Pre-Bid Questions and Answers https://beta.sam.gov/ Notice ID: 140L4221Q0007
Q: What are the fence post requirements?
A: Specification section 05 50 13 STEEL POST AND CABLE FENCE will be added as an amendment.
Q: Will the BLM stake out the project?
A: No, the contractor is responsible for stakeout, per section 01 11 00, paragraph 1.4.
Q: Can material be staged at the large parking lot off I-70, then loaded into different trucks for transport to Knowles?
A: Yes.
Q: If the contractor chooses to make road repairs and upgrades, do the upgrades have to be removed after project completion?
A: No, road repairs and upgrades may be left in place after project completion.
Q: Can recycled asphalt be placed on the access road?
A: No, any improvements to the access road must fit the “character” of the existing road. Gravel and aggregate are suggested, however the BLM will consider other improvements as long as they fit the “character” of the existing access road.
Q: Can wooden posts from the livestock fence be left on site?
A: Yes, scatter the posts. However, wooden timbers from the campsite fencing must be removed.
Q: Can excavated rock material be left on site?
A: Yes, however, it must be scattered or placed in a manner that if visually appealing to campers.
The excavated rock material may not simply be piled in the campground.
Q: Will water be required?
A: Yes, water is required by specification section 01 57 60 and 31 00 00.

Q: Will the BLM pay for materials purchased before they are installed.
A: Yes, the BLM will reimburse the contractor for materials (Precast toilet, steel fence materials, picnic tables, fire rings, and timbers) purchased prior to the construction start date, November 15, 2021. Materials may not be staged on site prior to the construction start date. It will be the responsibility of the contractor to store the materials in a secure location. Loss or damage to the materials prior to installation and acceptance is the responsibility of the contractor. If this is your plan, please include it in you technical response.
Q: What if the price of fuel rises between the bid due date and the construction start date?
A: An economic price adjustment clause for fuel costs is being considered and currently researched as we have not done this at least recently. If this clause is added on a further amendment, the plan is to set the fuel cost at the time of award based upon your quote and adjust for a difference at the time for the notice to proceed based upon a fuel index price. For now, base your quote on what you know now and your best guess for the future.
Q: Tax Exempt Supplies?
A: The Federal Government is tax exempt, but does not pass the status through on contractor purchased supplies. If State law allows you to purchase supplies tax exempt, then it’s your responsibility for pursuing this, documenting and any future audits. The only assistance the Contracting Officer will provide is to acknowledge this is a Federal project.
Q: CXT name-brand requirement:
A: No, but your vault toilet brand and specs will need to be listed in your technical response and will need to meet all specification requirements.
Q: Bid Bond Requirement – 20%?
A: I am currently researching this, but 20% seems to be the standard amount.
