About this file
This document is an amendment to a federal solicitation for VAULT TOILET PUMPING services in the Burns District of the BLM in Oregon. The amendment provides a Vendor Questions and Answers document that addresses various aspects of the contract, including:
The frequency of service, which will be on an on-call basis, with all toilets at a site serviced at once. Pricing should be structured per call/per site rather than per individual toilet. The contract does not require cleaning of the toilet facilities, only maintaining cleanliness of the vault itself during pumping. Water for pre-charging the vaults must be provided by the vendor. The previous contract was with Brown Point Facility Management Solutions for $167,600. The solicitation maintains the existing quote due date of 2:00 pm PDT on 05/17/2024 and the period of performance from 07/12/2024 to 07/11/2029.

SOLICITATION NO. 140L4324Q0096 Amendment 002 Vault Toilet Pumping, Burns, Oregon; BLM Burns District Page 1 of 1
Amendment 002: Attachment 1 Burns Vault Toilets Q&A
1. It says an on-call basis as the frequency of service, should we assume that each call will be for a separate CLIN or when they are "called" will it be for all of them to be scheduled?
a. The COR will call when vaults are starting to fill. Scheduling will depend on the site, but the call will be for all toilets at a site, not just a singular toilet. For example, if we call requesting service for Page Springs, we expect all vaults at that site to be addressed at once. Line Items/Sites 001-011 and 014-015 are expected to be pumped one time per year. Sites 012-013 are expected to be pumped two times during the year.
2. Pricing needs to reflect a per call service to the respective location, correct?
a. Correct, the pricing shall reflect the pumping of the site as a whole, for the event when it is pumped.
3. Do the toilet areas also need to be cleaned? It seems from the solicitation that it is just to ensure the pumping location remains clean and disinfected but does not require the actual facility and toilets to be cleaned beyond the cleaning when pumping through the toilet riser "wash and disinfect both the inside and outside of the toilet riser and the seat and cover". However, it's not including to clean the facility, correct?
a. Correct, this contract is to pump the waste from the vaults, re-charge with water, and maintain cleanliness of the vault when pumped. This does not include cleaning the facility.
4. In the specifications, it says that the vaults need to be pre-charged with 10 inches of water. I did some quick math and that would be around 150 gallons per vault. That leads me to ask the question, where are the sites for drafting water? The terrain varies greatly in this region and water can be difficult to find.
a. Provision of water is the responsibility of the vendor. If drafting of water is absolutely necessary, please see section 2-4 of the Statement of Work.
5. Can there be a discount line for doing multiple sites in one trip? The mileage would be significantly reduced if only one site is done per trip.
a. The BLM does not plan on revising the price schedule to include a discount line for multiple sites in one trip.
6. Is there an incumbent? If so, can you share who and the previous contract amount?
a. The previous contract was 140L4321P0040 with Brown Point Facility Management Solutions, total contract value of $167,600.00.
