PART 1 GENERAL

1.02 BACKGROUND

A. The Baker City Fire Crew Quarters will be owned and operated by Bureau of Land Management (BLM). The crew quarters building will be located at the Baker City Fire Guard Station in Baker City, Oregon. The physical address of the facility is 3198 13th Street, Baker City, Oregon 97814.

B. The Baker City Fire Crew Quarters will be an approximately 3,600 square foot building that contains bedrooms, living room, dining room, bathrooms, kitchen, and associated support spaces for the seasonal use of BLM’s fire crews.

1.03 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Identification: Baker City Fire Crew Quarters.

1. Project Location: 3198 13th Street, Baker City, Oregon 97814.

B. The Work consists of, but is not limited to, the following:

1. Construction of an approximately 3,600 square foot facility. The facility is based on BLM’s prototypical fire crew quarters plan, with the following features:

a. Ten bedrooms.

b. Living room.

c. Dining room.

d. Kitchen.

e. Storage room.

f. Laundry room.

g. Mud room.

h. Janitor room.

i. Four bathrooms.

j. Electrical/Communications room.

k. Mechanical/Electrical room.

2. Connections to existing City infrastructure, including but not limited to water, sewer, natural gas, electrical, and telecommunications. Contractor shall apply and pay for utility services. Cooperate fully with utility companies so that utility service installation may be carried out smoothly, without interfering with or delaying construction of fire crew quarters facility.

3. Site improvements, including but not limited to parking, access roads, stormwater drainage, electrical service, potable water service, sanitary sewer service, natural gas service, security fencing, and landscaping.

C. Project will be constructed under a single prime contract.

1.04 WORK PHASES

A. The Contractor is responsible for scheduling and coordination of all work on the Project and there is no prescribed phasing of the work.

1.05 WORK UNDER OTHER CONTRACTS

A. None.

1.06 CONTRACTOR USE OF PREMISES

A. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of the Project Site beyond areas in which the Work is indicated.

1. Limits: Confine construction operations to areas defined on Drawings.

a. Limit site disturbance, including earthwork and clearing of vegetation, to 10 feet beyond building perimeter and staging areas.

2. Government Occupancy: Conduct work in a manner that will minimize needs for disruption of normal Government operations. Provide a minimum of 72 hours advance notice to the Contracting Officer’s Representative of all activities that will impact normal Government operations. Contracting Officer’s Representative written approval is required prior to initiation of these activities.

B. Driveways and Entrances: Keep driveways, parking areas, and entrances serving the Site clear and available to the Government, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Parking for Contractor’s and Subcontractor’s employees will be limited to the areas shown on Drawings unless approved by the Contracting Officer’s Representative.

C. Storage of Materials:

1. Confine storage of materials to the interior of the building work areas and to areas on the Site as shown or approved by the Contracting Officer’s Representative.

2. Volatile Storage: Store gasoline/diesel in approved storage containers (maximum 5-gallon containers). Total quantity of volatile storage shall be limited to 20 gallons maximum.

D. Preservation of Existing Facilities: Confine all operations to work limits of the Project. Prevent damage to building surfaces. Carefully supervise construction activities to prevent damage. Restore damaged areas, repairing or replacing damaged areas at no additional expense to the Government.

E. Construction Camp: Establishment of a construction camp within the boundaries of the site will not be permitted.

F. Firearms: No firearms are allowed on the Site.

G. Advertising: No commercial advertising or signage shall be permitted, other than that on Contractor vehicles or equipment.

H. Existing Utilities: Utilities are not available on Site. Provide temporary utilities as required for construction operations; see Section 01 50 00, Temporary Facilities and Controls, for additional information.

I. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials.

J. Waste Disposal: All waste shall be disposed of in a legal and appropriate manner, and in accordance with Federal, State, and local regulations.

K. Scheduling: Schedule and sequence operations necessary to complete the work, including coordination with other trades relative to the Contractor’s requirements. Schedule work in such a manner as to avoid delays in overall construction schedule and permit proper installation of work.

L. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor air intakes. No smoking signs shall be posted and visible during working hours.

1.07 OCCUPANCY REQUIREMENTS FOR BUILDINGS

A. Government Occupancy: The Government may occupy the remainder of the Baker City Fire Crew Quarters site during the entire contract period and any work associated with the Site will need to be coordinated with the Contracting Officer’s Representative. Cooperate with the Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government’s day-to-day operations.

Maintain existing building and Site exits, unless otherwise indicated.

1. Maintain access to existing walkways, paths, and other adjacent occupied or used facilities. Do not close or obstruct walkways, paths, or other occupied or used facilities without written permission from the Contracting Officer’s Representative.

2. Consideration shall be given to minimize disturbance of everyday activities when scheduling construction activities which may be noisy or otherwise disruptive.

3. The Contractor shall provide a minimum of 48-hour notice for concrete sawing, concrete coring, or other major demolition activities.

1.08 WORK RESTRICTIONS

A. Work Hour Restrictions:

1. Contractor’s work hours may be from 7:00 a.m. to 6:00 p.m. Monday through Friday, except Federal holidays.

2. Contractor work hours during other times shall be subject to approval.

Provide list of activities that Contractor proposes to be accomplished after normal operating hours.

B. Existing Utility Interruptions:

1. Do not interrupt utilities serving the other site facilities occupied by the Government unless permitted under the following conditions:

a. Notify the Contracting Officer’s Representative in writing not less than 2 days in advance of proposed utility interruptions.

b. Do not proceed with utility interruptions without Contracting Officer’s Representative written permission.

c. If extended outages (over 4 hours in duration) are required, they shall occur over a weekend. Extended outages shall be subject to minimum 14-day prior notice and approval prior to outage.

1.09 SECURITY

A. Security: Contractor shall submit a Security Plan at the Pre-Work Conference outlining the procedures proposed to maintain a secure project. The Contractor will be responsible for closing and securing the building and work site at the end of each work day and prior to leaving the Site.

1.10 FIELD VERIFICATION

A. Field verify all existing dimensions and conditions affecting the work of this Contract before ordering products.

1.11 CONTRACTOR-FURNISHED ITEMS

A. All materials shall be new and Contractor-furnished from outside the Site.

1.12 GOVERNMENT-FURNISHED ITEMS

A. None.

1.13 HAZARDOUS MATERIALS

A. None.

1.14 SOILS INVESTIGATION REPORT

A. Not Used.

1.15 SPECIFICATION FORMATS AND CONVENTIONS

A. Specification Format: The Specifications are organized into Divisions and Sections using the CSI/CSC “MasterFormat” 49-division system and “MasterFormat” numbering system.

1. Division 01: Sections in Division 01, General Requirements, govern the execution of the Work of all Sections in the Specifications.

B. Specification Content:

1. The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:

a. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.

b. Imperative mood and streamlined language are generally used in the Specifications. Requirements expressed in the imperative mood are to be performed by Contractor. Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.

1) The words “shall,” “shall be,” or “shall comply with,” depending on the context, are implied where a colon (:) is used within a sentence or phrase.

C. Terminology: In all Divisions of the specification sections, any references to “Owner” shall be replaced with the term “Government” or “Contracting Officer’s Representative” (when referring to the person acting for the Government). Any references to “Architect” or “Engineer” shall be replaced with the term “Contracting Officer’s Representative”.

DEFINITION OF BID ITEMS

PART 1 GENERAL

1.01 SUMMARY

A. The intent of this section is to explain, in general, what is and what is not included in a contract bid item, and the limits or cut off points where one bid item ends, and another begins.

B. If no contract bid item exists for a portion of the Work, include the costs in a related bid item.

PART 2 PRODUCTS (NOT USED)

PART 3 EXECUTION

3.01 LIST OF CONTRACT BID ITEMS

A. Bid Item No. 1 – Mobilization/Demobilization:

1. This bid item consists of all preparatory and conclusive work and operations including, but not limited to, those necessary for the preparation of the required project documentation specified, implementation and adherence to general conditions, and other project pre- and post-construction requirements; bonds and insurance; work required for the movement of personnel to and from the Site; cost incurred to obtain all Contractor-supplied permits not otherwise included as part of other bid line items; and for other cost incurred prior to beginning Work and at the conclusion of the Work for final acceptance by the Government.

2. Measurement of quantities for payment will be based on Contractor provided and mutually agreed upon schedule of values.

3. Payment will be made at the Contract lump sum price.

B. Bid Item No. 2 – General:

1. This bid item consists of all miscellaneous Contractor costs associated with the execution of the Work not specifically covered in other bid line items. PART 1 GENERAL

1.01 SUMMARY

A. This section includes administrative provisions for coordinating construction operations on the Project including, but not limited to, the following:

1.02 DEFINITIONS

A. RFI: Request from Contractor seeking interpretation or clarification of the Contract Documents.

1.03 PROJECT MEETINGS

A. General: Schedule and conduct meetings and conferences at the Project Site, unless otherwise indicated.

1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Contracting Officer’s Representative of scheduled meeting dates and times.

2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.

B. Pre-Work Conference: The Contracting Officer’s Representative will schedule and conduct a Pre-Work Conference before start of construction. The conference will review responsibilities and personnel assignments, review required work, project drawings, specifications, construction schedules, payroll, payments, and administrative provisions of the Contract. Be prepared to summarize and explain procedures planned for the Project and present specified pre-work submittals.

1. Attendees: Authorized representatives of the Government and their consultants; Contractor and Contractor’s superintendent; major subcontractors; suppliers; and other concerned parties shall attend the conference. All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work. The mechanical and electrical subcontractor’s attendance will be required.

Attendees: Installer and representatives of manufacturers and fabricators involved in or affected by the installation and its coordination or integration with other materials and installations that have preceded or will follow, shall attend the meeting. Advise Contracting Officer’s Representative of scheduled meeting dates.

2. Agenda:

a. Review progress of other construction activities and preparations for the particular activity under consideration, including requirements for the following:

5. Do not proceed with installation if the conference cannot be successfully concluded. Initiate whatever actions are necessary to resolve impediments to performance of the Work and reconvene the conference at earliest feasible date.

D. Progress Meetings: Conduct progress meetings once a month. Hold the meetings at the Project Site. Coordinate dates of meetings with preparation of payment requests. Additional progress meetings may be requested by either the Contracting Officer’s Representative or Contractor.

1. Attendees: In addition to representatives of Government, each contractor, subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings. All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.

2. Agenda: Review and correct or approve minutes of previous progress meeting. Review other items of significance that could affect progress.

Include topics for discussion as appropriate to status of Project.

a. Contractor’s Construction Schedule: Review progress since the last meeting. Determine whether each activity is on time, ahead of schedule, or behind schedule, in relation to Contractor’s Construction Schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Time.

b. Review schedule for next period.

3. Review present and future needs of each entity present, including the following:

a. Interface requirements.

b. Sequence of operations.

c. Status of submittals.

d. Deliveries.

e. Offsite fabrication.

f. Access.

g. Site utilization.

h. Temporary facilities and controls.

i. Work hours.

j. Hazards and risks.

k. Progress cleaning.

l. Quality and work standards.

m. Status of correction of deficient items.

n. Field observations.

o. RFIs.

p. Status of proposal requests.

q. Pending changes.

4. Minutes: Record the meeting minutes.

5. Reporting: Distribute minutes of the meeting to each party present and to parties who should have been present.

a. Schedule Updating: Revise Contractor’s Construction Schedule after each progress meeting where revisions to the schedule have been made or recognized. Issue revised schedule concurrently with the report of each meeting.

1.04 REQUESTS FOR INTERPRETATION (RFIS)

A. Procedure: Immediately on discovery of the need for interpretation of the Contract Documents, and if not possible to request interpretation at Project meeting, prepare and submit an RFI in the form specified.

1. RFIs shall originate with the Contractor. RFIs submitted by entities other than the Contractor will be returned with no response.

2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in the Contractor’s work or work of subcontractors.

B. Content of the RFI:

1. Include a detailed, legible description of item needing interpretation and the following:

a. Project name.

b. Date.

c. Name of Contractor.

d. Name of Contracting Officer.

e. RFI number, numbered sequentially.

f. Specification Section number and title and related paragraphs, as appropriate.

g. Drawing number and detail references, as appropriate.

h. Field dimensions and conditions, as appropriate.

i. Contractor’s suggested solution(s). If Contractor’s solution(s) impact the Contract Time or the Contract Sum, Contractor shall state impact in the RFI.

j. Contractor’s signature.

k. Attachments: Include drawings, descriptions, measurements, photos, Product Data, Shop Drawings, and other information necessary to fully describe items needing interpretation.

C. Contracting Officer’s Representative’s Action: Contracting Officer’s Representative will review each RFI, determine action required, and return it.

Allow 10 calendar days for Contracting Officer’s Representative’s response for each RFI. RFIs received after 1:00 p.m. will be considered as received the following working day.

1. The following RFIs will be responded to without action:

a. Requests for approval of submittals.

b. Requests for approval of substitutions.

c. Requests for coordination information already indicated in the

Contract Documents.

d. Requests for adjustments in the Contract Time or the Contract

Sum.

e. Requests for interpretation of Contracting Officer’s Representative’s actions on submittals.

f. Incomplete RFIs or RFIs with numerous errors.

2. Contracting Officer’s action may include a request for additional information, in which case the Contracting Officer’s Representative’s time for response will start again.

D. On receipt of Contracting Officer’s Representative’s action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify the Contracting Officer’s Representative within 7 days if Contractor disagrees with response.

E. RFI Log:

1. Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number. Submit log at each progress meeting, and include the following:

a. Project name.

b. Name and address of Contractor.

c. Name and address of Contracting Officer.

d. RFI number including RFIs that were dropped and not submitted.

e. RFI description.

f. Date the RFI was submitted.

g. Date Contracting Officer’s Representative’s response was received.

h. Identification of related bilateral or unilateral modifications, extensions, and changes in scope, as appropriate.

CONSTRUCTION SCHEDULE

PART 1 GENERAL

1.01 SUMMARY

A. This section consists of Construction Schedule requirements including but not limited to the following:

1. Schedule of Values.

2. Construction Schedule Requirements.

3. Construction Schedule Updates.

4. Time Impact Analysis.

B. Purpose: The purpose of the Construction Schedule is to ensure adequate planning, coordination, scheduling, and reporting during execution of the work by the Contractor. The Construction Schedule will assist the Contractor and Contracting Officer’s Representative in monitoring the progress of the work, evaluating proposed changes, and processing the Contractor’s monthly progress payment.

1.02 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. Cost Loading: The allocation of the Schedule of Values for the completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Sum, unless otherwise approved by the Contracting Officer’s Representative.

C. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

D. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

E. Float: The measure of leeway in starting and completing an activity.

1. Float: Float is not for the exclusive use or benefit of either the Government or the Contractor but is jointly owned.

2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.

3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.

F. Fragnet: A partial or fragmentary network that breaks down activities into smaller activities for greater detail.

G. Resource Loading: The allocation of manpower and equipment necessary for the completion of an activity as scheduled.

1.03 SUBMITTALS

A. Electronic Copies: All schedules and reports submitted shall be posted on the Contractor’s FTP website, provided in the native electronic file format. It is the intent of the Government to limit the number of printed reports to only those reports determined by the project team to be essential.

B. Schedule of Values: After contract award and before the Pre-Construction conference submit a schedule of dollar values based on the Contract Price Schedule.

C. Construction Baseline Schedule: After contract award and before the Pre- Construction conference, submit two paper copies of baseline schedule, large enough to show entire schedule for entire construction period.

D. CPM Reports: Concurrent with CPM schedule, submit two paper copies of each of the following computer-generated reports. Format for each activity in reports shall contain activity number, activity description, resource loading, original duration, remaining duration, early start date, early finish date, late start date, late finish date, and total float in calendar days.

1. Activity Report: List of all activities sorted by activity number and then early start date, or actual start date if known.

2. Logic Report: List of predecessor and successor tasks for all activities, sorted in ascending order by activity number and then early start date, or actual start date if known.

3. Total Float Report: List of all activities sorted in ascending order of total float.

E. Construction Schedule Updates: On or before the 7th day preceding the progress payment request date, submit estimates of the percent completion of each schedule activity and necessary supporting data. Provide two paper copies.

F. Construction Schedule Revisions and Time Impact Analysis: For each Construction Schedule revision submit two paper copies of a Time Impact Analysis. Each Time Impact Analysis shall include a Fragmentary Network (Fragnet), incorporated into the currently accepted Construction Schedule, demonstrating how the Contractor proposes to incorporate a modification, change, delay, or Contractor request.

1.04 QUALITY ASSURANCE

A. The Contractor shall meet with the Contracting Officer’s Representative on the day of the preconstruction conference to go over the following:

1. Review software limitations, content and format for reports.

2. Verify availability of qualified personnel needed to develop and update schedule.

3. Discuss constraints, including phasing, work stages, work area separations, interim milestones, partial Government occupancy, and temporary relocation of Government personnel.

4. Review schedule for work of separate and concurrent Government contracts.

5. Review time required for review of submittals and re-submittals.

6. Review requirements for tests and inspections by the Government and/or by independent testing and inspecting agencies.

7. Review time required for completion, startup, and commissioning procedures.

8. Review and finalize list of construction activities to be included in schedule.

9. Review baseline schedule comments and resolve issues and progress on incorporating them.

10. Review procedures for updating schedule.

11. Discuss reporting requirements and establish a protocol for naming and transmitting electronic schedules.

B. Contractor’s Schedule Representative: Before or at the preconstruction conference, designate an authorized representative to be responsible for the preparation and maintenance of the Construction Schedule. A résumé outlining the qualifications of the Scheduler shall be submitted to the

Contracting Officer’s Representative for acceptance. The Scheduler shall have prepared and maintained at least five previous schedules of similar size and complexity similar to this Contract, demonstrating proficiency in the use of scheduling software. The authorized representative will be responsible for preparing the Baseline Schedule, all required updates, revisions, Time Impact Analyses, and preparation of reports.

1.05 COORDINATION

A. Coordinate preparation and processing of schedules and reports with performance of construction activities, and with scheduling and reporting of separate and concurrent Contractors.

B. Coordinate Construction Baseline Schedule with the Schedule of Values, list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.

1. In developing the Construction Baseline Schedule, ensure that the Subcontractor’s work at all tiers, as well as the prime Contractor’s work, is included and coordinated.

2. Secure time commitments for performing critical elements of the Work from all parties involved.

3. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.

PART 2 PRODUCTS

2.01 SCHEDULE OF VALUES

A. Break down each lump-sum bid item into component work activities used in the schedule, for which progress payments may be requested. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump sum item. The Contracting Officer’s Representative may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead and profit in the total dollar value of unit price items and in the component work activities for each lump sum item; do not include mobilization, general condition costs, overhead or profit as a separate item.

B. The total cost of all items shall equal the contract price. The Schedule of Values shall form the basis for progress payments.

C. An acceptable Schedule of Values shall be agreed upon by the Contractor and Contracting Officer’s Representative before the first progress payment is processed.

D. Progress payments will be made based upon the measured quantities and mutually agreed upon percentage of completion for each Contractor lump sum price.

2.02 CONSTRUCTION SCHEDULE REQUIREMENTS

A. Construction Baseline Schedule: Prepare Construction Baseline Schedule using a computerized, resource-loaded, time-scaled CPM network analysis diagram for the Work.

1. Develop and finalize Construction Baseline Schedule so it can be accepted for use no later than 30 days after date established for the Notice of Award.

a. Failure to include any work item required for performance of this

Contract shall not excuse Contractor from completing all work within applicable completion dates, regardless of Government’s acceptance of the schedule.

2. Establish procedures for monitoring and updating Construction Baseline Schedule and for reporting progress. Coordinate procedures with progress meeting and payment request dates.

B. Construction Baseline Schedule Preparation: Prepare a list of all activities required to complete the Work. Using the preliminary CPM network diagram, prepare a skeleton network to identify probable critical paths.

1. Activities: Indicate the estimated duration, sequence requirements, and relationship of each activity in relation to other activities.

2. Critical Path Activities: Identify critical path activities, including those for interim completion dates. Scheduled start and completion dates shall be consistent with Contract milestone dates.

3. Processing: Process data to produce output data on a computer-drawn, time-scaled network. Revise data, reorganize activity sequences, and reproduce as often as necessary to produce the CPM schedule within the limitations of the Contract Time.

4. The Construction Baseline Schedule as developed shall show the sequence and interdependence of activities required for complete performance of the work. Ensure all work sequences are logical and the Construction Baseline Schedule shows a coordinated plan of the work.

5. Resource loading of each activity shall include all personnel by labor category and equipment type and capacity proposed to complete the activity in the duration shown.

6. Consider seasonal weather conditions in planning and scheduling all work influenced by high and low ambient temperatures, wind, or precipitation to ensure completion of all work within the contract time.

7. Time Frame: Proposed duration assigned to each activity shall be the Contractor’s best estimate of time required to complete the activity considering the scope and resources planned for the activity.

a. An early finish date may be shown but the late finish date must be the same date as the last day of the contract period. An early completion schedule must contain the following:
