Devils Tower National Monument Statement of Work
High Angle Rescue Training
Note to vendors: See solicitation document under “Instructions to Offerors” to ensure you provide the necessary documents in your response to be considered for award.
Introduction
Each year, Devils Tower National Monument hires climbing rangers to monitor recreational climbing use at the park to ensure that climbers are safe, and resources are not damaged. Devils Tower employees are required to have technical rope rescue training. The National Park Service is soliciting for services for a base plus two option years firm fixed price contract for high angle rope rescue course instruction.
Approximate dates to be scheduled:
Base Year: Scheduled between May 6, 2024 and May 24, 2024 Option Year 1: May 2025 Option Year 2: May 2026
Statement of Work
• Course sessions must be a combination of lectures, demonstrations, and discussions, along with practical hands-on field exercises and challenges. Also included will be exercise analysis, literature evaluation, research findings, consideration of new equipment, and suggested techniques.
• Content should include skills outlined in NFPA 1006-2021 edition, Operations Level for Rope Rescue.
• Content must meet the ASTM F2954 – Standard Guide for Training for Intermediate Rope Rescuer Endorsement.
Topics required to be covered in this training must include safety factors, rescue safety systems utilizing VT Prusiks, anchor points and systems (specifically rock-climbing protection pieces, vegetation, rock mass, and expansion bolts), pulley systems, detailed discussion of friction in ropework, command and communication, scene size-up and systems planning, rope elongation properties and considerations, and basic ropework physics and vectors.
Techniques required to be covered in this training must include personal ascending and descending skills on rope, standard lowers and raises both with and without a litter, upper attendant litter-handling technique, moderate slope 3-attendant embankment rescue, knot pass strategies, pickoffs in a lowering-based mode (“San Juan Pickoff”), and a guiding line aerial ropeway suspension system over moderately sloped but difficult terrain (to include force vector analysis, operational considerations, and communications).
Devices and/or systems required to be utilized during training must include ATC guides with VT Prusiks, Purcell Prusik systems, and GriGri/Grillon.
