About this file
This is a Questions and Answers document containing three questions about cattle guard specifications and delivery logistics for BLM solicitation 140L5725Q0012. The document clarifies that the cattle guard assembly should be 14' x 8' with an 11" total height (8" base plus 3" top rail), conforming to BLM HS-20 cattle guard standard spacing. The agency confirms they will accept quotes for 14' precast L type foundations as an alternative to pressure treated timbers, provided they match the exact cattle guard height.
The document addresses delivery logistics for two locations: Coal Creek Warehouse and 176 East DL Sargent Drive, Cedar City Utah. Both locations have forklift-certified BLM staff available for unloading with 24-hour advance notice. While standard semi trucks can access the Cedar City location, 72' interstate flatbeds may have difficulty maneuvering. This Q&A supplements a small business set-aside RFQ under NAICS code 332312 with quotes due December 30, 2024, at 5:00 PM MST.

Q1:
The spec sheet states the dimensions to be 14’ x 8’ x 8”. Since the height of the assembly is 11” overall, is the 8” assumed the be the stringer spacing?
What equipment is available to unload shipments at the Coal Creek Ware yard?
A1:
The total height of the assembly should be approximately 11". The main base is 8" and typically the top rail is 3". So it would total 11" overall. Spacing between rails/stringers should be the standard spacing for a BLM HS-20 cattle guard.
There is also a forklift at the Coal Creek Yard that will be operated by BLM staff to unload the materials.
Please also see attached photos (Attachment 005, 006 and 007).
Q2:
Item # 00030 Pressure Treated Timbers - Would you accept a quote for 14' precast L Type foundations instead of the pressure treated timbers?
A2:
We would be good to accept a quote for 14' precast L type foundations. But we would want them to match the exact cattle guard height, so they are flush with the top of the foundations.
Q3:
Does the 176 East DL Sargent Drive, Cedar City Utah delivery location have adequate room for a 72' Interstate, Over the road flat bed semi to access the location and have room to maneuver the truck around in a safe manner?
Will there be an onsite BLM representative to operate the forklift to off load the deliveries?
A3:
If 72' is longer then the standard flatbed it may be difficult to maneuver. Bu many typical standard size semi trucks have delivered to the yard for past cattle guard, fence, and pipeline deliveries.
The Cedar City office has several fork lift certified operators that can off load deliveries but will need a 24 hr. notice prior to delivery.
