About this file
This document contains responses to inquiries received regarding a forthcoming Bureau of Land Management solicitation for the South Fork Elk Creek culvert to bridge replacement project in Coos Bay, Oregon. The solicitation will require removal of an existing 42-inch diameter corrugated metal pipe and replacement with a government-furnished 70-foot long by 18-foot wide galvanized steel bridge. The contractor will be responsible for loading, transporting, and placing the bridge, as well as clearing, grubbing, constructing a stream bypass, dewatering the construction area, excavating bedrock to construct a new stream channel, building geosynthetically reinforced soil abutments, placing eco-block bridge foundations, and restoring an aggregate roadway. Bridge plans are available upon request from the contracting officer. The responses clarify that the bridge can be shipped in sections and additional project details can be obtained from the main point of contact. Work not explicitly paid for will still be required as a subsidiary obligation per related contract sections.

140L4321Q0026 District Response to Request for Information Inquiries Received
SF ELK CK CULVERT TO BRIDGE REPLACEMENT. Removal of an existing 42-inch diameter CMP (Corrugated Metal Pipe) and replacement with a Government furnished 70 foot long by 18' wide galvanized steel bridge.
1) Section 555.18 Add the following: Follow bridge manufacturer’s requirements for lifting and assembly. Bridge plans are available upon request.
a) Question: Can I get the Bridge drawings please? I am trying to find out how much the bridge weighs and if it can be shipped in sections.
b) Answer: The district has provided the bridge plans as an attachment to “ballpark” the weight from those. The Bridge plans are not to be disclosed to third parties. The bridge is currently stored in sections and the district is certain it is split longitudinally but could also be split more. If additional specifics are required, please contact Marc Van Camp, mvancamp@blm.gov or 541-751-4469, Main Point of Contact, BLM-OR COOS BAY DISTRICT OFFICE.
2) This work will not be paid for directly but will be considered a subsidiary obligation of the Contractor under related sections. Question: What does this mean?
a) This statement is used any time the bid schedule does not contain an estimated quantity for a good or service but is still considered a required good or service based on other sections of contract and will be required for construction.
