About this file
This document is a Statement of Work (SOW) for the Cottonwood and Grapevine Riparian Exclosure Project in Washington County, Utah, issued by the Bureau of Land Management (BLM) Utah Region.
The SOW requires the contractor to furnish labor, equipment, materials, supervision, transportation, and incidentals to construct approximately 4,210 feet of riparian exclosure fencing with 7 gates, using drill pipe posts and sucker rod rails. The project involves clearing brush and trees along the fence lines, installing the posts and rails, and attaching the gates. The contractor must have experience with this type of fencing construction in rugged terrain. The project is estimated to take 30-60 days to complete, and the contractor will work with the BLM to develop a detailed construction schedule. The total estimated cost range for this construction project is between $100,000 and $250,000, and it is set aside for 100% small business participation.

Statement of Work Cottonwood and Grapevine Riparian Exclosure Project
St. George Field Office Washington County, Utah
Background
The St. George Field Office (SGFO) is requesting riparian exclosure fence construction (e.g., drill pipe and sucker rod) services on Bureau of Land Management lands within Washington County, Utah. The contractor will be required to furnish labor, equipment, material, supervision, transportation, operating supplies, and incidentals. The project shall consist of constructing two fences for an approximate 4,210 feet and seven (7) 10’ gates. Refer to table 1 below and attached Maps.
Table 1. Riparian Grazing Exclosures Exclosure Name Location Allotment Approximate
Fence length (ft) Number of 10’ gates
Grapevine Spring T39S, R17W, Sec. 31
Twin Peaks 3,128 5
Cottonwood Spring T40S, R17W, Sec. 10, 11
Mineral Wash 1,082 2
Total 4,210 7
Contractor Provided Materials
New riparian fence materials shall be as follows:
• 7’ drill pipe posts (2 3/8” diameter)
• Drill pipe pole (2 3/8" diameter)
• Sucker rod (3/4” diameter)
• 7- 10’ x 52” heavy duty metal gates.
• 3/4” metal rod clips
(See Material Specifications Section Below)
Project/Site Conditions
Most of the project will be accessible by a standard 4WD vehicle, only at points along the fence lines where an existing road or trail crosses. Some of the fence lines around the riparian exclosures may be only accessible with a 4WD, UTV/ATV type vehicle. It is the responsibility of the contractor to determine required accessibility to the respective exclosure fence lines. Driving shall be limited to along the riparian exclosure fence line and along existing roads and trails.
Environmental Considerations
A. Construction Site Cleanup
Project site shall be cleaned up, and all refuse removed by the contractor.
B. Surface Disturbance
The contractor shall clean brush and trees with hand tools along fence lines for fence construction. It is not expected that blading fence lines is necessary; however, blading may be considered in small areas due to vegetation. This will need to be authorized in advance by the Contracting Officer Representative or the Project Inspector.
C. Soil Conditions Soil conditions are sometimes quite rocky and may require that posts be braced if they are not buried to the required depth of 36”. This will need to be authorized in advance by the Contracting Officer Representative or the Project Inspector.
D. Vehicles, ATVs, UTVs and Other Fence Building Equipment
All vehicles, ATV, UTV and other fence building equipment including undercarriages, shall be washed with a high-pressure system prior entering federal lands. All soil and plant parts shall be removed to prevent the spread of noxious weeds in and out of the project area.
Scope of Work
The contractor will be required to demonstrate documentation from other projects that they have completed this type of work in the past. The contractor will have constructed fence; specifically drill pipe and rod in rugged terrain with limited access. The contractor will provide all the labor, equipment, supplies, and materials to complete all fence construction work identified.
Objectives
The new riparian exclosure fence shall be built to BLM fencing specifications that are identified in this document. (See Attached Map and Specification Drawings)
Tasks and Work Details
A. Tasks
As discussed, the contractor will provide all the labor, equipment, supplies, fence materials (e.g., drill pipe posts, drill pipe, sucker rods, gates, clips) to complete all the fence (construction) work identified. Refer to Exclosure Maps and Fence Specification Drawings section found at the end of this document.
B. Construction of two exclosures with drill pipe and sucker rod fence. (Refer to exclosure maps).
Construct fence with 2 3/8” diameter drill pipe and ¾” sucker rods. Drill pipe posts should be buried and set a minimum of 36” in the ground. A top rail of 2 3/8” drill pipe will be installed and welded along the tops of the posts. The three sucker rod rails will be hung using weldable metal clips. The Bureau of Land Management (BLM) will provide GPS files and/or set flags within site distance to provide the vendor lines and angles necessary to execute the work specified under the contract. The location of gates and corners will be shown on location map or staked on the ground. These riparian exclosures will have a total of (7) 10’ heavy duty metal gates (vehicle access). The contractor will be required to work with the Project Inspector to determine the exact location of the gates.
Work Details
As discussed, the contractor will be required to provide fence materials including gates for the project. The fence materials will comply with the following specifications:
a. Construct drill pipe and sucker rod exclosure fences totaling approximately 4,210 feet referencing the project location map.
b. Site Preparation: Clear brush and trees within two feet on either side of the fence line or four feet on one side of the fence line. Provide minimum disturbance to existing vegetation. Dispose of debris by scattering on the job site.
c. Drill pipe posts may be pounded directly into the ground or placed in dug or drilled holes. Set posts plumb and to the spacing, grades and depths as shown on the drawing, unless staked otherwise. Posts shall be set to a minimum depth of 36”. If placed in pre-dug holes, holes shall provide adequate open space around the post so that back-fill can be tamped the full depth around the post. Back-fill gradually and uniformly with soil around each post; compact back-fill firmly from the bottom of the hole to the ground surface. Drill pipe posts shall be spaced to a maximum of 10 feet except in extreme rocky areas; the Project Inspector can approve the spacing greater than 10 feet.
d. Any steel pipe ends with hollow centers must have caps that prevent access to wildlife. This includes all corners and end panels.
Poles shall be spaced on the posts as follows (Refer to attached Drawing):
Sucker rod pole 1: (bottom of pole from ground): 16” Sucker rod pole 2: (bottom of pole from ground): 24” Sucker rod pole 3: (bottom of pole from ground): 34” Drill pipe top rail: (bottom of pole from ground): 46”
*Total Fence Height approximately 48” (Minor fluctuations in total height based on terrain features are expected)
Sucker rods need to be attached to the posts by welded clips, with the end of each run welded directly to the end/corner post.
Attach seven (7) 10’ x 52” Heavy Duty Metal 5-rail gates for access as identified on maps.
Fence Construction Schedule and Delivery and Project Meetings
A. Fence Construction Schedule and Delivery
The contractor will provide a detailed plan for the requested services to the Contracting Officer Representative (COR) at the pre-work conference. This will include a detailed construction schedule that identifies milestones for completion. It is expected that this project will take 30-60 days to complete dependent on completion of wildlife clearances and contractor capabilities to construct this amount of fence. The Contractor will work with the COR and PI to develop a project schedule for when the riparian exclosures will be started and completed so that BLM can ensure that all clearances for wildlife are completed, and livestock permittees are coordinated with prior to construction. The contractor shall submit an updated schedule within three (3) calendar days if the schedule is revised.
