About this file
This document provides an amendment to a solicitation for bus overhaul services for the Grand Canyon Region. The National Park Service seeks to award a firm fixed price contract for inspection, diagnosis, and repair or replacement of engine, driveline, axle, air conditioning, brake, and auxiliary power components for multiple buses. Pricing must be provided for full replacement of each component. Additional work requires approval and will be negotiated separately. Questions and answers are included to clarify that full replacement costs should be bid for repair tasks, but actual work will be determined after inspection. Vendors are reminded to sign and return all amendments. The period of performance is September 2021 through September 2022. No extension to the response date is planned.

Q1: Please provide clarification on how the bid schedule should be completed. For example, when bidding the A/C System, I will know the inspection cost up front, however I will not know additional cost until it has been inspected. How do we bid that piece?
A1: Regarding the pricing of those items listed under *Tasks (decided on after initial inspection) on the bid schedule, quotes should include the price for a full replacement of the specified component.
This means that:
Task A: Engine Work (full rebuild of engine) – Quotes should include pricing for a full rebuild of the engine.
Task B: Remanufactured Engine – Quotes should include pricing for a remanufactured engine Task C: Driveline & ujoint assembly – Quotes should include pricing for a full replacement of the driveline & ujoint assembly Task D: Rear axle differential and hub assembly – Quotes should include pricing for a full replacement of the rear axle differential and hub assembly Task E: Air conditioning system (possible upgrade) – Quotes should include pricing for a full replacement of the air conditioning system Task F: Brake system overhaul – Quotes should include pricing for a full replacement of the brake system Task G: APC/DR600 repair/replacement – Quotes should include pricing for a full replacement of the APC/DR600
Although pricing for the full replacement of the specified components in tasks A-F must be provided in vendors’ quotes, per the Diagnosis and Tasks section found on page 36 of the solicitation “[a]fter a thorough diagnosis, the contractor will coordinate with the Contracting Officer’s Representative (COR) and/or the Contracting Officer (CO) for further instruction regarding completing any additional work… Any additional work MUST be approved in writing by the CO.”
Q2: How critical is it for us to have the NAICS Code of 811111 on our profile?
A2: Vendors are not required to have NAICS Code of 811111 in their SAM.gov profile.
Q3: In the image above, taken from FAR provision 52.212-3(f)(2), what is the “Line Item No.”
referencing?
A3: "Line Item No." refers to the associated line in the bid schedule.
Q4: Is there any chance of getting an extension on this RFP?
A4: At this time, the Government does not plan to extend this solicitation.
Q5: How important is a site visit?
A5: Vendors must determine for themselves whether attending the July 19, 2021 site visit will be of value. All questions asked during the site visit and responses to those questions will be provided via an amendment to the solicitation.
