STATEMENT OF WORK
Equipment & Support for Animal Movement at Northeast Sand Shoals
2.1 GENERAL
The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), is issuing this competitive Request for Quote (RFQ) for the purpose of entering into a task order for the project entitled, “Assessing Biological and Oceanographic Productivity of Northeast Sand Shoals and Potential for Dredging Related Disruption”
2.2 BACKGROUND
The Bureau of Ocean Energy Management (BOEM) Division of Environmental Sciences (DES) is conducting studies on the use of small-satellites for animal telemetry using marine megafauna as oceanographic sensors, as well as, understanding biological and oceanographic processes that drive productivity on sand shoals. These studies implement BOEM’s Outer Continental Shelf Lands Act mandate to monitor the marine environment adjacent to U.S. Outer Continental Shelf (OCS) operations.
Understanding animal movement in the OCS is required for nearly everything under BOEM's purview.
Telemetry is an important tool to support animal movement and behavior studies to supplement survey effort. Additionally, animal telemetry can be used to infer movements related to activities in the OCS, such as geophysical surveys, platform construction and demolition. Animal telemetry can provide relevant information for NEPA, MMPA, ESA consultations across program areas such as wind turbine placement locations, oil/gas leasing and marine mineral mining planning.
2.3 SCOPE OF WORK
The Animal Movement at Sand Shoals study will explore animal tracking in relationship to productivity areas in the United States. The objective of this requirement is to obtain satellite tracking tags, associated equipment, analytical, communication, engineering, and training service support for BOEM DES’s scientific research study on animal movement at the Northeast Sand Shoals.
BOEM requires customization, logistical, technical and analytical services to better understand animal movement in support of the study. Specifically, BOEM requires support to conduct telemetry trials, several models of telemetry tags with acoustic recording abilities, oceanographic measuring- satellite-linked animal tags, as well as logistical, communication and analytical support and customization as described in Section 2.4. The Contractor shall provide all personnel, materials, equipment, facilities and travel necessary to fulfill BOEM’s needs for this study.
2.4 TASKS
2.4.1 Task 1: Meetings and Administrative Tasks
The Contractor shall hold a post-award meeting with the Contracting Officer's Representative (COR), and the Division of Environmental Sciences (DES) technical point of contact within ten (10) business days after award. The purpose of this meeting is to discuss roles, responsibilities, working relationships, major due dates, and deliverables. The post-award meeting will be held via telephone or videoconference. Any other remaining technical issues will be resolved at the post-award meeting.
2.4.2 Task 2: Logistical Support Services
The Contractor shall provide logistical support services for BOEM studies incorporating spatial telemetry.
These services include assisting in research study planning; providing equipment necessary, such as telemetry tags, for conducting research on highly migratory species animal movement; identify and arrange all required platforms to conduct research;

2.4.4 Task 4: Open Source Oceanographic Sampling Workshop, Planning and Support Services The contractor shall assist in the planning of a one day industry collaboration/citizen science workshop using open source tools such as the OpenROV/OpenCTD or related open source technology of use for ocean monitoring citizen science initiatives. This shall include assembly of OpenCTD units, demonstration OpenCTD and remote operated vehicle demonstration unites, as well as outreach support to relevant possible participants such as the fishing industry, educational institutions and volunteer groups.
2.4.5 Task 5: Engineering Support Services
The Contractor shall provide engineering support services for hardware customization, such as creating flexibility in species attachment for various tag type, creating/customizing optional sensor packages such as location, temperature, salinity and depth as well as sampling intervals and transmission scheduling.
This should include basic expertise in electronic circuit board prototyping and 3D printing of demonstration tag forms.
2.4.6 Task 6: Video Production Support Services
