Amendment 0003
Question and Answer
MACA 246490 – Sewer Line Repair
Q1: The solicitation asks to "Submit the attached "Project Experience" form for up to 3 relevant projects completed in the last 5 years that your firm performed." We are inquiring to see if projects completed by our major subcontractor will count towards the total of 3 needed.
Answer: The requirement for 3 relevant projects is meant for the prime contractor not their major subcontractors.
Q2. I believe the CLIN(s) shown on the bid schedule (page 4 & 5) in the solicitation are for an DC electrical project? The specifications show CLIN(s) 1‐13 for the sanitary project. Please clarify?
Answer: Corrected Bid Schedule is attached to this amendment (Amend 0003)
Q3. Page # 72 is missing from the plan set – Electrical specifications. Please post to BetaSam.
Answer: Electrical Drawing E2 is attached to this amendment (Amend 0003)
Q4. Can you please post The Geotechnical Report it is not on BetaSam.
Answer: Geotechnical report is attached to this amendment (Amend 0003)
Q5. Line items for the gravity sewer and the specs require heavier (sdr26) which we usually see only sdr
36 unless the pipe is deeper. Is this correct? The pvc pipe joints are being specified as "restrained" .
Usually on gravity sewers we only see regular push on gasketed joints for sdr 35 or sdr 26. The ATSMs referenced are standard for push on joints sewer. The only time we have ever seen restrained gravity
Sewer is specialty pipe pushed or pulled through bore situations. Other than the word ”restrained” joints there is no indication of which joints should be restrained.(Megaplugs?)
Answer: SDR 26 PVC pipe is correct. All joints are to be restrained. Refer to project specifications.
Q6. Bedding and backfill stone gradations specify a # 67 stone graduation. We have trouble obtaining the # 67 from local suppliers. Cost can be reduced by using the #57 stone which is readily available and used by the KYTC and local municipalities extensively. Can #57 stone be used in lieu of the # 67 stone?
Answer: No, bid as identified in specifications.
Q7. How will the bat habit restrictions affect tree removal? Will the NPS monitor the bats and give approval to remove trees?
Answer: Yes, the NPS will be monitoring the bats and give approval to remove trees.
Q8. We are unable to locate Sheet 72 of 72 in the drawings. Please issue sheet 72 of 72 with an amendment.
Answer: Electrical Drawing E2 is attached to this amendment (Amend 0003)
Q9. Can you shed a little light on this project? What does it consist of?
Answer: Please see the solicitation on beta.sam.gov for details regarding the nature of this project.
Q10. Would the Department of the Interior allow the use of the pipe burst method when feasible, in lieu of open cut (on the sections of pipe where the alignment, slope, and elevations will remain the same)?
Answer: This method was considered and found to not be appropriate for this project, provide a bid that conforms to the specifications and drawings.
Q11. How is this to be priced? The SF1442 has 2 bid items while the Project Specification Document list
13 Contract Line Items. Some of the CLINS in Section 01 27 00 are defined as unit pricing.
Answer: Corrected Bid Schedule is attached to this amendment (Amend 0003)

Vaults?

Q15. Will an updated bidders list be provided?
Answer: There is no bidders list available for this solicitation.
Q16. When is the anticipated start date?
Answer: September / October 2020, NTP will be issued after receipt of bonding, insurance, and Division 1 approvals.
Q17. There are only two bid items for this project? Lump Sum?
Answer: Please refer to attached revised CLIN schedule, which is attached with Amendment 3.
Q18. The plans show what we are assuming to be geo‐technical bores. They are shown on the plans as a small square with an “x” inside of it. They are labeled as B‐X (where X is a different number at each location. In the field these were labeled as Bore – Sounding. I cannot locate anywhere in the documents that shows bore results. Is there any log of boring results that might be available to bidders?
Answer: Refer to attached Geotechnical Report.
Q19. On the bid form (page 12 of 159), it appears that there are two bid items. They are 1 – Site
Improvements and 2 – Site Utilities. However, in the specifications (section 01 27 00), it looks like they are breaking the bids down into 13 different Line Items. But … they don’t provide any quantities. Can you provide some insight on how we need to break down our bids for you?
Answer: Corrected Bid Schedule is attached to this amendment (Amend 0003)
Q20. On the breakdown included in 01 27 00, item 13 – I have the following questions:
a. The item lists this as OPTION A. There are no other options on this spec section.
What does OPTION A mean?
