PRE-PROPOSAL SITE VISIT

LOWELL NATIONAL HISTORICAL PARK

COTTON MILLS MUSEUM WINDOW REPLACEMENT (LOWE 195664)

Monday, July 9, 2018 at 9:00 AM ET

AGENDA

· Welcome and Introductions:

· Ground Rules:

o NO sidebar discussions.

o All questions are to be provided in writing to Paula Johnson, Contract Specialist.

o In order to maintain the integrity of the procurement, we will not answer questions on a one-to-one basis.

o All questions and answers will be documented. This information will be shared with all potential offerors as an amendment to the solicitation and will be made available for download on the Federal Business Opportunities (FBO) website (www.fbo.gov).

o Any questions that cannot be answered by referring to the drawings or specifications will be answered by amendment.

o Responses and explanations at this conference shall not change the terms of the solicitation documents.

o The terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.

· Project Description: This project will replace approximately 335 deteriorated existing wood windows with new custom aluminum windows and repair approximately 27 existing wood windows that were all installed in 1980. These windows are not similar to the original 1871 windows. Replacement windows typical of late 19th century textile mills will more closely match the operation, configuration, and historical appearance of original windows.

· Solicitation Overview:

o Solicitation Publication – -- The solicitation for this project was posted electronically on June 21, 2018.

-- Proposals must be received at the address provided in the solicitation (Denver Service Center) NO LATER THAN 12:00 PM Mountain Time, Wednesday, July 25, 2018. This solicitation does not permit electronic commerce (i.e. email) submission of proposals. Ensure that all amendments are acknowledged in the proposal submission.

-- All specifications, drawings and attachments are available online and must be downloaded from the FBO website.

-- Paper copies of the solicitation documents are not available.

-- It is the contractor’s responsibility to check the website regularly for future amendments.

-- The Federal Business Opportunities (FBO) website at www.fbo.gov includes a notification capability which is available for your use. This service will send an email to a designated address when new postings are made related to a particular solicitation. Please note that this service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the appropriate site for all information relevant to desired acquisitions.

-- The interested parties list (a.k.a. bidders mailing list) is also available online, however, only contractors who have chosen to register will be included in the list. There are no other lists maintained for this purpose.

o Contract Type – This is a small business set-aside, competitive procurement. Offers from responsible small businesses will be considered. A firm-fixed price contract award will be made to one offeror. Offerors are required to submit an original and three copies of the proposals. The Technical Proposal, and the Business and Price Proposal, shall be two separate volumes as described in Sections L and M of the solicitation.

o Evaluation Criteria –

**PLEASE READ THE FOLLOWING SECTIONS OF THE SOLICITATION CAREFULLY**:

-- Section L Instructions for the Submission of Offers and Other Information -- Section M Evaluation Factors for Award -- The solicitation states that all evaluation factors other than price, when combined, are approximately equal to price.

-- The Government may elect to accept other than the lowest price proposal when benefits of a higher priced proposal merit the additional cost.

-- Volume I has a 30 page limitation. Please be concise in responses. The schedule submission may be on 11 x 17” paper.

-- Price should be included in Volume II, Business and Price Proposal.

-- The Government intends to evaluate and award without discussions; however, it reserves the right to enter into discussions.

o Contract Price Schedule – -- The Contract Price Schedule contains one (1) base contract line item; however CLINs 0002-0003 are options. Award will be made on an all or none basis. Except when it is determined to not be in the Government’s best interest, the Government will evaluate for award purposes by adding the total price for all options to the total price for the basic requirement.

o Important Contract Clauses

--Section H, Special Clause 2 – Key Personnel: Provide names and qualifications/resumes for the proposed Project Manager, Project Superintendent, and Quality Control Manager. The contractor shall not change Key Personnel during the first 60 days of contract performance.

--Section H contains Davis Bacon Wage Rates (Construction Wage Rate Requirements). This contract is subject to Davis-Bacon wage rates.

--Section L, Clause 52.204-07 System for Award Management (SAM): www.sam.gov. In order for an offeror to be awarded this contract they are required to have a DUNS number and be registered in SAM.

--Section H, Liability Insurance Requirements: This section provides the liability insurance requirements for the contract and requires named parties under the policies to be the Contractor and the United States of America. Evidence of Liability Insurance must be provided prior to the issuance of the Notice to Proceed.

--Section I, Clause 52.228-15 Performance and Payment Bonds-Construction: The successful awardee must provide performance and payment bonds within 15 calendar days after contract award.

--Section K-Representations and Certifications and Other Statements of Offerors: All offerors are required to complete online representations and certifications application using SAM (www.sam.gov). The offeror shall complete the Section K fill in provisions and return as part of its proposal.

--Section L, Clause 52.228-01 Bid Guarantee: The amount of the bid guarantee shall be 20 percent of the proposed price or $3,000,000.00 whichever is less. Submit bid guarantee with the business proposal.
