140P1423R0010 – GRTE Signal Mountain Water Wastewater System Rehab – Questions and Answers Amendment 1
1. Will there be sites available (and how many) for construction crews to stay in the Park during this project? The NPS might have two contractor RV sites for this summer.
a. The NPS may have one RV site at Colter Bay through mid-October.
2. Factor 1 – Past Performance. Please consider allowing previously completed PPQs to be submitted for Factor 2 Projects on Past Performance. Often, once a Contracting Officer completes a PPQ on a completed project they won’t complete additional PPQs.
a. PPQs must be sent from the reference that filled out the PPQ.
3. Factor 1 – Past Performance. Please consider allowing completed CPAR to be submitted for Factor 2 Projects on Past Performance.
a. CPARs are allowed for past performance.
4. SF24 Bid Bond. Please confirm whether or not the original bid bond, with wet signatures, needs to be mailed to the Contracting Officer. If it needs to be mailed, please confirm that it is acceptable for the postmark to be on or before the date the proposal is due.
a. All elements of the proposal shall be submitted electronically only.
5. Factor 2 – Past Performance. Please advise if Key Personnel project experience can be utilized for Factor 2.
a. Per Section L of the RFP: Information may be regarding the offeror's firm and/or its proposed subcontractors performing key trades and other construction activities. Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement.
6. Factor 2 – Past Performance. Please advise if Owner project experience within the 5 years but pre current company can be utilized for Factor 2.
a. Per Section L of the RFP: Information may be regarding the offeror's firm and/or its proposed subcontractors performing key trades and other construction activities. Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement.
7. Please advise if the Section H Key Personnel listing should also be submitted under Factor 3 – Key Personnel Experience.
a. The Key Personnel submitted under Factor 3 will be included in Section H Key Personnel in the successful contract. These listings should be the same.
8. 01 40 00 1.5.B.1 notes that the Quality Control Supervisor can have safety functions. Please confirm whether or not the On-Site Quality Control Specialist and the On-Site Safety Specialist can be the same individual.
a. These roles may be filled by one qualified individual.
9. There continues to be supply chain shortages, coupled with high inflation. Please advise if the Contractor will be allowed to invoice for stored materials prior to the start of the project.
a. The government may pay for uninstalled materials under the following conditions: materials are on-site, materials have been inspected by the government, government has access to the materials, contractor submits material invoices to support payment request, payment can only be made for the price of the materials paid.
10. Please confirm that monthly invoicing based on an approved schedule of values will be allowed and that percentage of completion progress payments will be made during the performance of the contract.
a. Please refer to FAR 52.232-5 PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS (MAY 2014) which is incorporated by reference in this contract. Also see ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS – INTERNET PAYMENT PLATFORM (APR 2013) which is included in full text starting on page 12 of the RFP.
11. Spec Section 01 32 16 Construction Schedule – Please advise if either the Project Manager or the Superintendent can also be the “authorized schedule representative” for this project?
a. The designated representative can be anyone that meets the required qualifications.
12. Will the contractor have access to a water hydrant for construction water?
a. See Spec Section 01 50 00, Paragraph 3.2.C & D. Non-potable of unknown supply rate available at site. Potable available off-site as indicated in specs.
13. Will a campground area be designated for contractor personnel to use for housing?
a. See response to Question 1.
14. If so, will campground have water or be dry (boondock) camping?
a. RV site will have utility hookups.
15. Will Saturdays be available to work in the first season from August to park closure?
a. Weekend/holiday/night work will be addressed on a case-by-case basis; request for such work need to be submitted at least 48 hours in advance in writing to the Contracting Officer. Approval of such work will be dependent on the work that needs to be performed and the availability of NPS oversight.
16. Please supply name or type of weir desired for decant manhole.
a. See Spec Section 33 05 17 – Precast Concrete Structures, Paragraph 2.3.A.
17. During the site visit, there was some discussion about septic trucks being re-routed to dump at a different location during the period of performance of this project. Please verify that NPS will be diverting septic trucks to a different location.
a. Confirmed. Colter Bay facilities to be used during construction.
18. Please verify the period of performance, which is unclear in the solicitation documents. On page 1 of the SF 1442, the period of performance states “365 days,” but on page 3 of it states “Period of Performance: 08/01/2023 through 12/31/2024.” Please clarify which of these periods of performance are correct?
a. 365 days is correct – the start date for the project is intended to be between August 1, 2023, and January 1, 2024. If the project were to start 1/1/24, the end date would be 12/31/24. Section L states: Submit your proposed construction schedule for THIS SPECIFIC PROJECT showing completion within the required period of performance (365 days per FAR 52.211-10) contained in this solicitation with accompanying schedule narrative. Submit your schedule in MS Project Gantt Chart format. For evaluation purposes only recommend a Notice to Proceed date between August 1, 2023, and January 1, 2024; offerors may propose a mobilization/start date that is suitable and reasonable based on lead times, availability, weather, etc.; include specific activities required for this project and a clear critical path with major milestones and applicable predecessor activities.
19. Several Agencies are coping with supply chain delays by issuing Construction NTP once delivery dates are confirmed. Is Period of Performance from Award or Construction NTP?
a. Generally, all work including deliveries should occur during the construction NTP. FAR 52.249-10 DEFAULT (FIXED-PRICE CONSTRUCTION) (APR 1984) allows for excusable delays during the performance period for supply chain issues.
20. The POP in the contract documents states 8/1/2023 - 12/31/2024 but also states 365 from NTP. Can you confirm if you anticipate a winter exclusion to make the date differences or if we should go by the dates provided.
a. See answer to #18 and 19. Also see spec section 01 11 00, 1.12 SPECIAL CONSTRUCTION REQUIREMENTS for additional information on access.
21. Specifications 01 40 00 states that the QC supervisor must not perform duties as Project Manager, Project Superintendent, Foreman etc. but must be onsite during critical work. Do you anticipate critical work as major milestone events onsite or on a more daily basis of any work.
a. It is expected that the individual serving as the Contractor's Quality Control Supervisor be present on-site on a regular basis so as to provide adequate quality checks throughout the project duration, not just for "milestone events".
22. Electrical drawings indicate all waterlines are to have heat trace wiring. Can you provide direction on heat trace lines with relationship to the pressure tanks and other water related items associated with water system. Can you confirm if any of the sewage lines will receive any of the heat trace lines.
a. Heat tracing for water is indicated on Det 2/MP.1. Sewer lines will not have heat tracing.
23. The new water system includes a pressure switch at the pressure tank but I am not seeing any wiring or connections from the pressure switch to the pump to control the well. Does the buried waterline need any electrical wiring or low voltage control wiring.
a. See Keynote 9 on Sheet E.2.
24. Would the NPS consider having all bidders have a set amount allotted for the Lower Valley replacement of the Transformer similar to prior projects with 3rd party costs that can vary.
a. No.
25. Can you provide specifications for the depth of electrical lines. The detail on sheet C.8 states that depth would be indicated elsewhere in the plans but I am not seeing the depth indicated. Electrical plans indicate trenching is per detail 1 on sheet C.10 however it appears the detail is actually on sheet C.8.
a. The minimum depth is 2 feet per 26 00 00 3.1.B.4. Confirmed that the Detail call-out should be to Sheet C.8.
26. On E.4 it is showing a Panel MCC-1 but it does not show any specifications of panel schedule for it on E.5. Can you clarify or provide.
a. See Spec Section 26 24 19 – Motor Control Centers.
27. The Parshall Flume does not contain much in terms of details. Can the NPS provide more information on sizing, dimensions or any model numbers from plasti-fab.
a. See Spec Section 40 70 00 – Measurement and Control Instrumentation, Paragraph 2.1.B.
28. On sheet C.7 detail #3 indicates that the smooth weir contains 4 bracket points, but the detail 5 indicates mounting brackets at 2' intervals which would result in 9 brackets. Can you confirm.
a. Provide 4 bracket points per Detail 3/C.7.
29. Are there liquidated damages associated with the contract and contract times?
a. No.
30. Are there camp spots available for the crew in Grand Teton National Park? If so, what services would be available at the camp spots, and would there be a cost associated?
a. See response to Question 1.
31. After award could submittals start immediately thereafter to help accelerate the schedule and let fabrication, and lead time on materials begin? With on site work still beginning in the fall of 2023?
a. The NPS intends to review/approve submittals (other than div 1) within the 365 day POP after the NTP – see question 18 for more information.
32. Are there any additional details available on the force main as far as flow or Gallons Per Minute or Day in case bypass pumping would need to be addressed?
a. A flow test of the Main Lift Station was completed in the Fall of 2021. The estimated flow at this time was approximately 207 gpm.
33. Would a site built building be an allowable alternative to the premanufactured building specified?
a. No.
