RE: Hazardous Materials Assessment – Boott Mill, Staircase and Window Renovation
Dear Mr. Ward:
David Knight and I were onsite May 3 and July 19, 2018 to conduct a hazardous materials assessment of surfaces that will be impacted by an upcoming renovation of the west side staircase and windows within the Boott Mill building located in Lowell. The survey was limited to accessible materials, no demolition was conducted.
ASBESTOS BULK SAMPLES
Bulk sampling was conducted on all suspect materials located in the renovation areas that may be impacted by an upcoming renovation. The materials sampled were window caulking, window glazing, gold carpet mastic, joint compound, brick grout, floor tile, floor tile mastic, sink undercoating, ceiling tiles, covebase mastic and gypsum board.
The samples were placed into clear closable bags and then double bagged. They were then hand-delivered to Asbestos Identification Laboratory located in Woburn, MA for analysis. Asbestos Identification Laboratory is a Massachusetts-licensed and NVLAP-accredited laboratory. All standard chain of custody procedures were followed during the delivery and transfer of the samples. The samples were analyzed by polarized light microscopy.
window caulking, window glazing, gold carpet mastic, joint compound, brick grout, floor tile, floor tile mastic, sink undercoating, ceiling tiles, covebase mastic and gypsum board are not asbestos-containing materials (ACM). The EPA defines ACM as a material with an asbestos content greater than 1%. The Massachusetts DEP defines ACM as a material with the content greater than or equal to 1%.
HAZARDOUS MATERIALS
There were some hazardous materials that will be impacted by this renovation. The following is a list of the items observed that may be impacted by the upcoming renovation.
• Florescent bulbs
• Fire alarm pull boxes
• Emergence exit signs
• Emergency exit lights
• Water coolers
• Refrigerators
• Personal computers
• Computer monitors
If these items are removed during renovation they should be properly recycled.
Lead-Based Paint Survey Procedure:
Lead-based paint was tested on a representative number of painted surfaces utilizing an XRF instrument to identify the presence or absence of Lead-Based Paint (LBP). Most surfaces within the building were constructed after the lead paint was banned in 1978. The primary emphasis was on surfaces that had been painted prior to 1978 and these surfaces were exterior windows and the original mill ceiling. 7 XRF readings were taken in the previous mentioned renovation locations. All sampled surfaces were accessible with no demolition; large scale demolition may expose hidden painted surfaces that have not been sampled. The XRF instrument was checked for calibration according to the manufacturer’s specifications.
For purposes of OSHA compliance, any measurable amount of lead could pose a health hazard to workers involved in dust or fume generating removal of lead painted components. In some cases, OSHA might require personal air monitoring to determine the level of respiratory protection and medical monitoring for workers involved in such work. It is beyond the scope of this survey to determine if such measures would be required for any planned renovations or demolition at the site.
Lead-Based Paint Survey Results:
An XRF reading greater than or equal to 1.0 mg/cm2 is considered lead based paint. A reading of
0.0 or negative has no lead in the paint. A reading of 0.1 to 0.9 is considered having trace levels of lead. The wood ceiling deck and beams as well as the window frames are coated with lead-based paint. All other painted surfaces sampled had no lead detected in their paint.

Asbestos Identification Laboratory has completed the analysis of the samples from your office for the above referenced project .
The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S. Government Agency.
Laboratory results represent the analysis of samples as submitted by the customer. Information regarding sample location, description, area, volume, etc., was provided by the customer. Asbestos Identification Laboratory is not responsible for sample collection activities or analytical method limitations. Unless notified in writing to return samples, Asbestos Identification Laboratory discards customer samples after 30 days. Samples containing subsamples or layers will be analyzed separately when applicable. Reports are kept at Asbestos Identification Laboratory for three years. This report shall not be reproduced, except in full, without the written consent of Asbestos Identification Laboratory.
