# Question BOEM Response

Section 2.3 scope of work - there is a for training up to 10 geologist/geophysicists/data managers and in section 4.1.2.1 the pricing rates are for 2 geophysical interpretation, 4 geological interpretation, and one data management. Question: What is the total number of full time workers working in the software on a monthly basis and what is the number of casual users?

The Government currently has a need for seven (7) licenses.

2 Do you have requirements for metadata you wish to store for each data type?

No, the Government would like the ability to input custom metadata and maintain the ability to easily view available data (defined xml framework). The Federal Geographic Data Committee (FGDC) and Geospatial Data Act (GDA) provide guidelines for desired metadata.

3 Which external data sources do you wish to automate import and export from, and which data types would you wish to have included in this? Shapefiles, ascii files, .las files, geo .tiffs, .txt files, Excel .csv or tab delimited, SQL database connections

4 Please list all data stores you would wish to automate, update or load data from.

Automation from SQL databases and Oracle connections is desired, but not required. We are currently unable to automate uploads in our present configuration

5 Please explain the circumstances in which you wish to use script languages. While not required, SQL and Python languages would be beneficial for bulk loading and correction workflows.

6 Please list data types for which you wish to have multiple versions or versioning control.

The Government would like to be able to have multiple versions of well picks, surfaces, log curves, velocity surveys and horizons (e.g. same interpretation product that may vary based on the person performing the interpretation). The Government would like to have version control (i.e. only a data manager can control) deviation surveys and other non-interpreted data

7 What tools does your company offer for well-log editing, balancing, and compositing? Question: Can log compositing be defined? Techlog; log compositing is the environmental correction and merging of multiple runs using the same or similar logging tool

Will all users need access to all the modules provided? Will geologists only need access to geology functionality and geophysicists geophysics functionality?

It would be nice to check out the specific tool that is needed for various work products, but ultimately, it depends on how the software license is structured

9 Are there requirements for specific retention period with regards to the SaaS backup policy? Yes - Please see section 2.3.4 of the Addendum and FedRAMP/FISMA moderate requirements

10 Do you require Single Sign-on (SSO) integration with the SaaS solution?

The contractor shall provide a zero-trust phishing-resistant security plan in compliance with OMB M-22-09 “Moving the U.S. Government Toward Zero Trust Cybersecurity Principles”.

11 Do you require any integration with components within the DOI cloud or on-prem (such as databases, data warehouse or lake..etc)? All subsurface data/software will be hosted in a DOI Virtual Private Cloud (VPC)

12 Would BOEM consider a custom SaaS solution deployed within the DOI VPC, but fully managed and operated by contractor resources?

No, DOI manages and maintains the DOI Virtual Private Cloud (VPC) environment. If technical assistance is needed with software environment configuration, the Government will reach out to the vendor to request support.

13 Where is the DOI current VPC/deployment located? The currect DOI Virtual Private Cloud (VPC) is located in Microsoft Azure Cloud services US East Region 14 There is the lack of cloud terms in the RFQ, should the contractor submit their terms? Yes, also please see section 2.3.3, 2.3.4, and DOI FedRAMP/FISMA moderate requirements

15 Will data conversion occur in the existing BOEM on-prem environment or in the cloud environment?

The current system is on-prem and the future system will be hosted in either a DOI Virtual Private Cloud (VPC) or vendor SaaS. Conversion may occur in either location.

Is the contractor expected to perform the database migration? If yes, will the contractor have access to existing Petrel install/licenses to facilitate the data QC and data transfer? What level of data QC is expected from the contractor? What are the different data types (outside of .segy) and number of objects in each data type (including .segy) that currently reside with the Petrel solution that would need to be converted to the contractor’s solution?

The contractor is expected to provide a migration plan at a minimum. The actual migration work and who perofrms will depend on responses received from the RFQ. If the contractor is to perform the migration, they will have access to the Government's current environment and work will be performed under the IDIQ. Migration can be scoped as part of the IDIQ.

17 How many team members will need the ability to load data into the database? Ideally the Government would like a minimum of three (3) users with the ability to load data into a database 18 Is the instance of SLB Petrel the agency is using the version Delpi? No. DOI is currently using Petrel on-prem

Quote specifically refers to Perpetual licenses and maintenance? a. Is a subscription model acceptable? b. Would an enterprise solution also be a consideration?

The Government will consider both perpetual licenses and subscription licenses

20 Is it possible to provide me a word format of the Addendum? Yes - please see attached.

Also want to clarify this is Phase 1 due by 3/5/2024?

a. Full solicitation package

i. Technical volume

ii. Pricing volume

iii. Responses to questions 1-7 iv.Admissions and excep ons

By 5 March 2024, offerors shall submit a Technical Volume that addresses the seven (7) questions listed in Section 4.1.2, in accordance with Section 4.1.2.1.

Software packages which can be hosted in accordance with the DOW Cloud mandate. Other projects I’ve been involved with similar agencies allow for software to be installed on network server with data hosted in the cloud. Question: Is this RFQ strictly insisting on Cloud hosted or SaaS software?

Software and data will be hosted in either a DOI virtual private cloud (VPC) or vendor FedRAMP'd FISMA moderate SaaS environment.
