Hwy 56 Fence Construction Solicitation: 140L5724Q0055 Questions & Answers

Ref. # Date Method Submitted

Question Answer Posted Amendment #

1 7/31/2024 Email

On the HWY 56 fence, the bid schedule has fence install and mobilization, but not cattle guard installation. Is that supposed to be lumped into the fence install or was it overlooked as a line item?.

It was outlined in the statement of work that it included installation of cattleguards. This would include installation of 7, possibly 8 if needed across adjacent dirt roads that will be marked.

The county will install the guards along the paved Comstock road. 8/5/2024 001

2 7/31/2024 Email If you cut asphalt to set cattle guard in does the vendor have to re-asphalt to the edge?

The vendor will only be responsible for the cattleguards on the dirt roads and they will be placed on high pressure treated wood beams provided by CCFO. 8/5/2024 001

If I am successful in getting all 3 projects, would I have to have them all done in 45 days, or would I be able to extend a bit. Could the Notice to Proceeds be spaced out enough to complete all the projects by one vendor?

These are individual contracts with each having 45 contract days.

That being said each contract could have different NTP start dates that would then determine the PoP end date. For the Hwy. 56 fence I would be fine with an extension. I would just acknowledge that once we get into November weather conditions and frozen ground may cause major delays especially if a single vendor was awarded all projects. But if necessary and is within the IRA timeframe I would be good if needed to extend into the spring. 8/5/2024 001

4 7/31/2024 Email Does the hwy 56 fence have any tearout at all. There will be no tear out required for the Hwy. 56 fence. 8/5/2024 001

5 11/8/2023 Email Is it ok to use steel posts driven in at 45 degrees as a deadman. That is what we have been doing.

Yes, it will be fine to drive the steel posts at 45 degrees as a deadman. 8/5/2024 001

6 8/2/2024 Email Do you have a mile marker, or something to mark where the start and finish of the fencing will be?

The CCFO will mark the start, ending, gates, cattle guards and drainage crossings with flagging and wood lathe prior to construction. Utah Department of Transportation will also flag out the ROW where the fence will be constructed. They asked for a two week notice to completed prior to the starting date for construction. 8/5/2024 001

7 8/2/2024 Email Are we permitted to clear a path for the fencing?

Blading for fence lines would not be permitted. However a path can be cleared by use of chainsaw or equipment to remove trees where necessary. 8/5/2024 001

8 8/2/2024 Email The roads where the cattle guards are going, are they paved or dirt roads? All cattle guards will be installed in dirt roads by the contractor. 8/5/2024 001

9 8/2/2024 Email Will we need any UDOT permission/permits?

No, the contractor can use the side of the old highway road on the west side of the parking lot. Contractor will be required to allow public to get by their equipment and supplies 8/5/2024 001

10 8/2/2024 Email

Is there any specification on the size of the cattle guards for this project?

Looking at the roads through this project they are fluctuating from 32' and 16' wide roads. Does that mean if it's a 32' road it still counts as one cattle

The CCFO does not currently have a spec drawing for the timbers used for cattle guard installation. The CCFO will provided two 16"x12"x12" timbers for cattle guard installation per cattle guard. I 8/5/2024 1
