Solicitation 140P2018R0045 – LOWE 195664 Amendment 0004

Questions & Answers

1. The architect’s plans don’t specify a wood species, glass, wood preservative, priming, glazing compound or paint. I would assume Mahogany, P-1 cynlinder glass, Boracare, California alkyd primer, Sarco Type M putty and paint, respectively.

Answer: Refer to specification sections 080352 – Historic Treatment of Wood Windows and 099113 – Exterior Painting for material and finish requirements.

2. In Part 2, Section 2.2 of the specifications, four window manufacturers are listed as sources. Are these the only acceptable manufacturers?

Answer: The four window manufacturers are not the only acceptable manufacturers;

however, the four window manufacturers listed have been preapproved. Substitutes are allowed, but must be approved by the Contracting Officer.

3. Has there been a pre-renovation hazardous material survey done yet? If so, can the survey results be shared? Was the window caulk and glaze tested?

Answer: A draft report has been completed, and no asbestos or lead based paint has been found thus far. A final report will be available to the successful awardee. Offerors shall base pricing on the findings thus far and assume no asbestos or lead based paint.

4. During the renovation, is there going to be perimeter air monitoring for lead as the building will still be occupied?

Answer: In the window areas, lead has not been found. Air monitoring for lead is not necessary.

5. Are there existing pulley holes under the current jamb liners?

Answer: No probes were conducted during the design phase. It is assumed that the jamb liners cover pulley holes in the original jambs, but this has not been verified.

6. Are there original/existing weights still in the weight pockets or are new weights to be provided? Are there weight pockets? Have they been insulated?

Answer: No probes were conducted during the design phase. It is assumed that the weights remain and the weight pockets have not been insulated, but this has not been verified.

7. Are the A1 type windows the ones needing the interior storm or is it something else?

Answer: The interior storm windows are to be provided at each of the restored wood windows, Type B.

8. In regards to the window types, are aluminum exteriors with wood interiors acceptable?

Answer: No

9. This question pertains to the 27 first floor windows getting new wood windows with frames restored. The notes say that 4 windows at a time can be worked on to minimize impact on the museum. During the work on any set of 4 windows will the contractor be allowed to install temporary barriers in place? Will these be painted plywood? Or should it be assumed that the existing sash will be removed and a new sash immediately installed? This would be a back-up plan in case restoration/repairs needed to jambs, etc. becomes apparent after removal of existing sash, which may delay immediate installation of the new window.

Answer: It is assumed that temporary interior enclosures (per Section 015000- Temporary Facilities and Controls) will be erected around work areas at windows being replaced.

10. Are Contract Performance Assessment Reporting System (CPARS) Reports acceptable instead of Past Performance Questionnaires in Factor 4 – Past Performance?

Answer: CPARS Reports are not an acceptable substitution for the Past Performance Questionnaire provided in the Proposal Submission Package. The offeror shall complete the Past Performance Questionnaire included in the Proposal Submission Package for up to three (3) substantially complete projects performed by the prime contractor within the last five years which are of similar scope, magnitude of effort and complexity as the solicitation project.

11. Are the window dimensions precise?

Answer: The window dimensions shown on the drawings are representative only. It is the contractor’s responsibility to measure all window openings and develop a single window which will fit all window openings. The contractor shall submit shop drawings with dimensions to the Contracting Officer for approval.
