Attachment 1 Questions and Answers
Solicitation No. 140M0121R0004, Amendment 0002
Number Questions and Answers Question No. 1 Is an incumbent contractor currently performing these services or is this a new requirement? If so, what is the contract number?
Answer No. 1 Yes, the Blanket Purchase Agreement (BPA) number is 140M0120A0002.
However, additional scope has been added for this new requirement.
Question No. 2 Is there any incumbent? If yes, please provide contractor number, vendor name, amount and period of performance.
Answer No. 2 Yes, see Answer No. 1 for the BPA number. The incumbent is Blue World
Research Institute, Inc. The BPA ceiling was $650K. The period of performance is 06/11/2020 to 06/10/2021.
Question No. 3 Are the incumbent contractors eligible to bid?
Answer No. 3 Yes, this is a full and open competition.
Question No. 4 If there is an incumbent, is the scope the same as this requirement?
Answer No. 4 See Answer No. 1.
Question No. 5 What is the contract value of the project?
Answer No. 5 The IDIQ ceiling is $2.8 million. The estimated value of the Sample Task Order will not be provided. It is up to the contractor to determine their proposed price based on the requirements in the Sample Task Order.
Question No. 6 Can the government please provide historical workload data for this effort?
Answer No. 6 There is not a historical workload.
Question No. 7 Does offeror need to submit resumes for all labor categories or else only for key personnel?
Answer No. 7 Resumes are required for key personnel proposed as detailed in Section 4.9.3 of the solicitation.
Question No. 8 Any security clearance is required for this effort?
Answer No. 8 No security clearance is required.
Question No. 9 Can the Past performances be submitted from both prime and subcontractor or all past performance should come from the prime contractor?
Answer No. 9
As detailed under Section 4.9.4, “Offerors may also submit past performance information regarding predecessor companies, key personnel who have performed under relevant contracts, and Subcontractors that will perform major or critical aspects of the requirement as a past performance submission(s)”.
Question No. 10 Past Performance questionnaires required? If yes, how many need to be submitted?
Answer No. 10
Yes, as detailed under Section 4.9.4:
“The Offeror shall provide information on at least three (3), but no more than five (5), previous Government contracts it performed recently (in-progress or completed within the last three years) that are relevant to the requirements of this solicitation.”
Amendment 0002 3 of 4
“Offerors shall submit this information with their offer in the format at Attachment 2 (Past Performance)”
Question No. 11 It is our understanding that responsive bids should have a Price Volume and Technical Volume relative to the overall IDIQ solicitation. Are you specifically requesting a separate Price Volume and Technical Volume for both the overall IDIQ, as well as the Sample Task Order, or should they somehow be combined into one responsive package?
Answer No. 11 As detailed in Section 4.8, “The proposal package must include two separate volumes: (1) Technical Volume and (2) Business/Cost Volume in accordance with the instructions contained in this solicitation.”
Within Volume 2 Business/Cost Volume, the offeror shall include pricing for the IDIQ and the Sample Task Order.
Per Section 4.5(d)(1), Section 1.2.1 of the RFP must be completed detailing the offeror’s proposed IDIQ fixed fully burdened rates for each contract period, along with the other elements detailed under 4.5(d)(1). The IDIQ pricing consists of fixed fully burdened rates that will be utilized for each contract period.
Additionally, per Section 4.5(d)(2)-4.5(d)(4), Sample Task Order pricing shall be provided. This pricing should form the basis of an overall firm-fixed-price for the Sample Task Order, Attachment 4.
The offeror shall provide both within the Volume 2 Business/Cost Volume and should clearly detail the Section for the IDIQ pricing and the Section for the Sample Task Order pricing.
Question No. 12 It appears that Key Personnel resumes are currently only required on the Task Order level, so only Key Personnel for the sample Task Order is required at this time, and additional Key Personnel would be required for each subsequent Task Order solicitation, is this correct?
Answer No. 12 No. Per Section 4.9.3, key personnel and resumes are required at the IDIQ level. Additionally, the specific key personnel proposed for the Sample Task Order shall also be specified as detailed in Section 4.9.2.
The reference under Section 3.11 which states “Any key personnel specific to task orders may be proposed at the task order level” was intended to allow flexibility in the event a task order required a key personnel member that was not included in the IDIQ key personnel list and to also clarify that not all key personnel included at the IDIQ level may be needed/proposed for the task order depending on the specifics of that task order.
Question No. 13 The Project Management team reference, with resumes and letters of commitment, is this specific to the overall IDIQ management, or just the sample Task Order? As you can imagine this management team will have a very different composition based on the project and expertise required.
Amendment 0002 4 of 4
Answer No. 13 Per Section 4.9.3, key personnel and resumes are required at the IDIQ level.
Additionally, the specific key personnel proposed for the Sample Task Order shall also be specified as detailed in Section 4.9.2.
The reference under Section 3.11 allows flexibility for additional key personnel as the Sample Task Order & Task Order level based on the requirements/expertise of the specific project.
Question No. 14 On page 40 of the B08 Solicitation, the following language is provided: "The technical proposal is limited to no more than 20 pages in length... Any pages in excess of 15 pages will not be evaluated." I just want to confirm the page count of the technical proposal - 15 or 20 pages
Answer No. 14 This was an error and was corrected to 20 pages. Please see Section 4.9 on page 40.
Question No. 15 Is there any species-specific information available (i.e., has BOEM identified specific species for the monitoring/telemetry effort?)?
Answer No. 15 This may cover any number of species across taxa.
Question No. 16 Do the tasks provided under Task Area 8, Science Communication Support, need to directly relate to the studies outlined in the other tasks?
Answer No. 16 No, the science communications support intersects with a number of elements of BOEM’s environmental portfolio.
