Section A - Statement of Work

1. Introduction The Casper Field office is contracting for the restoration of riparian and wetlands using low tech restoration techniques. All four sites will be within the Meadow Creek watershed.

1.1 Scope

Services shall include installation of wicker weave, Zuni bowls, brush mattress and one rock dams. Construction will follow all design specifications located in the references (See section 12). No material will be gathered from the site. Locations will be flagged by BLM personnel prior to construction. Final sites will be dependent on final permit approval from Army Corps of Engineers.

Brush Mattresses do not need to be covered in 3 inches of alluvium or installed during vegetation dormancy as stated in Appendix B. Goal of the

Bush Mattress is to prevent or protect the seep/spring source from livestock trampling.

1.2 PERFORMANCE TIME:

The Contractor shall begin performance within 10 calendar days after receiving the notice to proceed and complete all tasks within

60 days.

1.3 ESTIMATED START WORK DATE:

August 1, 2024

3.0 Contractor Furnished Items

The Contractor shall:

• Provide a full Work Plan (including work schedule) as specified in Section 6.0 Schedule.

• Provide all labor and supervision necessary to implement all Task Items in this Contract.

• Provide all equipment, materials, supplies, and all incidentals necessary to implement all Task Items in the project area. Contractor-provided equipment shall include but not be limited to the following:

o Access vehicles.

o Any equipment needed for construction.

4.0 Government Furnished Items

Government will furnish required paperwork including signed NEPA document and all applicable permits.

5.0 Specific Tasks

All work will only use hand tools and all vehicles must stay on designated roads. Atv’s or UTVs may be used to shuttle material to the drainages but must stay out of the drainages and only when conditions are dry.

5.1 Upper Meadow Creek

Upper Meadow Creek Seep will use a combination of techniques to include post-line wicker weave, rock rundown and brush mattress. The post-line wicker weave will be used to weave between the hummocks to help restore the hydrologic function of the seep. The brush mattress will be used on the hillslope of the seep to protect the banks from further erosion. A rock rundown will be placed in channel below the seep to help stabilize a <1.5’ tall headcut from further erosion.

Brush Mattress will be approximately 56’ in length and 5’ wide. The mattress will use biodegradable materials and help stabilize the slope of the seep.

The wicker weave will consist of 4 segments and woven through the hummocks which will help retain sediment and moisture longer in the system. With the retention of sediment and moisture the riparian vegetation will reestablish further retaining moisture and sediment. Segments will range from approximately 60’ to 68’ and to the height of the hummocks. Materials used will be all biodegradable.

Three small headcuts, <1.5’ tall, will be restored using a Rock Rundown at each location. The slope of the headcut will be laid back at a 3:1 ratio and stabilized using rock. Expected amount of fill would be 2.5 cubic yards of rock per location. Area is in an intermittent channel with mostly upland grasses. Some rushes and sedges are scattered throughout the area with the majority in the seep above the headcut. Rocks for the headcuts may be sourced from the hillside by hand and without causing further erosion.

The wicker weave and brush mattress will be installed within the wetland while the rock rundowns will occur in the drainage.

5.2 Lower Meadow Creek

Lower Meadow Creek will use a technique called a wicker weave. The wicker weave will be weaved across the meadow at the height of the hummocks to help retain moisture and sediment allowing the riparian vegetation to be restored. The wicker weaves will be located between the upper t-post and lower t-post markers.

A headcut was located at the lower t-post marker but erosion and trampling by cows has created a wet depression with hummocking throughout. This location will be treated at a later date.

The wicker weave consists of 5 segments ranging from approximately 90’ to 120’ across the meadow. Height of the wicker weave will vary but no higher than the hummocks. With the retention of sediment and moisture the riparian vegetation will reestablish further retaining moisture and sediment. Materials used will be all biodegradable.

5.3 Tri and Still Seeps

Tri and Still Seep will use a combination of techniques to include brush mattress and wicker weave. The brush mattress will be used along the steeper portion of the hillslope to protect the seep source from livestock trampling. The wicker weave will be woven through the hummocks across the seeps to capture sediment and retain some moisture. Materials used will be all biodegradable. The wicker weave will vary in length depending on which seep the weave will be installed. Approximately 15 – 20 wicker weaves will be installed within the seeps.

Wicker weave will be installed in the wetlands while the brush mattress will be laid at the seep source on the hillslope to prevent livestock trampling.

5.4 Over the Hill Seep

Over the Hill Seep will use a wicker weave which will be woven through the hummocks across the seep to capture sediment and retain some moisture. The wicker weave consists of 4 segments ranging from approximately 60’ to 80’ across the meadow. Height of the wicker weave will vary but no higher than the hummocks. With the retention of sediment and moisture the riparian vegetation will reestablish further retaining moisture and sediment. Materials used will be all biodegradable.

Wicker weave will be installed within the wetland.
