division Manager must be contacted through the Contracting Officer Representative and the Contractor may be required to have a qualified biologist conduct an inspection of the work area prior to initiating work to determine if there is any nesting activity that could be impacted by the project. If nest building begins, birds must not be harassed in any manner to deter nesting activity.
8. Q: Reference is made to section 2.1, pruning tree limbs, is an arborist required for pruning tree limbs for equipment access?
A: Tree identification, limb trimming, and root trimming work shall be performed by or supervised by an arborist with an active certification by the International Society of Arboriculture (ISA).
