About this file
This document is an amendment to a solicitation for the restoration of a canal prism and stabilization of a historic dry-laid stone wall at Chesapeake & Ohio National Historic Park.
The amendment makes four changes to the original solicitation: it changes the time of the mandatory site visit from 10:00 AM to 9:00 AM; it adds language requiring the on-site superintendent and quality control positions to be held by separate persons, with the superintendent prohibited from quality control duties; it corrects cross-references in Sections L and M to refer to Factor 6 instead of Factor 4 for small business participation; and it confirms the submission addresses for past performance questionnaires are to be sent to the points of contact provided. The related federal contract opportunity identifies the solicitation number, name of the project to restore and stabilize the stone wall, and the contracting agency as the National Park Service National Office.

Solicitation: 140P2022R0107 GAOA CHOH 241449 Restore Canal Prism and Stabilize Historic Dry Laid Stone Wall at Chesapeake & Ohio National Historic Park
Amendment #1
The Following items are added or corrected to the Solicitation:
1. The Time of the Site Visit is changed from 10:00 AM EDT to 9:00 AM EDT per reference at Clause 52.236-7 on page 46. The date Wednesday June 8, 2022 remains unchanged.
2. Insert the following language in SPECIAL REQUIREMENT 2: KEY PERSONNEL on page 15:
“(d) For this project the Onsite-Superintendent cannot be responsible for or perform the Quality Control responsibilities. The person responsible for Quality Control cannot act as Superintendent but can perform the duties of On-Site Safety Manager. The persons proposed as key personnel are required to be the persons performing the work as proposed within 180 days.”
3. In Section L (page 49) and Section M (page 58) concerning FACTOR 6 – SMALL BUSINESS PARTICIPATION, cross references referring to Factor 4 in the associated sections should read Factor 6 in each for clarity.
4. Question: “In section L, Factor 7 of the solicitation, the instructions direct the offeror to complete sections A and B only of the Past Performance Quesitonnaire. However, Section E (Return) is not completed on the Past Performance Questionnaire. Please confirm that the offeror should direct their references to send the Past Performance Questionnaire to dale_brown@nps.gov and cary_atwood@nps.gov.”
Answer: Those are the correct submission addresses; the last sentence of point 1) states “Direct them to complete and submit the survey to the address and point of contact in paragraph B above …”. Paragraph B is earlier in the INSTRUCTIONS FOR THE SUBMISSION OF OFFERS portion of Section L and identifies the points of contact.
